Looking for a new pet? The public and the media are invited to join the Santa Paula Animal Rescue Center (S.P.A.R.C.) for a special adoption event this Saturday in Santa Paula and Ventura, in conjunction with local television stations seeking to “Clear the Shelters.”

The event takes place Saturday Aug. 15. A wide range of animals will be available for adoption at S.P.A.R.C.’s two locations:

• The Santa Paula Animal Rescue Center, 705 E. Santa Barbara St. in Santa Paula
• The S.P.A.R.C Second Chance Store & Adoption Center, 374 E. Main St. in Ventura

“Clear the Shelters” is being held at shelters in Ventura, Los Angeles, Riverside, San Bernardino and Orange counties in conjunction with NBC 4 and Telemundo 52. The national pet adoption drive is being organized by NBCUniversal-owned TV stations to raise awareness about the overpopulation of local animal shelters and to encourage people to adopt animals from their neighborhood shelter. Participating shelters, including S.P.A.R.C., will offer a reduced adoption fee of just $20 per animal (if the application is approved) from 10 a.m. to 6 p.m. Local media coverage of the event at either location is welcome.

S.P.A.R.C. is a private, non-profit organization and the premier no-kill animal shelter in Ventura County. SPARC is a place where homeless animals are brought for humane care without risk of being killed due to lack of space, illness or injury. S.P.A.R.C. relies solely on private donations.

PIRU, CA - Due to exceptional drought conditions, those who are looking forward to fall whitewater activities in the Lake Piru area will be disappointed this year.

In normal years, the District releases water from Lake Piru for several weeks during the fall season in order to recharge downstream groundwater basins. These releases provide a rare opportunity for whitewater rafting and kayaking in Southern California. Exceptional drought conditions have resulted in another year of less than normal precipitation in the water shed providing runoff to Lake Piru and resulted in very low surface water storage levels in the reservoir. As result the District will not conduct a fall release for the third consecutive year. For more information on future whitewater boating opportunities, please contact Lake Piru Recreation Area Senior Park Services Officer Clayton Strahan at 805-317-8990 or claytons@unitedwater.org.

Well #5
Well #5

A special City Council meeting was held on Wednesday, August 5th, requesting action on Well #5:

REQUEST
This action would authorize emergency repairs to Well #5 and approve a contract to perform this emergency work.

DISCUSSION
Well #5 went out of service on Friday, July 24 as a result of broken bolts on the retainer for the shaft packing. This mechanism assists in the lubrication of the pump shaft and the well cannot operate without this mechanism in place.
Staff immediately contacted the well maintenance contractor (Layne Christiansen Company) and they began pulling Well #5 around July 27. As the contractor pulled out the column pipes they inspected the spider bearings, shaft, and column pipe for damage. They also ran a video camera down the hole to inspect the condition of the screens. This well has not been pulled for eleven years.
The report from the contractor indicates that there are several items needing to be replaced to repair the well and keep it operational. The proposed scope of work includes retaining the contractor to replace all worn out components, and where refurbishment time is too long on some items, replace these parts to expedite the repairs while keeping the un-refurbished parts in storage for future use.

FISCAL IMPACT
The estimated cost to repair Well #5 is $50,000. The City has obtained quotes for the emergency repairs the lowest quote was submitted by Layne Christensen Company in the amount of $48,095.82. Funding for this work will come from the water fund account.

RECOMMENDATION
1. Authorize the city manager to take all steps necessary to repair Well #5 with spending authority up to $60,000. APPROVED & UNANIMOUS.

The vacant Wm Morris owned building on Central Avenue, across from Fillmore City Hall, received a fresh coat of paint this week. The drab blue building was painted in the tan/beige range, in keeping with the Central Avenue theme. The property has housed a now-defunct newspaper, a BBQ place, H&R Block, an upscale restaurant, and a railroad eatery in the last few years.

SACRAMENTO – California Department of Public Health (CDPH) Director and State Health Officer Dr. Karen Smith today warned parents about the continued dangers of pertussis (whooping cough). The disease has already caused one infant death and at least 126 infant hospitalizations in California this year.

“Vaccinated mothers pass protective antibodies to their infants during pregnancy,” said Dr. Smith. “Right now, it’s estimated that fewer than half of all pregnant women in California are vaccinated against whooping cough. We need to increase that number to help improve the health of our children and of our communities.”

CDPH urges expecting mothers to receive a pertussis vaccine (called Tdap because it covers tetanus, diphtheria, and pertussis). Prenatal vaccination will help protect newborn children until they are old enough to receive their own vaccination against pertussis. Because immunity decreases over time, women should receive the pertussis vaccine in the last trimester of each pregnancy.

Pertussis continues to spread at above-normal levels in California following a major epidemic in 2014, when reported disease rates were the highest seen since the 1950’s. Disease rates and risks of hospitalization and death are highest for infants under the age of one.

Pertussis can cause a severe, persistent cough. Historically, unvaccinated children with pertussis would cough hard enough to cause vomiting or a “whooping” breath after a coughing spell.

Symptoms of pertussis vary widely by age and vaccination history. Young infants may not have typical pertussis symptoms and may not appear to cough. Instead, they may have difficulty breathing, episodes in which they stop breathing, or their faces turn purple.

CDPH is working closely with local health departments, schools, media outlets and other partners to inform providers and the public about the importance of vaccination against pertussis, especially for pregnant women during the third trimester of every pregnancy. CDPH also reminds parents that Tdap vaccination is a requirement for advancement into the 7th grade.

Pertussis data, including the number of cases in each county, can be found on the CDPH website.

Ventura, CA - Doctors at Community Memorial Hospital, home to the most comprehensive robotic surgery program on the Central Coast, have now performed over 1,500 surgical cases, offering urology, gynecology, cardiology and general surgery procedures. The hospital’s surgeons have performed more robotic surgeries in the region than anyone else. Dr. Marc Beaghler, urologist and board certified surgeon, leads the hospital’s Robotics program, along with a diverse group of specialized robotically trained surgeons.

“CMH has made a consistent commitment to our community to invest in the best technology and patient care,” Dr. Beaghler said. “The Da Vinci Robot is one such technology.”

The Da Vinci robotic device is considered one of the most advanced platforms for minimally invasive surgery, providing opportunities to replace high-impact open cavity surgeries with nerve-sparing procedures. Such procedures are a growing percentage of all surgeries because they tend to be much less traumatic for patients, with fewer complications (smaller incisions equal fewer chances of infection) and faster recovery.
