HOA Management Company Owner & Chief Financial Officer Arrested for Embezzlement

Ventura County Sheriff's Department Kristin Davis, the owner and CEO of Paradigm Management Group, and her Chief Financial Officer, Melissa Hoff, were arrested over the weekend for embezzling approximately $900,000 from the Big Sky Homeowner’s Association in Simi Valley. In February 2008, Davis’ management company was contracted by the Big Sky Homeowner’s Association to manage the community. While managing the community, Davis and Hoff systematically embezzled approximately $900,000 from Big Sky HOA bank accounts utilizing several schemes. Soon after the thefts were discovered by the Big Sky Board of Directors in October of 2009, Davis closed down Paradigm and opened a similar company named MK Management. Detectives from the Sheriff’s Office Major Crimes Unit conducted an extensive investigation into the allegations which resulted in arrest warrants. The Ventura County District Attorney’s Office filed 12 felony counts against Davis, ranging from grand theft to insurance fraud. Hoff was charged with grand theft and criminal conspiracy. Davis and Hoff were arrested over the weekend and booked into the Ventura County Pre-Trial Detention Facility. Their bail was set at $500,000 dollars each. While Paradigm was in operation, it managed numerous communities, both in Ventura County and Orange County. Other homeowner associations have reported large losses as a result of embezzlement while managed by Davis’ company, Paradigm Management. Detectives are investigating these additional allegations which may result in additional charges being sought against both suspects.
