Marijuana Sales, Stolen Firearm, Child Endangerment and Suspected Child Pornography

Ventura County Sheriff's Department On 7-27-2011, narcotic investigators received information that James Lucky Rose was growing and selling marijuana in his apartment unit in the 600 block of Hampshire Road, Thousand Oaks. Investigators also received information that Rose had a three-year-old child living at the residence who was being exposed to the marijuana. Investigators learned Rose was on probation with search terms and decided to conduct a probation search at Rose’s residence. Investigators found several ounces of marijuana packaged for sale, sales paraphernalia and a loaded stolen handgun inside the residence. All these items were accessible to the three-year-old child. Investigators also found photographs inside Rose’s cell phone that were consistent with child pornography. The mother of the child, Cynthia Vatcher, was present when the search occurred. Rose was arrested for possessing marijuana for sales, child endangerment, and for being a felon in possession of a loaded firearm. Cynthia Vatcher was not arrested pending a complaint being filed on her with the District Attorney’s Office. Rose was not arrested for child pornography charges pending further investigation. Rose was booked into the Ventura County Jail for the listed charges. Rose will be arraigned in the Ventura County Superior Court on 7-29-2011.
