Narcotics Arrests/Heroin Sales Organization

Ventura County Sheriff's Department On October 6, Sheriff’s narcotics detectives conducted a surveillance of reported heroin sales occurring in the East Ventura area. Detectives followed suspects Bustos and Franco to a shopping center in East Ventura and watched as they met with suspect Gutierrez. These three were detained and found to be in possession of 59 individual balloons of heroin. All three were arrested for various charges including possession of heroin for sale. Detectives continued the investigation in the surveillance of a residence in the 7000 block of Chamois Street in the city of Ventura. Several vehicles were seen coming and going from the residence in a pattern consistent with drug sales. Several subjects were contacted and three were subsequently arrested for various narcotics charges. Lara and Zepeda were arrested for possession of narcotics for sale. Franco was arrested for being under the influence of a controlled substance. During a search of Lara’s residence, a stolen 9mm handgun was located. The investigation revealed that Lara headed a heroin sales organization from the residence on Chamois. He employed several “runners” who made heroin deliveries around the city.
