The Ventura County Interagency Pharmaceutical Crimes Unit and the California Medical Board concluded a two-month investigation with the arrest of Oxnard Pain Physician Kiansi Boni. Dr. Boni was arrested July 3, 2013, for 5 felony counts related to his illegal practice of medicine; two counts of drug sales, two counts of writing a controlled substance prescription absent a legitimate medical purpose / exam, and one count of practicing medicine without a license. Dr. Boni’s license has been suspended by the State Medical Board for the past year for failure to pay child support.

Dr. Boni came to the attention after local law enforcement detectives arrested a number of his patients during the past two months for sales of powerful opiate medication prescribed by him. Dr. Boni has written hundreds of prescriptions, some with multiple refills, for Schedule II, III, and IV medications over the past year for drugs such as Methadone, Suboxone, Hydrocodone (Vicodin), Codeine, and Alprazolam (Xanax). These prescriptions were written absent a valid medical license and the dosage units number in the tens of thousands. Based on information received, and an independent investigation by law enforcement, it is believed that Dr. Boni also failed to adequately examine his patients to determine the medical necessity for such prescriptions.

A search warrant was served at his office and home where evidence related to the investigation, including a substantial amount of US currency, was located.

Dr. Boni was booked into custody at the Ventura County Main Jail where he is being held with a bail of $50,000. His arraignment is set for July 8, 2013. Additional charges are possible.

The Ventura County Interagency Pharmaceutical Crimes Unit is comprised of members of law enforcement from the Simi Valley Police Department, Ventura County District Attorney’s Office Bureau of Investigation, and Ventura County Sheriff’s Office. The unit is also allied with every law enforcement agency in the county who are committed to stopping the flow of legal medication to the illicit market.

The unit’s mission is comprised of two parts: One, enforcement of the laws as they relate to the misuse, abuse, and illegal sales of prescription medications. Two, education and community outreach regarding the dangers associated with the non-therapeutic use of prescription medication. In the near future, all 192 pharmacies in the county will be contacted by law enforcement and encouraged to join in the mission of curtailing prescription drug abuse and sales by being asked to report individuals attempting to obtain drugs of abuse by fraud and deceit to their local law enforcement agency. Pharmacists will also be provided educational information and tools to better assist them in recognizing signs of illegal activity related to prescription medication.
