Pursuit and Stolen Vehicle Suspect Arrested

In the early morning hours of February 27, 2013, Camarillo Traffic Officers arrested Zachary Swan and Jose Navarro after a brief high speed pursuit and traffic collision.

A Deputy from the Camarillo Police Department’s Traffic Bureau was patrolling the area of Fir Street and Ventura Boulevard, in the City of Camarillo, when he observed a vehicle drive through a four-way stop intersection at approximately 40 MPH. The deputy immediately activated his emergency lights and siren and attempted to stop the vehicle for the traffic violation. The vehicle, a Toyota 4Runner, made several evasive turns in an attempt to get away from the deputy. The deputy initiated a pursuit of the vehicle westbound on Ventura Boulevard. Deputies estimated the 4Runner was travelling on Ventura Boulevard in excess of 100 MPH.

When the 4Runner ran a red light at Ventura Boulevard at Carmen Drive, deputies discontinued their pursuit for the safety of the public due to the suspect’s dangerous driving pattern. The deputies continued to attempt to follow the suspect without their lights and sirens. After losing sight of the vehicle for a short time, the deputies located it crashed into a ditch at the intersection of Wood Road and Verdulera Street; the vehicle was unoccupied.

Several witnesses at the scene of the crash told deputies of the suspect’s description and route of escape. Two Sheriff’s Department K-9’s responded to the scene and were able to track the driver of the vehicle, Zachary Swan, to his hiding place near a nearby business. Swan resisted arrest and had to be subdued by one of the Sheriff’s K-9’s.

Navarro, the front passenger of the vehicle, was located and arrested a short time later after he was seen jumping a fence in the immediate area of the crash. Based on witness statements, there were no other suspects in the vehicle at the time of the crash.

Deputies determined the 4Runner was an unreported stolen vehicle out of the City of Ventura. The 4Runner also contained a variety of stolen property from several different victims’ out of the Agoura Hills and Thousand Oaks area.

Swan was transported to the Ventura County Medical Center and treated for injuries he suffered from the K-9 bites. He was later booked at the Pre-Trial Detention Facility for Felony Evading, Unlawful Driving or Taking of a Vehicle, Possession of Stolen Property, Hit and Run, and Resisting or Delaying a Peace Officer.

Navarro was transported to the Camarillo Police station and later cited and released for Resisting or Delaying a Peace Officer.
