On August 1, 2012, the Thousand Oaks Police Department initiated an investigation into a theft of a large amount of jewelry from the 100 block of Pajaro Street in Thousand Oaks. Over the course of the investigation, detectives obtained evidence that linked Christopher Fagundes to the crime.

On September 6, 2012, detectives from the Thousand Oaks Investigations Bureau and the Thousand Oaks Special Enforcement Unit located Fagundes and Jessica Madsen at a residence in the City of Ventura. A search led to the recovery of stolen property and narcotics. This stolen property included jewelry stolen in the Thousand Oaks theft, as well as a law enforcement Taser that had been stolen in the City of Camarillo.

Fagundes was arrested for felony possession of stolen property, felony possession of a controlled substance and for being under the influence of a controlled substance. Madsen was arrested for being under the influence of a controlled substance. Both Fagundes and Madsen were booked into the Ventura County Pre-Trial Detention Facility.
