A. General Plan Amendment 11-01, Consistency with Heritage Valley Parks Specific Plan and Measure I for the North Fillmore Specific Plan.
Recommendation: 1.) Introduce un-numbered ordinance, approving General Plan Amendment 11-01 reflecting the following: 1.) Consistency with the Heritage Valley Parks Specific Plan; 2.) Consistency of the City Council reduction of unit in North Fillmore; 3.) Consistency to further reduce units in North Fillmore by Measure I; and 4.) Require the North Fillmore area to be designated as a Specific Plan per Measure I.

B. Conduct First Reading of Ordinance No. 11-828: First Amendment to Heritage Valley Parks Development Agreement.
Recommendation: 1.) Conduct first reading of Ordinance No. 11-828:.
Fire Department
C. Adopt City Council Resolution No. 11-3290: Abatement of Weeds,
Rubbish and Refuse Overruling Objections and Abatement Order.
Recommendation: 1.) Open the Public Hearing and receive public
testimony and comments, and find that weeds, rubbish and/or refuse still
remain on the properties as shown on Exhibit A; and 2.) Adopt City
Council Resolution No. 11-3290: Abatement of Weeds, Rubbish and
Refuse Overruling Objections and Abatement Order.

A. Direct Staff to Uphold Rejection of Claim or Process Reimbursement Regarding City Tree that Fell on a Resident Car on Orange Grove Avenue.

Recommendation: 1.) Provide direction to staff regarding the settlement of the appeal of this claim.

B. Review and Consideration of Citizen Request for Use of West End of Two Rivers Park for Short-term Temporary City Dog Park.
Recommendation: 1.) Review and consider citizen request for use of undeveloped west end of Two Rivers Park for short-term city dog park; 2.) Direct staff to work with Ms. Miller on development when sufficient donated funds and services have been received.
C. Receive Results of Citizen Survey and Provide Direction to Staff, if any.
Recommendation: 1.) Receive information from Citizen Survey and provide direction to staff, if any.
D. Adopt City Council Resolution No. 11-3291: Declaring a State of Fiscal Emergency; and Directing the City Manager to Take Appropriate and Lawful Measures to Achieve a Balanced Budget.
Recommendation: 1.) Adopt City Council Resolution No. 11-3291: Declaring a state of fiscal emergency; and directing the City Manager to take appropriate and lawful measures to achieve a balanced budget which almost certainly will include reductions in employee compensation and benefits and the elimination of certain employee positions.

E. Private Reimbursement Agreement between the City of Fillmore and Fillmore Riverview, LLC Regarding Future Private Party Development in the Fillmore Business Park.
Recommendation: 1.) Approve the Private Reimbursement Agreement.
Engineering
F. Request City Council Review Draft Letter to the State Water Resources Control Board (SWRCB) Concerning Proposed Sanitary Sewer System Waste Discharge Requirements and Authorize the Mayor to Sign a City Comment Letter.
Recommendations: 1.) Review attached materials; 2.) Review draft comment letter to SWRCB; 3.) Provide staff with direction on any modifications to the comment letter; and 4.) Authorize the Mayor to sign the revised comment letter to the SWRCB.

G. Middle School Playground Sod & Irrigation Status Update and Review of Two Rivers Park and Other Parks Using Reclaimed Water.
Recommendation: 1.) Receive update and provide direction to staff, if necessary.

H. Request City Council to Decide to Accept Trees Donated by Chevron and to Identify Locations for the Trees.
Recommendation: 1.) Identify the desired location for tree planting.
