C. Consideration and Adoption Resolution No. 12-3338 A Resolution of the
City of Fillmore, Approving a Reimbursement and Operating Agreement
between the City of Fillmore and the City of Fillmore as Successor Agency
to the Fillmore Redevelopment Agency and Authorizing the City Manager,
or her Designee to Take All Necessary Actions with Respect Thereto on
Behalf of the City.
D. Adoption of Resolution No. 12-3335, Calling and Giving Notice of the
November 6, 2012, General Municipal Election; and Resolution No. 12-
3336, Requesting Consolidation with the Presidential General Election
Being Conducted by the County of Ventura the Same Day.

10. Public Hearing
A. Planning Commission's Recommendation to Approve Vesting Tentative
Tract Map 5844; Subdividing the Existing El Dorado Mobilehome Park into
302 Condominium Lots and one (1) Common Area; and Adoption of
Settlement Agreement.
Recommendation: 1) Open public hearing and receive public testimony;
and,
2) Adopt Resolution No. 12-3337 Approving of Vesting Tentative Tract
Map 5844, based upon Staff's recommendation subject to El Dorado
Estates' Compliance with the Requirement of Government Code Section
66427.5;
and,
3) Adopt the Settlement Agreement Between the City of Fillmore and El
Dorado Estates.

B. Public Hearing and Adoption of City Council Resolution No. 12-3334
Overruling Objections and Ordering Abatement of Weeds, Rubbish and
Refuse.
Recommendation: I.) Open the Public Hearing, receive public
testimony and comments, and find that weeds, rubbish and/or refuse still
remain on the properties as shown on Attachment A of the Staff Repolt;
and,
2.) Adopt City Council Resolution No. 12-3334 Overruling Objections and
Ordering Abatement of Weeds, Rubbish and Refuse.

A. Consideration of Appeal of SCAGs decision to deny Request for Revision
to the Regional Housing Needs Assessment for low income category for
the period of 2014 to 2021.
Recommendation: I). Provide Direction to City Staff about submitting an
Appeal of RHNA to SCAG.

B. Provide Comments and Direction to City Staff Regarding the One -Third
Retail Requirement for the Central Business District.
