A.
Proposal for Additional Hours for Use of High School Track and Installation of Side Access Gate.
Recommendation: 1) Consider expansion of hours for access to the High School Track for authorized users for the hours of 6:00 p.m. to 9:00 p.m., and 2) Authorize financial participation in the installation of a side access gate to the High School Track with the cost to be offset by fees paid by Track users.
B.
Five-Year Projection – Fillmore Redevelopment Agency.
Recommendation: 1) Receive and file.
C.
Award of Contract for Ball Field Improvements at Two Rivers Park.
Recommendation: 1) Set the Redevelopment Agency allocation at $98,000 (The Agency may select a different amount from Table 6, or choose $0 and reject all bids); 2) Direct the City Manager/Executive Director to award the Two Rivers Park Ball Field Improvements contract to Bidder #3 in the amount of $165,446 per Table 7 (The Agency may select a different alternative from Table 2) if the bidder is determined qualified. If not, then direct the City Manager/Executive Director to proceed with Bidder # 1 and then Bidder # 5 for the same award selection utilized for Bidder #3; and 3) Direct staff to open the bids with contractor’s names.

Adjournment – The Parks and Recreation Commission adjourns to its next regular meeting scheduled for Monday, January 10, 2011 at 6:30 p.m. at Fillmore City Hall.

City Council Reorganization
A.
Oath of Office and Presentation of Certificates of Election.
The City Clerk will administer the oath of office to Councilmember Sipes and Councilmember Walker. The council will determine the seating order. Pursuant to Government Code 36801, the City Council will choose a mayor and mayor pro-tem.
B.
Recognition of Outgoing Officials: Councilmember Laurie Hernandez will be honored for her service to the City. A brief recess for a reception in the lobby will follow.

Conference with Legal Counsel – Existing Litigation (subdivision (a) of Section 54956.9): El Dorado Estates v. City of Fillmore, Case No. 56-2009-00358555-CU-WM-VTA, Ventura Superior Court.

Public Hearings
A.
Planning Commission’s Recommendation to Conditionally Approve Vesting Tentative Tract Map 5844; Subdividing the Existing El Dorado Mobilehome Park into 302 Condominium Lots and One (1) Common Area, and Adoption of City Council Resolution 10-3274 recommending approval of Vesting Tentative Tract Map 5844.
Recommendation: 1) Open the public hearing and receive public testimony; 2) Adopt City Council Resolution 10-3274, recommending approval of Vesting Tentative Tract Map 5844 subject to Conditions of Approval; 3) Impose Conditions of Approval as stated in the staff report recommendation.

A.
Provide Direction to staff concerning the Request by Grad- Night Live to review options available to locate cargo containers storage units located at 310 “A” Street and authorize the City Manager or her designee to execute an agreement based on the direction to staff or provide alternate direction.
Recommendation: 1) In consultation with Grad-Nite Live, select an alternate location for storing the cargo containers on City property and develop an agreement based upon the direction of the Council and authorize the City Manager or her designee to sign it, or provide alternate direction.
