Adoption of City Council Resolution 10-3272: Fixing the Compensation of Non-Represented Employees of the City of Fillmore and Summarizing Agreements Concerning Benefits and Other Terms and Conditions of Employment for the Fiscal Year 2010-2011 or Until Altered.
A verbal report regarding this item, which will only address the Unrepresented Employees, will be made on November 9, 2010.
B.
Approval of Memorandum of Understanding Between the City of Fillmore and International Union of Operating Engineers Local No. 501 for Fiscal Year 2010-2011 and Adoption of City Council Resolution 10-3269.
A verbal report regarding this item will be made in the event the item is to be heard on November 9, 2010.
C.
Consideration and Adoption of City Council Meeting Calendar for 2011.
Recommendation: 1) Review and adopt the Proposed City Council Meeting Calendar for 2011; or, provide direction to staff concerning alternatives.

Effluent Disposal and Reuse for Fillmore Middle School and Railroad Right of Way Acceptance of Improvements.
Recommendation: 1) Approve close out Change Order #8 in the amount of $50,000, 2) Accept the work as completed; 3) Instruct the City Clerk to file a Notice of Completion for the project; 4) Authorize a partial payment of the retention in the amount of $290,000 immediately to Union Engineering; and 5) Authorize the final payment to the contractor for the remaining retention pending clearance of the 35-day lien period in the amount of $122,164.26.
