Public Hearing
A.
Public Hearing: Introduction and First Reading of Unnumbered Ordinance to Correct Inadvertent Error in Sewer Rate Ordinance.
Recommendation: 1) Review and comment on the changes contained in the proposed Sewer Ordinance; 2) Open the Public Meeting and receive questions from the public. Staff will provide answers during the meeting or, if necessary, at a later date; 3) Provide staff with any direction deemed appropriate as a result of input received; 4) Conduct the first reading of the proposed Ordinance, by title only; and 5) Schedule the Public Hearing and possible Ordinance adoption at the January 25, 2011 Council Meeting.

City Council
A.
Propose and Approve Appointments to City Council Committees and Outside Agencies.
Recommendation: 1) Appoint City Council representatives to Outside Agencies and liaisons to City Commissions and Committees as needed.
Public Works Department
B.
Presentation of proposals for various options for a Landscape and Lighting Proposition 218 Election and Provide Direction to Staff concerning the Proposal for the Formation of both a City-wide Storm Drain District and Landscape and Lighting District.
Recommendation: 1) Provide direction on whether Willdan Financial Services should provide assessment engineering and re-balloting services for under-funded zones and sub-zones within the Landscape and Lighting District as proposed with a cost to not exceed $14,500 from Landscape and Lighting Assessment District Fund 206; and 2) Provide direction to staff concerning the possible formation of a city-wide storm drain assessment district and landscape and lighting district. The cost will be $23,800 and will have to be paid by the General Fund.
C.
Funding Appropriation for Emergency Repairs to Well #5 in the amount of $85,000.
Recommendation: 1) Transfer $85,000 from Fund 504 to Water Emergency Supplies Fund 302-4848-0031-371 for the investigation of low

water production and the likely replacement of Well No. 5 column pipe and pump.
