A.
Request City Council to Review and Provide Comment for the vacating of the Orange Grove Easement located at the northerly end of Orange Grove.
Recommendation & Options: 1) City Council to approve Grad Night Live Cargo containers per Exhibit S on Orange Grove City Easements through an Encroachment Permit at a cost of $80.00 paid by the City of Fillmore with the following requirements: a) Cargo containers are permitted on the site for 5 years (2016) with the Encroachment Permit but can be revoked if the City determines there is a violation. The Encroachment Permit can also be extended by the City Council; b) The existing fence can remain 4’ east of the center line of the street only if Coachcraft submits a letter indicating they approve the fence crossing easement lines; and c) City of Fillmore to repair street light in bike path and determine if the City or Edison owns the street light. Options: 1) Direct City staff to vacate the City Easements resulting in a

22’ wide Fire Access at a cost of approximately $1,750 and assist with donation of cargo containers.
B.
Screening 10-02, Chevron i.e. Old Texaco Refinery: Request City Council to Review and Provide Comment on application.
Recommendation: 1) Review the proposed concept and provide comments and direction.

Discussion and direction regarding East Area 1 Development within the City of Santa Paula (Oral report and Informational Attachment dated February 12, 2008).

Recommendations: 1) Appoint one (1) person to a four (4) year term on the Planning Commission; and 2) Appoint two (2) persons to a four (4) year term on the Film Commission.
