Recommendation: 1.) Adopt City Council RESOLUTION NO. 12-3341, DECLARING THE INTENTION TO LEVY THE ANNUAL ASSESSMENT FOR FISCAL YEAR 2012/2013 FOR THE FILLMORE STORM DRAIN MAINTENANCE ASSESSMENT DISTRICTS NOS. 01, 01A, 03, 04, 05, 06 AND 07; and
2.) Set the Public Hearing for June 26, 2012, at the Regularly Scheduled City Council Meeting to Receive Public Comments Regarding the Fillmore Storm Drain Maintenance Assessment Report and the Levy of Assessments.

B. Review and Initiation of Proceedings for the Annual Engineer’s Report and Levy of Assessment for City of Fillmore Landscape and Lighting District no. 2 and Heritage Valley Landscape and Lighting District 2007-1; and Adoption of Resolutions and Setting a Public Hearing.
Recommendation: 1) Adopt RESOLUTION NO. 12-3342, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FILLMORE, CALIFORNIA INITIATING PROCEEDINGS FOR THE ANNUAL LEVY OF ASSESSMENTS FOR THE FILLMORE LANDSCAPE AND LIGHTING DISTRICT NO. 02 FOR FISCAL YEAR 2012/2013, PURSUANT TO THE PROVISIONS OF PART 2 OF DIVISION 15 OF THE CALIFORNIA STREETS AND HIGHWAYS CODE; and
2) Adopt RESOLUTION NO. 12-3343, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FILLMORE, CALIFORNIA PRELIMINARILY APPROVING THE ENGINEER’S ANNUAL LEVY REPORT FOR THE FILLMORE LANDSCAPE AND LIGHTING DISTRICT NO. 02 FOR FISCAL YEAR 2012/2013; and
3) Adopt RESOLUTION NO. 12-3344, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FILLMORE, CALIFORNIA DECLARING ITS INTENTION TO LEVY AND COLLECT ANNUAL ASSESSMENTS FOR THE FILLMORE LANDSCAPE AND LIGHTING DISTRICT NO. 02 FOR FISCAL YEAR 2012/2013; and setting the Public Hearing for June 26, 2012 at 6:30 p.m.; and

C. Request for a Zone Change from Commercial Highway to Residential Medium/High and Commercial Highway, Located on the South Side of Hwy 126 Generally Between Central Avenue and Mountain View Street.
Recommendation: 1) Support the Screening Application 12-01 Subject to Detailed Design Review at the time a Formal Application is submitted.
D. Request for a Zone Change from Commercial Highway to Manufacturing/ Industrial, Located on the Northeast Corner of Hwy 126 and Mountain View Street.
Recommendation: 1) Support the Screening Application 12-02 Subject to Detailed Design Review at the time a Formal Application is submitted and Pursue Some Residential Units.
E. Designation of League Voting Delegates and Alternates.
Recommendation: 1) Appoint a member of the City Council as a Voting Delegate and a member as Alternate who are planning on attending the Annual Conference in San Diego, September 5-7. 2012.
