On February 4, 2010 at 8:27 am, CHP officers arrested Kathryn Relis, age 59 of Santa Barbara, for driving under the influence of drugs after receiving a 911 call from her daughter.

At 7:54 am, the Ventura Area CHP dispatch center received a 911 call from Sarita Relis, age 31 from the Los Angeles area, who stated her mother, Kathryn Relis, was driving southbound on US-101 in the Santa Barbara area. Relis told a CHP dispatcher that her mother was driving recklessly and was under the influence of medication she was taking for migraines. She also said her eleven year old sister, was a passenger in the vehicle (a red Kia minivan) and that she was currently in contact with her by cellular phone.

While talking with Sarita Relis, a CHP dispatcher was able to determine the location of the vehicle as it travelled south on US-101 based on the information relayed from teh 11 year old. She stated her mother was weaving all over road and was traveling at speed ranging from 70 to 90 mph. Another witness also called 911 and reported the vehicle being driven recklessly as it traveled south on US-101.

CHP officers made traffic stop on the vehicle southbound US-101 near west Main St. CHP officers contacted the driver, Kathryn Relis, and determined she was under the influence of drugs. Relis was arrested for driving under the influence of drugs.

Relis and her daughter were going from the Santa Barbara area to Los Angeles for a school field trip. After Relis was arrested, a CHP officer drove the back to the Santa Barbara area where reunited with her father. There were no injuries from this incident and the girl was the only passenger in the vehicle. The incident is still under investigation. Relis was booked into the Ventura County Jail for driving under the influence of drugs and child endangerment.

On February 7, 2010 at 9:56 am, a two vehicle traffic collision which resulted in two fatalities occurred at the intersection of Briggs Rd. and Santa Paula St.

Enrique Ibarra, age 56 of Ventura was stopped in his 1999 Chevrolet Blazer at a stop sign on southbound Briggs Rd. at Santa Paula St. Ibarra's passenger's were as follows: his wife, Maria Ibarra age 52, his daughter, Juanita Ibarra age 28 of Santa Paula, his 6 year old grand daughter (name not releasable), and Lupe Rivera, unknown age of Ventura. Rivera was Juanita Ibarra’s boyfriend. The Ibarra family was on their way to the San Fernando Valley to visit the gravesite of a deceased relative. Gabriel Salazar, age 26 of Santa Paula, was driving his 2004 Chevrolet pickup truck westbound on Santa Paula St. approaching Briggs Rd. He was on his way to visit a relative in Ventura.

As Salazar approached the intersection, Ibarra pulled out onto Santa Paula St. directly into Salazar's path of travel. Salazar applied his brakes and attempted to avoid a collision with Ibarra's vehicle. Salazar was unable to avoid the collision and the front end of his vehicle struck the left rear side of Ibarra's vehicle. Ibarra's vehicle rotated through the intersection causing Juanita Ibarra and Lupe Rivera to be ejected from the vehicle into an orchard. A CHP officer was the first emergency personnel to arrive at the scene. The officer removed the six year old girl from the left rear seat of Ibarra vehicle and began administering CPR until the paramedics arrive on scene. The six year girl and her mother, Juanita Ibarra, were both pronounced deceased at the scene by paramedics. Rivera was taken by Ventura County Sheriff's helicopter to Ventura County Medical Center (VCMC). Salazar was taken by ambulance to Santa Paula Hospital. Enrique and Maria Ibarra were taken by ambulance to VCMC.

Juanita Ibarra and Rivera where not wearing seatbelts at the time of the collision. The other occupants in Ibarra's vehicle and Salazar where all wearing seatbelts when the collision occurred. The intersection of Briggs Rd. and Santa Paula St. was closed for approximately three hours while the CHP investigated the collision. Alcohol was not a factor in this collision. The collision is still under investigation.

Testing of the Casitas Dam Warning System will be discontinued, effective immediately. The system was most recently tested on January 13, 2010, when only two of the eleven units reported a successful test. System performance has been degraded by age, lack of maintenance, theft and vandalism.

In 2009, following a dam failure exercise, the Ventura County Sheriff’s Office of Emergency Services implemented an emergency notification system using Reverse 911. Officials and residents can now receive a telephonic emergency message alerting of a dam failure. The City of Ventura has implemented Code Red, a similar telenotification system. Evacuation routes and other information can be viewed on the Sheriff’s OES Web Site: http://www.vcsd.org/oes .

The U.S. Bureau of Reclamation (USBR) installed the system in 1999 during the seismic retrofit of Casitas Dam. The system was never intended to be a permanent part of the local alert and warning system. It was intended to serve only during the construction period. Control points for the system were installed at the USBR Construction Office, Ventura City Police Dispatch, and Ventura County Sheriff’s Dispatch. Upon completion of the project, the USBR abandoned the system in place. The control points at the USBR Construction Office and Ventura Police Department were disconnected and stored. Sheriff’s OES continued to perform the quarterly tests due to public demand by residents.

In 2004, after several incidents of theft and vandalism, an estimate to repair the system was solicited. The Bureau of Reclamation, City of Ventura, Casitas Municipal Water District and the County were asked to support the repair of the system, however all declined to participate. In 2007, Sheriff’s OES began the process of requesting approval to dismantle the system. Input and agreement was sought from the District, City and County to dismantle the system. The County Disaster Council approved removal of the system at their meeting September 5, 2008. In late 2009, Sheriff’s OES received final written confirmation from the Bureau of Reclamation that the system was no longer required, or supported by them.

Sheriff’s OES will be attempting to solicit interested parties to remove the system components at no cost to the County.

Ventura Avenue gang member Jimmy Villalpando was sentenced to eight years in state prison today for shooting a rival gang member in 2007.

On 2-23-2007, Ojai patrol deputies responded to a report of a gunshot victim in the 300 block of N. Drown Avenue, Ojai. When they arrived, they found victim Hugo Guerra suffering from two gunshot wounds to the chest. Guerra told deputies that he was parking his car in front of his house when a car pulled up alongside him. One of the occupants yelled out a gang slogan then shot him. Guerra was transported to the Ventura County Medical Center where he eventually recovered from his wounds.

The suspect in the shooting was quickly identified as Jimmy Villalpando. He was located several hours later in the area of Oak View and arrested.

On 2-27-2007, the Ventura County District Attorney’s Office filed one count of shooting at an inhabited vehicle against Villalpando. On 2-28-2007, Villalpando was released on 90,000 dollar bail. On 3-1-2007, Villalpando failed to appear in court and a 250,000 dollar warrant was issued for his arrest.

Shortly after Villalpando failed to appear in court, the Sheriff’s Gang Unit attempted to locate him. Gang investigators tracked him to an area near El Paso, Texas and developed information that he crossed the border into Ciudad Juarez, Mexico. Gang investigators believe he remained in Mexico until September of 2009.

On 9-23-2009, the Sheriff’s Department received a tip that Villalpando had returned from Mexico and was staying at his parent’s house in the 200 block of Burnham Rd., Oak View. Sheriff’s gang investigators and Ojai patrol deputies went to the house and located Villalpando hiding in the attic. He was arrested and booked into the Ventura County Jail.

On 12-22-2009, Villalpando pled guilty to one count of assault with a firearm. On 2-4-2010, he was sentenced to 8 years in state prison.

On February 3, 2010, members of the Sheriff’s East County Narcotics Street Team, the Simi Valley Police Narcotics Unit, and the Ventura County District Attorney’s Office Bureau of Investigation concluded a two-month investigation of narcotics sales, money laundering, tax evasion, and grand theft. A search warrant was served at Joey Brack’s residence in La Conchita, which led to the discovery of two large illegal indoor marijuana grow operations. More than 3 pounds of processed marijuana and 300 marijuana plants were seized.

Detectives also served a simultaneous search warrant at Brack’s residence in Shasta County with the assistance of narcotics detectives from the Shasta County Sheriff’s Department. Inside the residence, detectives located approximately $4,000 in US Currency, 180 marijuana plants, two shotguns, and two rifles. All three suspects were booked into the Pre-Trial Detention Facility. Talavera and Jakubowski were booked for possession of marijuana for sale with bail set at $175,000. Brack was booked on a felony arrest warrant for money laundering and for possession of marijuana for sale, tax evasion, several counts of money laundering, and grand theft of electricity from Southern California Edison. Brack’s bail is set at $675,000. The three suspects will be arraigned in the Ventura County Superior Court on February 8, 2010.

Investigators arrested a 27-year-old Moorpark resident while serving a search warrant at his home for the possession and distribution of child pornography.

Jason Caplan, who is an employee of Pinecrest School in Thousand Oaks, has been receiving and sending sexually explicit images of children using his personal computer.

The case began with an investigation by the Internet Crimes Against Children Task Force in Delaware County, Pennsylvania, which revealed a connection between a suspect in that area, who had exchanged sexually explicit images of children through e-mails with Caplan.

The local ICAC Task Force began an investigation that led to Caplan’s arrest Monday morning. Investigators seized several items of evidence at the residence, including a laptop computer.

Caplan was booked at the East County Jail in Thousand Oaks, and was released after posting a $50,000.00 bond. Caplan is scheduled to appear in Ventura County Superior Court on Feb. 8, 2010 at 8:15 a.m.

On 2/1/10, deputies responded to a call of a Home Invasion Robbery, which occurred in the 500 block of Via Del Cerro, in the Camarillo Estates. An elderly couple was at home when 3 masked suspects, dressed in dark color clothing, entered through the front door and ordered the wife to open the safe. The husband was thrown to the floor and shortly thereafter the suspects left with an undisclosed amount of cash. As a result of the suspects’ actions, the husband received head trauma and was transported, by ambulance, to St. John’s Regional Medical Center in Oxnard. The wife-received moderate injures and was treated and released at the scene. Also, assisting on the call was the Ventura County Fire Department and personnel from American Medical Response.

The investigation is continuing and ongoing as Major Crimes Detectives follow all leads. Anyone who may have witnessed the crime, and who has not yet come forward, is asked to contact the Sheriff’s Major Crime Bureau.

The Camarillo Police Department has received reports of a lottery scam operating in our area. Residents have been receiving letters in the mail informing them they have won a large sum of money in an international lottery program. A check is usually sent along with the letter. The letter indicates the check was sent to assist in paying the taxes or "clearance fees" that must be paid before they can receive the grand prize. The recipient is instructed to deposit the check and then wire the money (usually outside the United States) to cover the taxes or "clearance fees."

Letters such as those described above are SCAMS! People fall victim to this type of scam everyday because they are led to believe they have won a large sum of money. Here's the hitch. No such lottery exists and no winnings are ever sent. The scam works because the check that is sent along with the letter is deposited to the victim's account and then the victim wire transfers the money to a specified location. Once the money is wired and picked up, there is no way to get it back. It isn't until a few days afterward that the deposited check is identified as fraudulent. There are several variations to this type of scam, including notifications made by telephone. The Camarillo Police Departments advises residents:
• if you have doubts about a caller - hang-up
• never send any money in order to receive a prize
• never give out private financial information
• if it sounds too good to be true, it probably is.

On February 1, 2010, at approximately 5:00 AM, the Camarillo Police Department responded to a call of a possible battery. The 17-year-old female victim was at the Carmen Plaza parking lot.

The victim reported that she was driving her vehicle northbound on the 101 freeway. As she was exiting the freeway at the Carmen Drive off ramp, an unknown male pulled up next to her in his vehicle. The male subject got the victim’s attention and indicated that she had a flat tire and offered to help her.

The victim drove to the parking lot of Carmen Plaza and the male subject followed her there. The victim got out of her vehicle to identify the flat tire. She realized there was no flat tire and quickly got back into her vehicle. As she got into her vehicle, the male subject got into her vehicle and sat in the passenger’s side seat. At this time the male subject reached over to the victim and touched her leg with his hand. The victim told the male subject to get out of her vehicle and that she was calling a friend. The male subject immediately got out of her vehicle. He quickly got into his vehicle and left the area. Responding deputies checked the area but were unable to locate the subject.

The male subject was described as a white male, approximately 50 years old. His vehicle was described as a dark colored Chevrolet four-door sedan. The vehicle did not have a front license plate.

The victim was not injured during this incident. The Camarillo Police Department is asking any witnesses to contact either Crime Stoppers at 800-222-TIPS (8477) or the Camarillo Police Department at 805 388-5100.

On 1-3-10, a Ventura County deputy sheriff recovered a Sony digital camera that is believed to be stolen; however, the owners have not been identified. The camera contains numerous photos of a male and female subject on a Royal Caribbean Cruise. Based on the photos it was determined that the couple sailed on the Royal Caribbean cruise ship, the Majesty of the Seas, out of Miami, possibly setting sail on Sept. 28, 2009. Royal Caribbean Cruise line has assisted with the investigation, but has not been able to identify the camera owner with the limited information available.

The camera was located in a vehicle where other stolen property was also discovered. The investigators on the case believe that the camera was most likely stolen during a vehicle burglary sometime between October and December 2009, while the owner was visiting the Nyeland Acres area of Oxnard.

Investigators would like to return the stolen property to the rightful owners so they can have the memories of their cruise and to determine how the property came into possession of the person who had it on 1-3-10. The Sheriff’s Gang Unit arrested three members of the Hell’s Angels criminal street gang this past week for a variety of drug charges.

On 1-22-2010, gang investigators were in the 10200 block of Darling Road on an unrelated investigation. Investigators saw a subject sitting in a car and recognized him as a Hell’s Angels member named Martin Kada. Kada had probation terms that included submitting to a search by any law enforcement officer. During the contact, Kada was found to be in possession of methamphetamine. He was arrested and booked at the Ventura County Jail. He was later released on $20,000 bail.

On 1-29-2010, Sheriff’s gang investigators saw a group of six Hell’s Angels riding motorcycles on the southbound 101 Freeway. The group was traveling in excess of 85 mph while weaving in and out of traffic. Investigators stopped all six motorcyclists in the area of Del Norte Blvd. During the investigation, David Olivares and James Ivans were found to be under the influence of methamphetamine and arrested. Olivares was also found in possession of methamphetamine and arrested on the additional charge of transportation of methamphetamine. The other 4 members were cited for different traffic violations including speeding and driving on a suspended license.

Olivares was booked into the Ventura County Jail and remains in custody on $55,000 dollars bail. Ivans was given a citation and released.

On January 27, 2010, the Sheriff’s East County Narcotics Street Team, the Simi Valley Police Department’s Narcotic Unit, and the Ventura County District Attorney’s Office concluded an investigation of witness intimidation. On January 5, 2010, Wesley Vanderlinden was arrested for sales of Ecstasy. On January 22, 2010, Wesley Vanderlinden was released from custody after posting bail of $115,000. On January 26, 2010, Wesley Vanderlinden and his brother Julian Vanderlinden tracked down a witness to the original narcotics arrest and assaulted this witness causing injury and also threatened to kill the witness in an attempt to dissuade the witness from testifying in the criminal case.

Both suspects were arrested on January 27, 2010. A search warrant served at the suspect’s residence in Simi Valley resulted in the seizure of money, three ounces of marijuana, and evidence of sales of marijuana. Both suspects were arrested and booked for dissuading a witness by violence, criminal threats, burglary, and conspiracy. Julian Vanderlinden was also arrested for possession of marijuana for sale. Bail was set at $200,000 for both suspects and they will be arraigned in Ventura County Superior Court on 1-29-2010.

Start Smart is a cooperative effort between the California Highway Patrol, Camarillo Police Department, teenage drivers, and their parents.

In an attempt to remain proactive and not reactive, the Start Smart Program is designed to help young drivers and their parents/guardians understand the responsibilities associated with driving a motor vehicle. Start Smart will show how a poor choice behind the wheel can change the lives of everyone involved. Our goal is to raise awareness and reduce the number of teen-related injuries and deaths due to collisions.

The Team is comprised of highly dedicated and skilled volunteers who respond
to wilderness and other emergencies in Ventura County. The East County Search & Rescue Team (VCSAR) is a registered non-profit organization and is funded by donations from the community.

VCSAR service for the calendar year ending 2009:

• Responded to 15 emergency callouts including wilderness searches,
crime evidence searches, and wildfire evacuations. These callouts
collectively totaled 2,109 volunteer hours, with an average of 10
responders per event.

• Over the year, 12 training events were held comprising over 1,744 hours. The 2009 annual team hours totaled 3,853 and were spread among 22 active members for an average of 175 hours per member.

• VCSAR is currently running a 10 month training program with 16 new members trying out.

• VCSAR team members are extensively trained in search techniques, technical rope rescue, tracking, swiftwater rescue, communications, winter operations, urban search and rescue, and search management.

Oxnard police were called to the north end of town late Monday morning after a resident told them someone was breaking into his home.

But before police could arrive about 11 a.m. at the home in the 1200 block of Martin Luther King Jr. Drive, the man had shot the prowlers, striking one of them multiple times.

On January 13, 2010, Sheriff’s narcotics investigators completed an investigation into methamphetamine sales with the arrest of Arcelia Gil. Investigators had received information from several sources that Gil was selling methamphetamine. Detectives were surveilling Gil when they observed her meet with another subject near Rose Ave and Lockwood St in the city of Oxnard. Detectives saw what appeared to be a narcotics transaction and arrested Gil while seizing approximately one ounce of methamphetamine. Gil was booked into the Sheriff’s Main Jail for sales of a controlled substance.

The body of a missing Thousand Oaks resident was discovered Friday morning in a rain-swollen creek in Wildwood Regional Park.
