The Ventura County Sheriff’s Office of Emergency Services is continuing its commitment to community disaster preparedness by educating residents on how to report an emergency if such an incident were to occur again in our county. 1. To report an emergency, dial 9-1-1 to be connected to an emergency dispatcher. 9-1-1 lines are reserved for emergency calls to report a crime in progress, a fire, or to request an ambulance. Using 9-1-1 for non-emergency calls may delay the arrival of help for people caught in real emergencies. If you are unable to call 9-1-1 from your landline phone, try calling from a cellular phone. 2. If you are unable to reach an emergency dispatcher by dialing 9-1-1, call the seven-digit telephone number of the agency you are trying to reach. Please refer to your local telephone directory for a list of the local seven-digit police and fire telephone numbers. 3. If you are unable to use the telephone, please go to your nearest police or fire station to report an emergency. Knowing where your local police and fire stations are located is an excellent way to be prepared for any emergency. When unexpected natural or man-made emergencies occur, our greatest defense is individual preparedness. Location: City of Thousand Oaks (S)uspects, (V)ictims, (W)itnesses Address Age In March of 2009, the Thousand Oaks Police Department received a report that a 13 year old female victim from Thousand Oaks was communicating online with a 27 year old man from Norwich, Connecticut. The victim and the suspect started an online relationship and engaged in lewd acts using a webcam and exchanged explicit photographs as well. The victim realized what she was doing was wrong and told her parents, who reported the incident to the Thousand Oaks Police Department. During the course of the investigation it was determined that the man was Jeffrey Boushee, a registered sex offender from Norwich, Connecticut. Thousand Oaks Detective Anthony Aguirre, a member of the Internet Crimes Against Children Task Force, assumed the identity of the victim and continued to communicate online with Boushee and obtained additional evidence. Boushee was arrested for a probation violation for having child pornography on his computer at his home in Connecticut. The Connecticut probation department found additional victims in other states that Boushee was communicating with. Boushee has an arrest warrant for sending harmful material to a minor and lewd acts with a child in Ventura County including charges pending in Connecticut. The Ventura County Sheriff Department’s Internet Crimes Against Children Unit reminds parents that the Internet is a privilege, and they need to monitor their children’s activities online. |

Fillmore, Camarillo, Thousand Oaks & Moorpark Sheriff’s Department plus CHP & Santa Paula Police respond to estimated 250 person crime scene
500 block of E. Telegraph Rd. Fillmore, CA 93015 The Ventura County Sheriff’s Department responded to a residence in the 500 block of Telegraph Road reference a report of people fighting and several injured victims at the location. Deputies from the Sheriff’s Department’s Fillmore, Headquarters, Camarillo, Thousand Oaks, and Moorpark Stations were dispatched to the call. Responding deputies were confronted with a large crowd and numerous victims. Due to the size of the crowd and large crime scene, officers from the California Highway Patrol and the Santa Paula Police Department responded to assist. Multiple ambulances and County Fire units were dispatched to treat the victims. Eight victims were transported to four local hospitals and two victims were treated at the scene but refused medical assistance. The identities of the victims and their medical status are not being released at this time. Anyone having information regarding this crime is asked to call (805) 477-7032. Location: Camarillo Library, 4101 E. Las Posas Rd., Camarillo (S)uspects, (V)ictims, (W)itnesses Address Age On May 26, 2009, and June 10, 2009, there were two reported incidents where a white male suspect entered the Camarillo Library and exposed himself to female victims. On both occasions, the suspect exposed his penis and masturbated. During an investigation by Camarillo detectives, which included an analysis of leads from California State Parole Agents, the suspect was identified as Steven Paul Perry. Perry is currently in custody in Los Angeles County for allegedly committing a similar lewd act on the UCLA campus. The case will be submitted to the Ventura County District Attorney’s Office for prosecution. |

Enlarge Photo On July 11th the City of Fillmore Fire Dept hosted the first of a planned series of training opportunities to El Dorado residents with a primary objective of disaster preparedness. The most recent training included certification in basic first aid as well as mass casualty incident triage. Captain Al Huerta and Paramedic Steven Karnazes were the featured instructors. There were approximately 40 El Dorado residents in attendance. On July 18th Fillmore Fire will be hosting a mass casualty incident drill at the El Dorado club house from 10am – 12pm. This rare hands-on training exercise will allow El Dorado residents to practice what they learned during the previous weeks training including basic first aid and the triage of numerous injured subjects. Several injured subjects will be equipped with fake blood and wounds ready to be triaged and treated by volunteer present at the training. All Fillmore residents are welcome to observe. Those who participated in last weeks training are invited to participate. Disaster Coordinator Patrick Maynard had this to say, “The City of Fillmore Fire Department was delightfully surprised to see such a significant interest in disaster preparedness at the El Dorado Mobile Home Park. The goal of our City of Fillmore’s Disaster Preparedness Division is to continue to provide both fun and educational training opportunities for local residents while dramatically improving our growing level of preparedness.” |

Location: Los Padres National Forest, Ventura County Spring and summer in the Los Padres National Forest is marijuana cultivation season. From April to October, members of large drug trafficking organizations occupy remote canyons throughout the Ventura County backcountry, planting and tending illegal marijuana gardens. On July 8, law enforcement personnel from the Ventura County Sheriff’s Department, California Department of Fish and Game, United States Forest Service, and the United States Drug Enforcement Agency eradicated three large gardens in the Los Padres National Forest above Ojai. In all, over 17,800 marijuana plants were seized, bringing this year’s current total to more than 35,000 plants. These illegal gardens present significant safety issues for hikers, hunters, and others who venture into these areas, with confrontations between growers and the public on the rise throughout the state. In almost every marijuana cultivation investigation, firearms and/or ammunition is found. With the potential profit being in the millions of dollars, growers are becoming bolder in protecting their investments. Large-scale marijuana gardens are often located in remote canyons and valleys a few yards to several miles from roadways. They are identified by terraced hillsides, undercut brush, and flexible irrigation pipe. The growers establish campsites with cooking and sleeping areas, trash dumps and open latrines. Indications that an area may contain a marijuana garden may include: If you see this type of activity, The Ventura County Sheriff’s Department asks that you make note of the location and notify law enforcement immediately. If you are in the backcountry and happen upon a marijuana garden, leave as quickly and quietly as you can; run if necessary. If you are with another person, stay together and get to the nearest roadway as soon as possible and notify authorities. |

During both incidents, the male subject sat near the female victims and exposed himself. During one of the incidents, the male began masturbating behind an open book. Date & Time: July 9, 2009 10:00 AM In June 2008, the Ventura County Sheriff’s Office of Emergency Services announced the official launch of the REVERSE 911® Interactive Community Notification System. The system was established to deliver alerts when there is a threat to the health or safety of residents in the cities of Camarillo, Fillmore, Moorpark, Ojai, Oxnard, Port Hueneme, Santa Paula and the unincorporated areas of Ventura County. REVERSE 911® is able to send notifications to landline telephones, TTY phones, cellular phones, VoIP phones, and email / text addresses. “The system has been used over 30 times for residential calling sessions,” said Erin Edinger, Ventura County REVERSE 911® Program Administrator. Since it was installed, Ventura County REVERSE 911® has been utilized to warn the public of armed and dangerous suspects in the immediate area. “In one instance, we sent an email message to residents along with a photo of the suspect,” said Edinger. Other examples of how the system has been used include notifying residents of evacuations, wild animal alerts, and emergency response drills. In addition to residential notifications, REVERSE 911® has also proven to be an efficient way to mobilize emergency responders, as well as contact and share information with multiple groups of individuals working on a response effort. “We currently have over 80 individuals throughout the County trained on how to utilize the system,” said Edinger. Monthly testing is also conducted with participating cities and County agencies. The Ventura County REVERSE 911® database currently contains both listed and unlisted landline phone numbers for AT&T and Verizon customers. Over the last year, County officials have encouraged residents to register their cellular, TTY and VoIP phone lines with the Ventura County Sheriff’s Office of Emergency Services; and in the last twelve months 4022 additional telephone numbers have been added to the system. Location: Los Encinos/Burnham - Ojai (S)uspects, (V)ictims, (W)itnesses Address Age On 7/7/09, The victim was working as a taxi cab driver. The victim picked up the suspect, who requested a ride to Ojai. The suspect told the victim to stop the cab and then produced a knife- threatening the victim. A struggle ensued between the victim and the suspect with the victim sustaining a laceration to his hand. The suspect was disarmed and left on foot. A short time later, the suspect was stopped and arrested for the listed charges. The victim was treated and released at a local hospital. |

Locations: (S)uspects, (V)ictims, (W)itnesses, City of residence, Age On June 30, 2009 the Ventura County Sheriff’s Narcotic Unit, the Simi Valley Police Department Narcotic Unit and the Ventura County District Attorney’s Bureau of Investigation concluded a month long joint investigation into a group of individuals responsible for selling cocaine in Ventura County. Search warrants were served at Diamond’s residence in Woodland Hills, Mullin’s residence in Simi Valley, Diamond’s storage facility in Woodland Hills, multiple bank accounts and multiple safe deposit boxes. Approximately one kilogram of cocaine was seized during this investigation along with $539,000 in cash. All three subjects were booked into the Ventura County Jail and their bail is set at $500,000. The three are scheduled to be arraigned in the Ventura County Superior Court on July 2, 2009. |

Locations: 3600 Block of Orange Drive, Nyeland Acres (S)uspects, (V)ictims, (W)itnesses, City of residence, Age Sheriff’s narcotics investigators received information that Arturo Aguilar of Nyeland Acres was involved in methamphetamine sales from his residence. Investigators obtained a search warrant for Aguilar and his residence, and on June 25, a surveillance team observed Aguilar drive from his residence with a young male in the car. Detectives contacted Aguilar and found that the passenger was Aguilar’s 10-year-old son. During the stop, detectives learned that Aguilar had given a quantity of methamphetamine to his son to hold in order to avoid being arrested himself. Aguilar was subsequently arrested for possession of methamphetamine for sale, contributing to the delinquency of a minor, child endangering, and utilizing a minor to sell narcotics. He was booked into the Sheriff’s Main Jail. Approximately 16 grams of methamphetamine was recovered during the investigation. |

Location: 807 A St. Fillmore, California 93015 (S)uspects, Age Ventura County Sheriff’s Deputies Cadman and Meixner made contact with the driver of a blue Nissan Path Finder in the 800 block of A Street. When Deputy Cadman asked the driver for his identification, the driver ran from the vehicle into a near-by residence. Deputies Cadman and Meixner chased the driver into the residence. While chasing the suspect, Deputies Cadman and Meixner contacted additional subjects that were involved in criminal conduct. Deputy Meixner detained the subjects while Deputy Cadman continued chasing the fleeing driver through the house and into the backyards of local residences. |

Location: The Ojai Valley On July 3, 2009 the Ventura County Sheriff’s Department / Ojai Substation will be hosting a Multi-Agency DUI Check Point called “Avoid the 14”. “Avoid the 14” represents the 14 law enforcement agencies involved in a grant that the Oxnard Police Department obtained through the Office of Traffic Safety. The grant calls for multi-agency cooperation on DUI Check Points with the intention of increasing DUI awareness during the holiday season as well as acting as a deterrent to driving while intoxicated. This checkpoint will be on July 3, 2009 between the hours of 6:00 P.M. and midnight at an undisclosed location in the Ojai Valley. Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration. |

Location of Arrest: The Oaks Mall 350 West Hillcrest Drive, Thousand Oaks, CA, 91360. In the recent past, an unidentified male voice began broadcasting on the radio frequency used by The Oaks Mall Security personnel. The unknown male voice broadcast profanity toward the security officers. The unknown male voice informed the Oaks Mall Security that they needed to give up their radio frequency to him. The unknown male voice threatened to jam the Oaks Mall frequencies if they did not comply with his demands. The unknown male voice said the police and the Federal Communications Commission would not do anything to him. The Oaks Mall Security reprogrammed their radios so they could block the unknown male voice. However, the suspect hacked into the Oaks Mall frequencies and said he would continue to harass and jam their frequencies until they surrendered their radio frequencies to him. CONTINUED » |
