On 6-6-2010, Ventura County Sheriff narcotic investigators along with members of the City of Thousand Oaks Police Department’s Special Enforcement Unit concluded a month long investigation into an illegal marijuana delivery service operating in the City of Thousand Oaks. Investigators learned Fabian Citraro and his wife Amanda were the owners of “Mary Jane’s Bud” located in the 3500 block of Old Conejo Road in the City of Thousand Oaks. Investigators obtained search warrants for four locations associated with the illegal marijuana sales operation. Two locations were in a business complex in the 3400 block of Old Conejo Road. These two locations were determined to be sites where marijuana plants were being cultivated. The third location was housed in the 3500 block of Old Conejo Road where a central dispatch center took marijuana orders either by telephone or by the Internet. The dispatcher at the center would fill the requested orders and multiple drivers would deliver the marijuana to the customers’ doorsteps. Investigators also served a search warrant at the couple’s residence in the 20 block of Teardrop Court, Thousand Oaks. Investigators found marijuana converted to food products in the refrigerator at the residence. Small children had easy access to this marijuana in the refrigerator. Therefore, investigators are pursuing child endangerment charges on the couple. The couple was booked into the Ventura County Sheriff’s Pre-Trial Detention Facility and are scheduled to appear in Ventura County Superior Court on July 6, 2010. On Wednesday, June 9, 2010, narcotics officers from the Ventura County Combined Agency Team (VCAT) participated in Project Deliverance, a coordinated nationwide strike against Mexican-based drug trafficking organizations (DTOs) operating within the United States. These organizations bring violence and large quantities of dangerous drugs into our local communities. The early morning raids associated with Project Deliverance took place in several locations across the U.S., including in Ventura County. A total of 12 search warrants were served and 12 suspects were arrested at several locations in Ventura, Los Angeles, and Riverside counties. For this operation alone, the seizures included 28.2 pounds of heroin, 15 pounds of methamphetamine, three handguns, and several thousand dollars in cash. Additionally, six drug endangered children were taken into protective custody. VCAT’s involvement related to Mexican-based DTOs began with a street level investigation in December 2006. To date, the total amount of illicit drugs seized includes 620 pounds of heroin (a record amount) and 102 pounds of methamphetamine. The June 9th seizures are part of a larger ongoing VCAT operation that includes disrupting the heroin distribution ring associated with drug kingpin Jose Antonio Medina, also known as “Don Pepe.” Medina was recently arrested by Mexican officials on March 24 of this year. VCAT is a countywide grant-supported narcotics enforcement team that was established in 1999. It is currently comprised of members of the Ventura County Sheriff’s Department, Ventura County District Attorney’s Office, Drug Enforcement Administration (DEA), Oxnard Police Department, and Simi Valley Police Department. Deputies with the Thousand Oaks Police Department arrested Alex Shahkaramian in connection with a commercial burglary at the CVS Pharmacy at 451 S. Reino Rd. At 10:49 pm on May 27, 2010, Deputies responded to an alarm call at the CVS Pharmacy. The alarm company advised there were multiple alarm activations within the store, mostly in the pharmacy area. The first Deputies on scene discovered the rear door to the CVS had been forced open. A perimeter was established around the CVS, and a Senior Deputy with the Ventura County Sheriff’s K-9 Unit was sent to the location. A team of Deputies, along with the Sheriff’s K-9, entered the front of the CVS to search for suspects. The Sheriff’s K-9 located Shahkaramian in the rear area of the store. Shahkaramian was bitten by the Sheriff’s K-9, but he and an accomplice were able to flee the business leaving out the rear door that had been forced open. Deputies outside the rear door of the business took Shahkaramian into custody after he jumped a fence into the drainage canal directly to the west of the business. Shahkaramian’s accomplice ran north toward Kimber Road, and was able to escape the perimeter by running through the backyard of a residence on South Fallbrook Avenue. A search of the surrounding area was conducted, but Shahkaramian’s accomplice was not located. It appeared that pharmaceuticals were the target of this burglary. The suspects brought a large trashcan into the store, similar in size to a curbside residential trashcan. That trashcan was filled with over-the-counter and prescription medications, as were two smaller containers that belonged to CVS. All three of the containers were left inside the store, near the rear door that had been forced open. Shahkaramian was booked at the Pre-Trial Detention Facility in Ventura on one count of commercial burglary and one count of resisting arrest. His bail has been set at $10,000.00. Ventura County Crime Stoppers will pay up to $1,000 reward for information which leads to the arrest and criminal complaint against the person(s) responsible for this crime. In light of ongoing residential and vehicular burglary trends, investigators with the Ventura County Sheriff Department’s Ojai Valley Station would like to remind the public of some very important security tips. Investigators remind the public to keep their personal belongings and valuables out of view in their vehicles. It is also important to keep vehicle windows closed and doors locked. In the Ojai Valley area, there has been a recent increase in the number of vehicle burglaries and thefts from vehicles. Often, the stolen items have been left in plain sight within the vehicle making them a prime target for thieves. There have also been several other reports of unlocked vehicles being targeted, rummaged through and items stolen. Another important reminder for citizens during the coming summer is to keep doors and windows secured when they are away from their residences. A recent trend of residential burglars is to target homes where it appears no one is home. If you intend on being out of town or on vacation, remember the following tips: 1. Secure your residence and make sure all doors and windows are locked. Location: Ojai Valley / Ventura County Officer Preparing Release: Detective Steve Michalec |
