 Ventura County Sheriff's Department Camarillo Deputies responded to a call of a gunshot victim around 1700 hours, on Monday, February 1st at the Mission Nursery in Somis. When they arrived they found a male victim, later identified as Gilberto Aguilera 36 yrs of Somis, had been shot by a known suspect that had fled the scene. The Sheriff’s Department airlifted the victim, to a local hospital and he was later pronounced dead. Within a few hours Major Crimes Detectives were able to locate the suspect and take him into custody without incident in Camarillo. The suspect is Justo Mora Navarro, a Somis resident. Navarro was arrested and will be booked into the Pre Trial Detention Facility. Ventura County Sheriff's Department On Friday, January 28, 2011, at approximately 9:40 am, Ojai patrol deputies received a call of suspicious circumstances in the 100 Block of Olive Street, Oak View. The Olive Street residents were inside their home when two strangers knocked on the front door. They did not answer the door since they did not know the two males, later identified as Christian Gallegos and a sixteen-year-old male from Ventura. A few moments later, both suspects jumped over a fence and entered into the backyard. These suspects were about to gain entry into the house when the resident questioned what they were doing in her backyard. The two suspects fled in a black Mitsubishi Galant with a loud exhaust. The Olive Street residents were able to get a license plate number and good description of the suspects before they fled the scene. The suspects remained in the area and drove to a nearby residence in the 100 Block of Rio Via, Oak View. This time, Gallegos and the two juveniles burglarized the house while this resident was not at home. They used the same method to verify the residence was currently unoccupied by knocking on the front door then going through an unlocked window to gain entry into the house. The suspects stole approximately $500.00 worth of coins, jewelry, prescription medications and Tequila. The fourth suspect, Abel Tadeo, remained in the car as the lookout and get-away driver during both crimes. Deputies searched the area and stopped the four suspects leaving the neighborhood in the same Mitsubishi Galant. Ojai detectives arrived and assisted with the investigation. The resident from the Olive Street address identified the juvenile as one of the two suspects prowling on their property along with the car used to flee the scene. The suspects also made incriminating admissions related to their activity that led investigators to believe they planned the crimes prior to arriving in Oak View. Tadeo and Gallegos were booked into the County Jail for burglary and conspiracy to commit burglary. The two juveniles were lodged at the Juvenile Justice Center for the same charges. This is an on-going investigation and the Ojai detectives have linked at least one other residential burglary to these same suspects. Ventura County Sheriff's Department On 1-29-2011, at about 1130 hrs, the Sheriff’s Dispatch Center received an anonymous call reference a reported cockfighting event to take place at 3705 Dufau Rd. in the unincorporated area of Oxnard. When deputies responded to the area, they approached an area where approximately 16 male subjects were gathered on the north end of the property and were watching as gamecocks were being sparred in violation of Penal Code Section 597(a) – Animal Cruelty, a felony. Deputies approached on foot and detained the suspects until additional units arrived on scene to conduct further investigation. Through further investigation it was determined that 14 of the suspects contacted at the scene were spectators of the cockfight, in violation of Penal Code Section 597c – Spectator at Cockfight, a misdemeanor. Sheriff’s Detectives authored a Search Warrant to include a search of vehicles and makeshift bird pens. Approximately 1000 gamecocks and an abundance of related cockfighting paraphernalia were found and seized as evidence. Due to the aggressive nature of the gamecocks found at the location, they were humanely euthanized at the scene by Ventura County Animal Services. Suspects Lim and Manzano were booked on felony animal cruelty charges at the Ventura County Pre-trial Detention Facility in Ventura. Ventura County Sheriff's Department A Newbury Park woman was the victim of a robbery once the suspects talked their way into her home. The female Hispanic victim answered a knock at her front door and was greeted by an older Hispanic couple. The man asked in Spanish if they could have some water, while both suspects acted like they were in need of water. The victim felt sorry for the couple and said in Spanish she would get them some water. The victim left the door open and walked to her kitchen to get some water. When the victim turned around, both the suspects were already in her home. The victim gave some water to the female suspect as the male suspect walked into the victim’s bedroom. The victim followed after the male suspect and asked what he was doing. The male suspect turned and approached the victim in an intimidating manner. The male suspect got angry and yelled at the victim to “be quiet.” The victim became very afraid of the suspects and feared for her safety because she was home alone. Both suspects went through the residence looking for items to take. The suspects took items of gold jewelry, a flat screen television, an Apple iPod touch, a black PSP Play Station, victim’s cell phone, U.S. Currency, U.S. Immigration card, and Social Security Card. The suspects loaded the items into an older light gray van (possibly a Chrysler), and locked the victim out of her home before driving away. (S-1) is described as a Hispanic male in his early to mid sixties, 5’-4” to 5’-7” in height, 155 to 165 pounds, well dressed, and spoke only Spanish in a loud intimidating voice. (S-2) is described as an Hispanic female in her early to mid sixties, 5’-6” to 5’-8” in height, 200 to 230 pounds, long straight black hair worn in a pony tail that reached her lower back, wearing a black sweater over a long black dress with black flat shoes, brown purse, and only spoke Spanish. Neither suspect had any unique traits, scars, marks, or tattoos. Based on the victim only speaking Spanish and living in a predominantly Spanish neighborhood, I believe the suspects will continue to prey upon other Hispanic victims. Ventura County Sheriff's Department The end of January 2011 proved to be busy time for the Ventura County Sheriff’s volunteer Search and Rescue teams (SAR). Starting on Thursday, 1-27-2011, Harvey Cannaday (61 years) walked away from his care home facility in the City of Ojai and didn’t return. Cannaday suffers from several medical conditions and requires almost constant supplemental oxygen. The Ojai Police Department was notified of his disappearance and immediately began searching the area. As darkness fell, the seriousness of Mr. Cannaday’s condition became more urgent, so the police department requested the Search and Rescue teams to assist in the search. Three (3) specially trained SAR K-9 teams, which included a bloodhound, responded and searched the immediate area surrounding the care facility without success. An additional twenty-five (25) Upper Ojai Search and Rescue volunteers were activated and responded along with five (5) members of the Ojai Volunteers in Policing and began scouring the city looking for Mr. Cannaday. After searching all across the city until the early morning hours on Friday, Mr. Cannaday was finally located riding a Gold Coast public transport bus in Ventura. Mr. Cannaday was immediately transported to the Ojai Valley Hospital for medical care where he is now reportedly doing well. On Saturday night, 1-29-2011, a family of four went hiking in the Santa Monica Mountains near Sand Stone Peak and became disoriented when darkness fell and fog moved into on the area. The family had gone to watch the sunset from Sand Stone Peak, the highest point in the Santa Monica Mountains, and neglected to take a flashlight. The father was able to use his cellular telephone to call Sheriff Dispatch and request assistance. The East Valley SAR Team responded with fourteen (14) team members and hiked in to the area and located the family. The family was then safely escorted back down the trail to their vehicle. Early the next morning on Sunday, 1-30-2011, a vehicle was reported to be over the side of Pacific Coast Highway, in the rocks, and being pounded by the surf. The Fire Department quickly responded and discovered the vehicle demolished, partially floating in the surf. The Fire Department was able to search the interior of the car but discovered it to be empty. Attempts to locate the registered owner of the vehicle proved unsuccessful. Fearing that the driver may have been washed out of the car and into the ocean, the Sheriff’s Department’s volunteer SAR Dive Team was requested to search for a potential body. Eight (8) divers responded and searched the ocean floor with SCUBA gear, in the area where the vehicle entered the water, but were unable to find any evidence of a missing person. During this time the CHP learned the vehicle had been reported stolen, which was likely the reason for the driver leaving the area prior to emergency crews arriving on scene. A combined total of nearly 300 man-hours were devoted to these search efforts throughout the county over the past several days. The Ventura County Sheriff’s Department is extremely proud and grateful for the efforts of these dedicated volunteer professionals who respond day and night whether the call is in a city, on a mountain top, or underwater.  Bikram Otal, 23 An Oak Park man was arrested Thursday for stabbing another man to death during a fight Wednesday evening. Bikram Otal, 23, was booked on a single count of murder after he stabbed to death Donald Barnes, Jr., who was also an Oak Park resident. The altercation occurred on the sidewalk next to the intersection of Lindero Canyon Road and Bowfield Street. Bikram, who suffered minor injuries during the fight, is being held in lieu of $500,000 bail. Barnes was pronounced dead at the scene. Ventura County Sheriff's Department Sheriff’s deputies found the body of an unidentified man in a field on the southern edge of Camarillo early Thursday morning. The identity of the victim is not yet known, but investigators have determined the man’s death was the result of a homicide, as he appeared to have suffered a gunshot wound. Two deputies from the Camarillo Police Department were patrolling the area of East Pleasant Valley Road when they found the body of a young man lying near the edge of roadway at 2:33 a.m. Homicide detectives are working to determine the circumstances surrounding the man’s death. Ventura County Sheriff's Department Two male subjects became involved in a physical altercation near the intersection of Lindero Canyon Road and Bowfield Street. Both subjects were injured as a result of the altercation. One of the subjects succumbed to injuries as result of being stabbed. The identity of the deceased has not been released pending notification of next of kin. The other male was transported to a nearby hospital and treated for his injuries. On January 26, 2011, at about 9:43 p.m., Sheriff’s Communication Center received a 9-1-1 call reporting a physical altercation at the intersection. At about 9:49 p.m., Sheriff’s patrol deputies arrived on scene and discovered two injured males on the sidewalk. Ventura County Fire arrived on scene and pronounced one of the subjects deceased at the scene. The other subject was treated for his injuries. The investigation is continuing to determine what prompted the altercation and the relationship between the two subjects. Start Smart is a cooperative effort between the California Highway Patrol, Thousand Oaks Police Department, teenage drivers, and their parents. In an attempt to remain proactive and not reactive, the Start Smart Program is designed to help young drivers and their parents/guardians understand the responsibilities associated with driving a motor vehicle. Start Smart will show how a poor choice behind the wheel can change the lives of everyone involved. Our goal is to raise awareness and reduce the number of teen-related injuries and deaths due to collisions. Ventura County Sheriff's Department Recognizing the important role community members and public safety volunteers play in the fight against crime and terrorism, members of the Ventura County Sheriff’s Department Intelligence Unit, Oxnard Police Department, Simi Valley Police Department, Ventura Police Department, and the Los Angeles Joint Regional Intelligence Center developed a first of its kind terrorism training day for Ventura County volunteers. The goal of the conference—educate public safety volunteers countywide about crime and terrorism. Over the course of the day the more than 800 attendees learned about: the role of Fusion Centers; the intelligence process; domestic and international terrorism; pre-incident indicators related to terrorist activity; what to report and how to report it; and they had an opportunity to meet their area Terrorism Liaison Officer (TLO). This unique event was funded by the U.S. Department of Homeland Security through the Oxnard - Thousand Oaks Urban Area Security Initiative (UASI) grant program. Volunteers from public safety disciplines, military, non-governmental organizations, and other organizations throughout Ventura County attended this eight-hour Conference on Terrorism. Ventura County Sheriff's Department An unidentified man wearing a ski mask and brandishing a handgun robbed a Thousand Oaks pharmacy Thursday afternoon. The suspect entered the Lynn Oaks Pharmacy, which is located in a medical building on Lynn Road. The suspect pointed a black semi-automatic handgun at the employees and demanded they give him bottles of specific medications. Fearing for their safety, the employees complied with the suspect’s demands. The suspect left the pharmacy with an undisclosed quantity of medications. No one was injured during the heist. The suspect was described as a white male, approximately 20-30 years old. He was 6’0” and weighed approximately 200 pounds. The suspect wore all black clothing, including boots, gloves, and a ski mask. The suspect left the area in a white Ford Explorer before deputies arrived at the scene. Ventura County Sheriff's Department The Ventura County Sheriff's Department / Headquarters Station, has launched a new program that offers a convenient confidential drop box where residents can deposit unused or expired pharmaceuticals, in an effort to divert harmful drugs away from the environment and children. Pharmaceuticals are medications, including prescription drugs such as painkillers, hormones, antidepressants, antibiotics, cold/flu remedies, OTC medications and veterinary medicines There are many risks associated with storing prescription drugs that are not part of a current drug therapy. The prescriptions may be outdated and not effectively treating the symptoms they are intended for. If prescription drugs are being stored and the person they are prescribed for is not taking them according to the prescription, it is possible they could be taken by mistake or potentially stolen. If prescription drugs are disposed of in our water supply, a potential for contamination to the water, our environment, and our residents may occur. Residents are encouraged to utilize the collection bin, located in the lobby at the Headquarters Patrol Station (Pre-Trial Detention Annex Building) during normal business hours, Monday thru Friday - 8AM to 5PM. Ventura County Sheriff's Department During November and December 2010, several Moorpark residents reported vehicle burglaries and thefts of property from their unlocked vehicles in the city of Moorpark. During the ensuing investigation, detectives from the Moorpark Police Department identified a suspect. On January 15, 2011, patrol deputies located the suspect’s vehicle on Los Angeles Avenue in the city of Moorpark. Deputies conducted an enforcement stop and located an abundance of stolen property in the vehicle. Detectives were called to the scene and were able to link Anthony Nave and Talaya Cooper to several vehicle burglaries and property thefts from the city of Moorpark and other surrounding areas. Detectives learned that Nave and Cooper were also involved in identity theft and credit card fraud. Nave is currently in custody pending a $50,000.00 bail. Cooper was released from custody on bail. Additionally, during the investigation, detectives learned that Talaya Cooper is employed as an in-home care giver for elderly patients in need of assisted living, which gives her access to patients’ property and personal information. The City of Thousand Oaks and the Thousand Oaks Police Department have a mutual interest with the community in ensuring that children reach their scholastic and personal growth potential. In today’s society, children are confronted by several obstacles, bad influences, and distractions. Raising children is not easy. Children sometimes engage in harmful behaviors fueled by negative influences including alcohol, gangs, and peer pressure. In furtherance of our commitment to the community, the Thousand Oaks Police Department will be offering a parenting class on Monday evenings for ten weeks starting on January 24. Parents with difficult, defiant, or problematic children are encouraged to attend; however, all parents of middle and high school students will also benefit from this course. Our goal is to give parents guidance and to develop more successful children. We are excited to offer these sessions and truly wish to support parents and offer strategies to deal with difficult children. The course content consists of ways to address drugs, sex, gangs, poor grades, runaways and violence. Additional content includes guidance in gaining children’s compliance of house rules, how to never argue with your child again, and how to use other parents for support. Ventura County Sheriff's Department On 2-21-2010, at about 04:45 AM, Sheriff’s Deputies responded to a call of a carjacking in the unincorporated area of Nyeland Acres. During the initial investigation, deputies learned that at about 4:00 AM, a male suspect approached a parked vehicle in the 2900 Blk of Friedrich. The car was occupied by a male and female subject. The male suspect opened the driver’s door and began beating the male driver. The suspect ordered the female to get out of the car threatening to kill her if she did not comply. When the female got out of the car, the suspect brandished a knife and ordered the male victim to drive him away. The suspect had the male victim drive him around the unincorporated area of Oxnard for about 45 minutes. During the kidnapping, the suspect made several phone calls. While driving in the area of Alvarado and Ventura Blvd, El Rio, the male victim jumped out of the moving vehicle and escaped. Neither victim was hurt. The car was later found abandoned at Vineyard Ave and Ventura Blvd, Oxnard. The Sheriff’s Gang Unit investigated case and was able to identify the male suspect as Jose Casillas. On 2-25-2010, gang investigators located Casillas as he reported to his probation officer at the Oxnard probation office. Casillas was in possession of some of the victims stolen property and arrested. He was booked into the Ventura County Jail on numerous charges including Carjacking, robbery, and kidnapping for the purpose of robbery Through out the investigation, gang investigators served several search warrants and recovered all of the victim’s stolen property. This included a stereo that had been stripped from the victim’s vehicle, the victim’s cellular phone and money. Casillas remained in custody on $265,000 dollar bail while he went through several court proceedings. On 12-10-2010, Casillas pled guilty to carjacking, kidnapping for the purpose of robbery, second-degree robbery, and admitted to a special allegation of use of a deadly weapon during the commission of the crime. On 1-6-2010 he was sentenced to 14 years, 8 months. On 1-12-2010, Casillas was transferred from the custody of the Ventura County Sheriff’s Department and sent to the California Department of Correction where he will serve his remaining sentence. Ventura County Sheriff's Department On Thursday, January 13, 2011, at approximately 8:50 am, Ojai patrol officers and detectives arrested a 15-year-old male juvenile for indecent exposure, a violation of 314.1 P.C. and sexual battery, a violation of 243.4(e)(1) P.C.. The arrest of the juvenile was based on an on-going investigation involving three previous incidents along the Ojai Valley Bicycle Trail within the Ojai city limits. The victims were all adult females on or near the bicycle trail when they were accosted. The first incident occurred on Wednesday, September 1, 2010, between Fox Street and South Montgomery Street. The second incident occurred on Wednesday, December 1, 2010, on the bicycle trail near the intersection with Country Club Rd. The third incident occurred on Wednesday, January 12, 2011, on the bicycle trail near the intersection with Bristol Road. The juvenile was lodged at the Juvenile Justice Center. Ventura County Sheriff's Department The Forensic Sciences Laboratory is distributing new Intoximeter Alco-Sensor V @ POA (Point Of Arrest) devices to law enforcement agencies in Ventura County. These devices will replace the Alco-Sensor IV @ POA devices used in the county since 2003. The new devices offer features that enhance ease of use and improve officer safety. The devices also are capable of uploading into an integrated database that allows arrested individuals to obtain their breath test results from a secure website. These new devices and the website development were provided with funding from a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, to bring new technologies and enhanced services for alcohol testing to Ventura County.  California Department of Justice, Office of the Attorney General MARTINEZ - Two men were sentenced today to prison for their role in stealing more than $90,000 from some 200 people in Northern California by stealing personal financial information with a sophisticated skimming device placed inside ATM and credit card payment devices at gas station pumps. This morning in Contra Costa County Superior Court in Martinez, the two men pleaded guilty to all felonies they were charged with, including conspiracy and identity theft. David Karapetyan, 32, pled guilty to 37 felonies and received a seven-year prison sentence. Zhirayr Zamanyan, 31, pled guilty to five felonies and received a five-year prison sentence. Two other defendants, Edwin Hamazaspyan, 31, and Naum Mints, 21, are scheduled to appear in court on February 15. In March, the Attorney General's office took over prosecution of the case from the Contra Costa District Attorney's office because the crimes occurred in multiple jurisdictions throughout Northern California. An amended complaint was filed in October. In their high-tech crime spree, the gang traveled to gas stations across the Bay Area in a rented Cadillac Escalade. From November 2009 to February 2010, they are believed to have stolen $90,000 from 196 people through their skimming scheme. The thieves acquired keys to unlock various kinds of gas station pumps. Once they opened the pumps, they were able to connect two cables inside to their two-inch electronic device, which looked like a circuit board encased in electrical tape, and recorded ATM and credit card data as well as victims' PINs. No tampering was visible on the outside of the pumps. The gang would later return to retrieve the skimmers, which took less than 20 seconds. The investigation began in February when police in Solano and Contra Costa counties reported an increase in identity theft and a 7-Eleven store employee in Martinez noticed a skimming device inside a gas pump. Police removed the device, replaced it with a mock device and conducted 24-hour surveillance. Karapetyan and Zamanyan were arrested when they arrived to remove the device. In total, seven devices were found inside gas pumps in Martinez, Benicia, Livermore, Hayward, Oakland, San Mateo and Sacramento. Banks have reimbursed the victims. The Northern California Computer Crimes Task Force, a partnership of 17 local, state and federal agencies, participated in the investigation with assistance from the U.S. Secret Service, Martinez Police Department and the Glendale Police Department. Ventura County Sheriff's Department At about 7:30 on January 11, 2011 an improvised explosive hoax device was located at Moorpark High School by the school maintenance crew. School Resource Officer, Deputy Chris Starks confirmed the object as suspicious. Moorpark High School Administration ordered a precautionary evacuation of the affected area where the object was located. The Ventura County Bomb Unit was notified and responded to the location. Once on scene they rendered the object safe. In their investigation, they determined the object to be a hoax device. Moorpark High School was back in secession by 9:00AM. All of us at The Heritage Foundation were profoundly saddened by the tragedy that occurred this past Saturday morning in Tucson, Arizona.
