Christian Calderon of Moorpark was arrested for multiple misdemeanor and felony vandalisms on Saturday, October 2.

Early Saturday morning, officers received a call of a subject vandalizing the Moorpark High School marquee with a paint pen. When the officers arrived the suspect was gone. Officers contacted witnesses in the vicinity who provided a detailed description of the suspect. The suspect, Calderon, was located parked in the parking lot of the Tierra Rejada Park by members of the Special Enforcement Unit (SEU).

During the investigation and interviews of Calderon, officers were able to link Calderon to other previously reported vandalisms in the Moorpark area. Calderon was also determined to be under the influence of a controlled substance. He was booked at the Venura County Jail for three counts of vandalism and for being under the influence.

At 10:21 a.m., on October 21, 2010, millions of Californians will "Drop, Cover, and Hold On" in The Great California ShakeOut. The drill is organized to inspire Californians to get ready for big earthquakes and to prevent disasters from becoming catastrophes. Currently, there are over 6 million registered participants in California, with over 118,000 from Ventura County.

On October 12, 2010 at 10:21 a.m., the Ventura County Board of Supervisors presented a resolution proclaiming the County of Ventura’s participation in The Great California ShakeOut on October 21st.

“This is a good opportunity for businesses and employers to look at their own disaster plans and educate employees on how to be prepared,” said Laura Hernandez, Assistant Director of the Ventura County Sheriff’s Office of Emergency Services.

To register for the drill, go to www.shakeout.org. The free registration will pledge an individual or an organization’s participation in this important preparedness event. Participants will receive information on how to prepare for a major earthquake in the region and what actions to take during and after the shaking.

To participate in the drill, “Drop, Cover, and Hold On” as you would do in an actual earthquake, and stay in this position for at least 60 seconds.

The main goal of the ShakeOut is to get Californians prepared for major earthquakes, so use the ShakeOut as an opportunity to learn what to do before, during, and after an earthquake.

On 10-09-2010 at approximately 9:22 PM, Deputies from the Thousand Oaks Police Department were dispatched to an injury traffic collision on Avenida De Los Arboles and Arcturus St., in the City of Thousand Oaks. Dispatch received Information that one of the vehicles had overturned and had come to rest on its roof.

Responding Deputies found that a compact car had collided with an SUV. Witnesses at the scene said the driver of the SUV had fled the scene on foot. Ventura County Sheriff K-9 units were dispatched and began a search of the area. The driver of the compact car, Danielle Kommemi, suffered minor injuries and was treated at the scene and released.

During the investigation, the driver that fled was identified as Nathan Maples and was later located at his Thousand Oaks residence. Because of his potential injuries from the traffic collision, Maples was transported to the hospital as a precaution.

After a DUI investigation and having been medically cleared by hospital staff, Maples was transported to the Ventura County Pre-Trial Detention Facility and booked for DUI and Hit & Run.

On October 6, Sheriff’s narcotics detectives conducted a surveillance of reported heroin sales occurring in the East Ventura area. Detectives followed suspects Bustos and Franco to a shopping center in East Ventura and watched as they met with suspect Gutierrez. These three were detained and found to be in possession of 59 individual balloons of heroin. All three were arrested for various charges including possession of heroin for sale.

Detectives continued the investigation in the surveillance of a residence in the 7000 block of Chamois Street in the city of Ventura. Several vehicles were seen coming and going from the residence in a pattern consistent with drug sales. Several subjects were contacted and three were subsequently arrested for various narcotics charges. Lara and Zepeda were arrested for possession of narcotics for sale. Franco was arrested for being under the influence of a controlled substance. During a search of Lara’s residence, a stolen 9mm handgun was located.

The investigation revealed that Lara headed a heroin sales organization from the residence on Chamois. He employed several “runners” who made heroin deliveries around the city. Between deliveries, these drivers often stayed at Lara’s residence.

On 9-27-2010, at about 8:55 p.m., Ventura County Sheriff’s Department patrol deputies responded to a report of a carjacking at Alelia Ave. and Azahar St., in the unincorporated area of Saticoy. When they arrived, they spoke with a male pizza delivery driver. The victim stated that he was delivering a pizza to an address in the 1200 block of Alelia Ave. As he was taking the pizza out of his trunk, he was assaulted by three unknown Hispanic males. The suspects stole the victim’s car and fled before deputies arrived. The victim’s car was later found crashed and abandoned about a mile away.

At about 11:45 p.m., patrol deputies stopped a vehicle for a traffic violation. The car was being driven by 29 year old Karen Serrato. Also in the car were two juveniles and one adult, all gang members. The two juvenile gang members matched the description of two of the carjacking suspects and they were arrested. During the stop, Serrato gave a statement to the police and claimed to be with the three gang members around the time of the crime. She stated that they were all at her house until just prior to being stopped by the police. The two juveniles that were arrested were later released.

On 9-29-2010, gang investigators developed information that the suspects in Serrato’s car had committed the carjacking. Based on that information, investigators obtained a search warrant for Serrato’s residence in the 1000 block of Los Angeles Ave., Saticoy. When deputies served the warrant, they questioned Serrato. She gave inconsistent statements but maintained that the people in her car were at her house around the time of the crime. Investigators had obtained enough evidence to show that Serrato was giving false information and arrested her for being an accessory after the fact by providing an alibi for the suspects.

On 9-30-2010, gang investigators identified a 13 year old male gang member as a suspect. He was arrested for carjacking and street terrorism and lodged into juvenile hall. Over the next two days, gang investigators served five additional search warrants and arrested three more suspects. They included 20 year old Sergio Alvarez, 19 year old Jose Puga, and a 17 year old male. All were arrested for carjacking and street terrorism.

The two male juveniles remain in custody at juvenile hall without bail. Jose Puga remains in custody on $210,000 bail, Sergio Alvarez remains in custody on $105,000 bail, and Karen Serrato remains in custody on $120,000 bail.

The victim suffered only minor injuries.

Chief Deputy Marty Rouse

After more than 32 years of service with the Ventura County Sheriff’s Department, Chief Deputy Marty Rouse has announced that he will be retiring at the end of this calendar year. Marty began his career with the department in 1978 and worked a multitude of assignments as he rose through the ranks. “In the over 30 years that I have worked with Marty he has consistently exhibited enthusiasm, creativity, and a commitment to excellent public service”, said Sheriff Bob Brooks. “He is a model of integrity in his personal and professional life. His strong leadership and positive outlook, regardless of the circumstances, will be missed."

Some of Marty’s assignments include: Chief Deputy of the Support Services Division, Commander of the Professional Standards Bureau, Commander at the East and West County Patrol Stations, Commander of the Court Services Bureau, Chief of Police of the City of Moorpark, and manager of the Regional Training Center (Academy). Marty was promoted to Chief Deputy in 2008 and oversaw the largest departmental reorganization in its history that cut from the very top, civilianized several key positions, and will save millions of dollars over time.

Marty holds a Bachelor of Science degree in Administration of Justice and Master’s Degree in Public Administration from California Lutheran University. He is one of the department’s experts in incident command management. Some of the events he has been involved with include the planning and implementation of the security plan for the Ronald Reagan funeral and unveiling of Air Force One at the Reagan Library. He also has been an incident commander under a unified command model during several major wildfires, the most notable being the Day Fire in September 2006, which lasted almost two weeks.

Marty and his wife, Jane, have been married 30 years. They have two sons and a daughter, Christopher (25), Brian (22), and Kelsey (13). Marty enjoys spending time with his family and is very active in the community. He enjoys coaching youth track along with mentoring young people and participating in their development.

On Sunday, Sept. 12, 2010, at approximately 9:14 p.m. Santa Paula Police Officers responded to a report of a shooting in the 100 blk. of E. Santa Anna St. Upon arrival of Officers, they were led to the courtyard of an apartment complex in that area where they found two individuals suffering from gunshot wounds. One individual was shot once in the upper torso and immediately transported by ambulance to the Ventura County Medical Center in critical condition, the other individual was shot once in the leg and he too was transported to the Ventura County Medical Center.

At the time, no motive was known for the shooting and there were no suspects identified. Several witnesses at the scene were contacted and gave statements as to what they had seen and or heard and based on information obtained it was determined that the shooting was possibly gang related. Description of the suspect and suspect vehicle were obtained as well.

The following day, Santa Paula Police Detectives began receiving several anonymous phone calls with information regarding the identity of the persons responsible for the shooting.

During the course of the investigation, SPPD Detectives confirmed the identity of the suspect shooter, other possible suspects in the suspect vehicle and place of residence within the City of Ventura for all suspects.

On 09-30-10 with the assistance of the Ventura Police Department SWAT and gang Investigators, a search warrant was served at the home of Lucas Macias Sr. in the 11100 block of Citrus Dr. City of Ventura.

Lucas Macias Sr. 40 years, City of Ventura, had been identified as suspect shooter. He was taken into custody without incident. Lucas Macias Sr. who is classified as a Santa Paula gang member was booked and charged with two counts of attempt homicide and special allegation of street terrorism for committing the crime for the benefit of gang.

Two juveniles were also arrested and later released pending further investigation. Further arrests are anticipated.

A search of the residence was conducted. Detectives located gang paraphernalia and attire, no weapons were found.

Beginning October 1, 2010, individuals arrested for driving under the influence of alcohol will be able to obtain their test results via the Sheriff’s Department website. To use the site, individuals must go to the Sheriff’s website at www.vcsd.org, and scroll down to the icon labeled “DUI Test Results” or the link called 'Alcohol Test Results' in the footer (bottom section of the site) listed under Public Resources. After clicking on the icon or the link, the requesting individual must submit the required information in order to see the test results. The site will also allow the individual to print a pdf copy of the report. This site provides the same information that individuals would have obtained by presenting their identification at the Forensic Sciences Laboratory.

This website was developed with funding provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, to bring new technologies and enhanced services for alcohol testing to Ventura County.

Daniel Charles Wildman was arrested today (September 29), just two days after the killing of Darren Ziegler, who was gunned down outside of a motorcycle repair shop in the 3100 block of Los Feliz Drive in Thousand Oaks on September 27th. Sheriff’s Major Crimes along with detectives from various units within the Sheriff’s Department, located Wildman in the 7000 block of Loma Verde Avenue, Canoga Park, CA. Wildman is believed to be the person who shot Mr. Ziegler.

Detectives have investigated the murder diligently around the clock from the time of the murder until the arrest. Wildman was taken into custody without incident. He will be transported to the Pre-Trial Detention Facility and booked for murder. Detectives have requested bail in the amount of $500,000.

In recognition of the Drug Enforcement Administration’s National Take-Back Day, the Camarillo Police Department opened their doors for four hours last Saturday to anyone wanting to dispose of their expired or unused pharmaceuticals in an effort to divert harmful drugs away from the environment and children. After only four hours of operation, the collection of the pharmaceuticals was an astounding 100 pounds. In addition, Camarillo Police Volunteers offered a free Kid Print Identity Card program, which resulted in printing and photographing over forty children.

The Camarillo Police Station also has a pharmaceutical drug drop off bin located in the front lobby of the station. This free service is available Monday through Friday from 8 AM to 5 PM. Needles and syringes are not accepted in the pharmaceutical bin.

On Sunday September 26, 2010, a Ventura County Sheriff’s Deputy was arrested after he turned himself in to the Sheriff’s Major Crimes Bureau. Detectives with the Ventura County Major Crimes Bureau concluded their investigation of Deputy Thomas Triplett. Triplett, a fifteen-year veteran of the Sheriff’s Department was arrested for child molest and oral copulation with a person under the age of 18. Detectives believe the crimes occurred over a period of several years.

Thomas Triplett was booked into the Ventura County Sheriff’s Pre-trial Detention Facility without incident. Bail has been set in the amount of $500,000. Deputy Triplett has been placed on administrative leave pending the outcome of criminal and departmental investigations.

A local man was shot and killed outside a motorcycle repair shop Monday afternoon. The 45-year-old victim collapsed in the parking lot after being confronted by another man who was armed with a handgun.

Witnesses described hearing several shots in what was a very public shooting in a busy light industrial area where many automotive repair businesses are located. Investigators have learned that the victim and the shooter knew each other, and the shooting was not a random act.

Investigators have identified the following individual as a person of interest in this case:

On 9-24-2010, the Ventura County Sheriff’s Department received a call of a gang fight in the 2600 Block of Eucalyptus Drive, an unincorporated area of Oxnard. Patrol deputies and gang investigators responded to the call and found a nearby residence that had been vandalized. Deputies detained several subjects in the area while they conducted their investigation.

From speaking with witnesses, investigators found that at around 3:00 PM, several gang members stood on the street and confronted a group of individuals inside of a residence. The gang members were armed with baseball bats and hammers. Several of the gang members threw large two pound ball bearings through the windows of the involved residence. A fight ensued and witnesses reported that both groups were armed with bats and or hammers. The gang members fled before deputies arrived.

A search of the area found discarded hammers and broken baseball bats. Most of the subjects detained showed minor injuries consistent with fighting. Gang investigators spoke to the detained individuals and found they were from a rival gang. Gang investigators arrested Anthony Mendez, Diego Duran, Josh Rodriguez and a 17 year-old male for assault with a deadly weapon. Rodriguez was found to be on parole and was arrested on the additional charge of violating his parole. Mendez also resisted arrest and was arrested on that additional charge. A 16 year-old male was arrested after he tried to prevent deputies from collecting evidence. He was arrested for resisting arrest. The two juveniles were lodged into Juvenile Hall. Mendez, Duran and Rodriguez were booked into the Ventura County Jail where they remain awaiting court proceedings.

On 9-25-2010, gang investigators identified one of the gang members that confronted the rival gang as Robert Cervantes. Investigators obtained a search warrant for his residence in the 3700 Block of Nyeland Ave. On 9-25-2010, Gang investigators served the search warrant and arrested Cervantes at his home. While searching the residence, gang investigators developed information that identified a 17 year-old male and Manuel Cervantes as also having participated in the gang fight. They were located at a neighbor’s house and arrested. All three were arrested for street terrorism and assault with a deadly weapon. The juvenile was lodged into Juvenile hall and the other two subjects were booked into the Ventura County Jail. They remain in custody awaiting trial.

The Sheriff’s Gang Unit arrested two gang members today while conducting anti-gang operations in western Ventura County. Both were members of the Hells Angels criminal street gang.

The first arrest occurred at about 1:00 P.M. in the community of Oak View. Gang investigators were conducting anti-gang patrols when they stopped Jacob Holder for a traffic violation at Larmier and Hwy 33. Holder, who is a member of the Hells Angels street gang, was found to be under the influence of methamphetamine and arrested. He was booked into the Ventura County jail where he remains on $5,000 bail.

The second arrest took place at about 2:20 P.M. at Hwy 101 and Main Street in Ventura. Gang investigators stopped Hells Angels member Steven Templeton for a traffic violation. During the stop, investigators found that Templeton was under the influence of methamphetamine and was arrested. Investigators searched the motorcycle Templeton was riding and found a concealed loaded handgun. Templeton was arrested on the additional charge of being under the influence of drugs while possessing a loaded firearm and street terrorism. He was booked into the Ventura County Pre-Trial Detention Facility where he remains on $100,000 bail.

On Thursday, September 22, 2010, Camarillo Detectives completed their investigation into the report of four to five Hispanic males approaching a thirteen-year-old girl and a six-year old boy that was walking to University Charter and University Prep schools Camarillo. After a thorough investigation, Camarillo Police Detectives determined the allegations were unfounded and the incident did not occur.

This is a good reminder that although very rare, child abductions can occur at any time and in any city. Parents are encouraged to talk with their children about the best way to keep them safe when walking to and from school. On Wednesday, September 22, 2010, about four to five Hispanic males, 30-40 years old, driving an older gray, four-door, sedan approached a thirteen-year-old girl and a six-year old boy that were walking to University Charter and University Prep schools in the area of Dumetz and Fulton. One of the men asked the girl to get into the car. The girl and the boy fled the scene and immediately notified school officials who contacted the Camarillo Police Department.

The School Resource Officer is personally notifying schools in the area and schools will be sending out a telephonic message to all parents. The Camarillo Police Department will be extra patrolling the areas before and after school. Camarillo Detectives are actively investigating this incident.

Anyone with further information regarding this incident should immediately report it to the Camarillo Police Department at 388-5100. Any suspicious future activity can be reported to the police by calling 911 or the number noted above.

The Ventura County Sheriff’s Department, Detention Services Division, receives thousands of pieces of mail each month. The mail must be screened, examined and approved for delivery to inmates. This process delays the secure and orderly flow of mail into and out of the facility. Contraband has been sent into our facilities in envelopes, under stamps, between multiple pages of letters and in other innovative ways. Inmates are increasingly sophisticated and send coded information about gang intelligence, prison politics and criminal activity within innocent looking letters. In order to reduce the risks to the security of our jails and increase the efficient flow of mail to inmates, the use of postcards will be instituted.

Effective October 4, 2010, postcards will be the only form of acceptable incoming and outgoing mail for inmates in custody at any Ventura County Sheriff's Department jail facility.

At the Ventura County Board of Supervisor’s Meeting held on September 21, 2010, the National Weather Service recognized the County of Ventura as an official StormReady County and presented a recognition letter along with StormReady signs to the Board of Supervisors.

The StormReady program is designed to help community leaders and emergency managers strengthen their local operations in preparation for future storms. To achieve this recognition, the Ventura County Sheriff’s Office of Emergency Services worked closely with the National Weather Service to meet rigorous criteria, which included:
- Establishing a 24-hour center for receiving National Weather Service warnings;
- Having redundant ways to receive weather forecasts and warnings;
- Creating a system that monitors local weather conditions;
- Promoting the importance of public readiness through community seminars;
- Developing a formal hazardous weather plan for training severe weather spotters.

In addition, communities that participate in activities such as StormReady receive Community Rating System (CRS) points, which may lower residents’ flood insurance premiums.

The group of individuals that worked on the County of Ventura StormReady project were also nominated and selected to receive a Certificate of Special Recognition for Partnership in Preparedness presented by the California Emergency Services Association, statewide organizations of emergency management professionals. Those individuals included:

National Take-Back Day

On September 25, 2010, The Camarillo Police Department will be participating in the National Take-Back Day sponsored by the Drug Enforcement Agency. The National Take-Back Day provides an opportunity for the public to surrender expired, unwanted, or unused pharmaceutical controlled substances and other medications for destruction. These drugs are a potential source of supply for illegal use and an unacceptable risk to public health and safety.

Collection activities will take place from 10:00 a.m. to 2:00 p.m. at the Camarillo Police Department, located at 3701 E. Las Posas Road in Camarillo. The program is anonymous. Prescription and over the counter solid dosage medications, i.e. tablets and capsules are accepted. Intra-venous solutions, injectables, and needles will not be accepted. Illicit substances such as marijuana or methamphetamine will also not be accepted.

In addition to the above program, The Camarillo Police Department currently has a prescription drug drop receptacle located in the front lobby. This receptacle can be used to drop off expired, unwanted, or unused pharmaceutical controlled substances and other medications for destruction. Syringes or needles are not accepted. The receptacle can be accessed Monday through Friday from 8 AM to 5 PM.

Kid Print

In conjunction with the National Take-Back Day, the Camarillo Police Department will be offering the Kid Print service on 9/25/10 from 10 AM to 2 PM at the Camarillo Police Department. Kid Print is a service offered by the Camarillo Police Department to provide parents with a Child Identification System, by obtaining the child's fingerprints and giving the parents an identification card with their child's information and picture. This service is available to the public free of charge.
