Riverside - A CAL FIRE fire apparatus engineer/paramedic was fatally injured this morning after being hit by a car while working along eastbound Interstate 10 in the Thousand Palms area of Riverside County. The CAL FIRE / Riverside County Fire Department fire engine was on Interstate 10 near Monterey Ave, when the employee was struck by a passing vehicle. The fire apparatus engineer was transported to Desert Regional Hospital but sadly the injuries were fatal. “This tragic accident affects the entire CAL FIRE family and deeply saddens all of the firefighting community,” Chief John R. Hawkins, CAL FIRE / Riverside County Fire Department. “Please keep our employee, their family and their crew in your thoughts and prayers,” said Chief Ken Pimlott, CAL FIRE director. The name of the employee is being withheld pending family notification. The California Highway Patrol Multidisciplinary Accident Investigation Team (MAIT) will be handling the investigation into the accident. Grief counselors have been made available to the department’s firefighters and family members to assist them through this difficult time. Funeral arrangements are pending. |

The Ventura County Interagency Pharmaceutical Crimes Unit and the California Medical Board concluded a two-month investigation with the arrest of Oxnard Pain Physician Kiansi Boni. Dr. Boni was arrested July 3, 2013, for 5 felony counts related to his illegal practice of medicine; two counts of drug sales, two counts of writing a controlled substance prescription absent a legitimate medical purpose / exam, and one count of practicing medicine without a license. Dr. Boni’s license has been suspended by the State Medical Board for the past year for failure to pay child support. Dr. Boni came to the attention after local law enforcement detectives arrested a number of his patients during the past two months for sales of powerful opiate medication prescribed by him. Dr. Boni has written hundreds of prescriptions, some with multiple refills, for Schedule II, III, and IV medications over the past year for drugs such as Methadone, Suboxone, Hydrocodone (Vicodin), Codeine, and Alprazolam (Xanax). These prescriptions were written absent a valid medical license and the dosage units number in the tens of thousands. Based on information received, and an independent investigation by law enforcement, it is believed that Dr. Boni also failed to adequately examine his patients to determine the medical necessity for such prescriptions. A search warrant was served at his office and home where evidence related to the investigation, including a substantial amount of US currency, was located. Dr. Boni was booked into custody at the Ventura County Main Jail where he is being held with a bail of $50,000. His arraignment is set for July 8, 2013. Additional charges are possible. The Ventura County Interagency Pharmaceutical Crimes Unit is comprised of members of law enforcement from the Simi Valley Police Department, Ventura County District Attorney’s Office Bureau of Investigation, and Ventura County Sheriff’s Office. The unit is also allied with every law enforcement agency in the county who are committed to stopping the flow of legal medication to the illicit market. The unit’s mission is comprised of two parts: One, enforcement of the laws as they relate to the misuse, abuse, and illegal sales of prescription medications. Two, education and community outreach regarding the dangers associated with the non-therapeutic use of prescription medication. In the near future, all 192 pharmacies in the county will be contacted by law enforcement and encouraged to join in the mission of curtailing prescription drug abuse and sales by being asked to report individuals attempting to obtain drugs of abuse by fraud and deceit to their local law enforcement agency. Pharmacists will also be provided educational information and tools to better assist them in recognizing signs of illegal activity related to prescription medication. A deputy was forced to shoot a pitbull Tuesday morning to thwart an attack while he was trying to contact a probationer outside her home north of Ventura. The deputy observed a woman on the street and recognized her as a local probationer. The deputy tried to contact the woman, but she fled into a nearby residence. As she opened the door and went inside, a pitbull ran out of the house and tried to attack the deputy. The deputy tried to stop the attack at first by using his baton, but the dog continued to advance aggressively toward him. Fearing he was going to be bitten by the dog, the deputy drew his handgun and fired at the dog, wounding it. The dog was taken by Ventura County Animal Services for treatment and is expected to survive. Animal Services will keep the dog until the owner is identified. Three suspects were captured Tuesday in Los Angeles after robbing a Thousand Oaks bank and leading deputies on a chase that ended near Winnetka Avenue and US 101 in the San Fernando Valley. Two men entered the bank while a woman waited outside for them in a vehicle. The men jumped the counter and took an undisclosed amount of cash before fleeing the area in a white sedan. Witnesses described the suspects and their vehicle, and deputies were able to locate the suspects driving into Los Angeles on the 101 freeway. As deputies from both Ventura and Los Angeles counties, along with CHP officers tried to stop the suspect vehicle, there was a brief pursuit along Ventura Boulevard. The suspects then abandoned their car and fled on foot. Two of the suspects were captured shortly after running from the vehicle. The third evaded capture until he was found hiding in a shed. That suspect, who was later identified as Spencer Thomas, was bitten by a sheriff’s K-9 before being taken into custody. Investigators recovered cash and other evidence related to the robbery where the suspects were captured. Investigators believe the same suspects are responsible for several other robberies that have occurred in Southern California recently. Fee Provides Stable Funding for Vital Fire Prevention Activities
Sacramento, CA – The California Department of Forestry and Fire Protection (CAL FIRE) has provided an updated billing schedule to the Board of Equalization (BOE) for the 2012/2013 Fire Prevention Fee bills. The new bills are set to go out beginning the week of July 15, 2013. The bills will go to owners of record as of July 1, 2012 for homes in the 31 million acres of State Responsibility Area (SRA) where CAL FIRE is financially responsible for the prevention and suppression of wildfires. Bills will be mailed alphabetically by county, beginning with Alameda County. In accordance with Assembly Bill X1 29, the fee provides a stable source of funding for vital fire prevention activities such as strategic fuel reduction activities, defensible space inspections, fire prevention engineering, emergency evacuation planning, fire prevention education, fire hazard severity mapping, implementation of the State and local Fire Plans and fire-related law enforcement activities such as arson investigation. The Governor’s 2013/2014 budget contains new funding for enhanced land use planning, expanded vegetation management activities, and additional defensible space inspectors. On Saturday, June 29, 2013 at approximately 1945 hours, Santa Paula Police Officers, working a concentrated enforcement detail, due to recent gang activity, conducted a traffic stop of a gold Honda Accord. The vehicle had been observed in the area of 7th Street and Santa Barbara Street, within close proximity of the recent homicide and appeared suspicious to the officers. During the traffic stop it was found that the vehicle was occupied by three members of a Santa Paula criminal street gang, Mayra Montiel 23 yrs, Emilio Montiel 30 yrs, and Eric Medrano 20 yrs. Emilio Montiel was found to be on active probation and parole (PROS) early release. Eric Medrano was found to be on active probation. In accordance with their parole and probation terms a probation search of the vehicle was conducted. In plain view, in Mayra Montiel's purse, a loaded pistol was located. During the probation search of the vehicle 2 additional firearms were located, one of which was loaded. On Saturday 06/25/13 officers responded to the report a lewd and lascivious act involving an 11 year old victim. Upon arrival patrol officers conducted a investigation and the case was turned over to detectives. After a short but thorough investigation by detecitves Alfonso Gonzalez, age 58 of Santa Paula, was arrested for 288(a) PC - lewd and lascivious acts with a child under the age of 14 years old. Further investigation revealed the suspect's wife, Penny Gonzalez, age 52 of Santa Paula, had attempted to pursuade/intimidate the victim about the incident. Penny Gonzalez was arrested for 136.1(c)(2) PC - pursuading/intimidating a witness. Both suspects were transported to Ventura County Jail. A bail increase was requested for Alfonso Gonzalez in the amount of $500,000 and Penny Gonzalez's bail is $50,000. It should be noted that Alfonso Gonzalez is a current sex registrant as listed on the website www.meganslaw.ca.gov. Riverside, CA - CAL FIRE law enforcement officers arrested Steven Taylor Rutherford, 47 of Banning Friday, on suspicion of intentionally setting numerous fires throughout Riverside and San Bernardino Counties. Rutherford was booked into the Riverside County Robert Presley Detention Center on nine counts of arson. “Arson is a serious crime that threatens the public, communities and the environment,” said Region Chief Dale Hutchinson, CAL FIRE Southern Region. “This is the third arson arrest for CAL FIRE this week, and let it send a message to anyone considering committing this heinous act.” The investigation and arrest was aided by several other fire and law enforcement agencies. “This arrest is a result of teamwork and cooperation with many local fire and law enforcement agencies,” said Chief Rod Bywater, acting unit chief of CAL FIRE’s San Bernardino Unit. “I’m proud that our fire investigators arrested this arson suspect, said Chief John R. Deputies Issue Coupons to Kids for Good Deeds
School’s out for summer and kids in Thousand Oaks may actually look forward to their next encounter with the “heat” this summer, thanks to 7-Eleven® stores’ popular Operation Chill program that rewards positive behavior with a very cool treat. Through Operation Chill®, Thousand Oaks Station patrol officers can “ticket” youngsters caught in the act of doing good with Slurpee® beverage coupons. Appropriate “offenses” might include helping another person, deterring crime or participating in a positive activity in the community. Each coupon can be redeemed for a small Slurpee drink at participating 7-Eleven stores. The Thousand Oaks Police Bike Team began handing out the coupons in June this year to reward kids for wearing helmets while riding bicycles or skateboarding. The program is expanding to all Thousand Oaks Station patrol officers and is focusing on the summer and back to school months to promote good citizenship. The coupons are great for officers who are on patrol in the community. It’s an icebreaker, a way to encourage dialogue in a non-threatening, non-law enforcement situation. On 06-18-13 and 06-21-13, the Thousand Oaks Police Department responded to six separate armed street robberies throughout the city. In several of the crimes, a handgun was displayed by at least one of the suspects. It was determined the crimes were related and an investigation was immediately started. Detectives identified a vehicle used in the crimes. The suspect vehicle had been previously reported stolen out of Ventura County. On 06-22-13, deputies from the Sheriff’s Gang Unit and Thousand Oaks Special Enforcement Unit located the vehicle in the unincorporated community of El Rio. They conducted a surveillance of the vehicle and saw that it was occupied by two male subjects who matched the description of the robbery suspects. The vehicle was stopped and the occupants were arrested. The driver was identified as Daniel Alvarez and the passenger was a 14 year old juvenile. Their residences were searched and evidence related to the crimes was located. Alvarez and the juvenile were initially booked on charges related to the stolen vehicle. The District Attorney’s Office later reviewed the cases and elected to file multiple robbery charges against Alvarez with an enhancement for committing them with the use of a firearm. The juvenile was also charged with committing armed robbery. On 06-27-13, Alvarez is scheduled to be arraigned in Superior Court. He is currently in custody at the Main Jail with bail set at $500,000 dollars. The juvenile in this case is being lodged at Juvenile Hall. SACRAMENTO, CA - Attorney General Kamala D. Harris today announced the seizure of nine firearms, including eight unregistered assault weapons, 20,000 rounds of ammunition and 100 large capacity magazines from an individual legally barred from possessing firearms due to prior felony convictions. On Tuesday night, agents from the Attorney General’s Bureau of Firearms conducted an Armed and Prohibited Persons (APPS) investigation in Sacramento County involving Britton Edward McFetridge, 37, who was on probation due to a 2010 conviction for felony battery with serious bodily injury. During a probation search of the basement at McFetridge’s home, agents located eight unregistered assault weapons, one bolt action rifle, eight large capacity drum magazines, 100 large capacity magazines and more than 20,000 large caliber rounds of ammunition. Agents determined the firearms had been illegally purchased within the last three to five years from private parties and that the magazines were illegally purchased online. Later that evening, McFetridge was later arrested at his place of business in Sacramento and booked into the Sacramento County Jail on charges of being a felon in possession of a firearm, possession of unregistered assault weapons, felon in possession of ammunition and large capacity magazines and violation of probation. The APPS database cross-references five databases to find people who legally purchased handguns and registered assault weapons since 1996 with people who are prohibited from owning or possessing firearms. California is the first and only state in the nation to establish an automated system for tracking handgun and assault weapon owners who might fall into a prohibited status. Madera - After a rash of suspicious fires, CAL FIRE law enforcement officers Tuesday night arrested a Yosemite Lakes Park couple on suspicion of dozens of arson fires. Kenneth Alan Jackson, 40 and Allison Marie Waterman, 46, both of Coarsegold, were booked into the Madera County Jail for arson. Jackson is being charged with 31 counts of arson, resisting arrest, as well as attempted battery on a peace officer. Waterman was booked on a single charge of arson. “The Yosemite Lakes Park community has been threatened by countless wildfires over the past several months that we believe were a result of arson,” said Chief Nancy Koerperich, CAL FIRE Unit Chief for the Madera-Mariposa-Merced Unit. “We appreciate the community’s support and assistance as we worked to track down these suspects.” CAL FIRE law enforcement officers work diligently in arson cases to aggressively investigate and prosecute those suspected of intentionally starting fires. Numerous agencies assisted in the investigation and arrest including the Madera County Sheriff’s Department, Madera County District Attorney’s Office and the Yosemite Lakes Park security staff. As fire danger remains extreme across California, arson is a major threat to both life and property. Residents should be vigilant in their preparedness and aware of suspicious persons when a fire does start.
