 Ventura County Sheriff's Department In May and June of 2013, police received two calls regarding an unknown adult male seen entering the women’s locker room and shower area at the Gilbert Sports Arena at California Lutheran University (CLU). This suspect was seen watching ladies bathing in the shower and was later seen exposing himself. On September 4, 2013, after a three month investigation, the Thousand Oaks Police Department followed-up on several leads which led them to a residence relatively close to CLU. Detectives identified David Tenebaum as being the possible suspect wanted for these lewd acts. During an infield interview with Tenenbaum, Detective Marty Luna obtained incriminating statements tying Tenenbaum to these crimes. This case will be submitted to the District Attorney’s Office for review and filing. Ventura County Sheriff's Department A man was shot and killed Saturday afternoon after he attacked a deputy and tried to take her firearm. The Sheriff’s Office had received a call that the suspect was walking in the middle of Ventura Avenue, shouting and waving his hands. When a deputy arrived at the scene, the suspect would not respond to anything the deputy said. An independent eyewitness at the scene said the suspect physically attacked the deputy and punched her in the face, nearly knocking her to the ground. The suspect then tried to grab the deputy’s firearm and threatened to kill her. Injured, bleeding, and fearing for her life, the deputy drew her firearm and shot the suspect, who later died at a local hospital. Ventura County Sheriff's Department On September 5, 2013, Sheriff’s Narcotics Investigators served a Search Warrant in the City of Oxnard. Ten ounces of methamphetamine was seized. During the investigation, two young children were found living in the residence. They were released to Youth and Family Services personnel. Sheriff’s Narcotics Investigators received information that methamphetamine was being sold from a residence in the 900 block of Ilene St, Oxnard. A Search Warrant was obtained and served in the evening hours of September 5, 2013. When detectives entered the residence, they encountered Jaime Caceres and two young children, ages 5 and 9. Caceres is the older brother of the children and is currently acting as their guardian. The search of the residence revealed 10 ounces of crystal methamphetamine in Caceres’ unlocked bedroom. Estimated street value of the methamphetamine is $22,800.00. Detectives discovered that the two children were forced to live in filthy conditions. Piles of dirty clothing, rotting food, and animal feces littered the entire residence. Unsafe electrical wiring, dangerous weapons and other code violations were found throughout the house. Based on these circumstances and pursuant to the Drug Endangered Children Program, detectives notified the Ventura County Youth and Family Services. The children were ultimately released to the custody of this agency. Caceres was arrested for possession of methamphetamine for sale and felony child endangering. He was booked into the Sheriff’s Main Jail. Ventura County Sheriff's Department During the month of August 2013, the Thousand Oaks Police Department’s Special Enforcement Unit was conducting an investigation in which a document criminal street gang member and convicted felon was in possession of weapons and ammunition. On August 29, 2013, the Special Enforcement Unit conducted a traffic stop on (S) Contreras as he was driving in the City of Thousand Oaks. During the traffic stop, (S) Contreras was arrested for being possession of switchblade knife. A search warrant was subsequently served at (S) Contreras’ residence, where ammunition and graffiti type drawings that resembled recently removed graffiti in the City of Thousand Oaks was located. Detectives were able to close a 2-½ year graffiti investigation that accounted for graffiti being applied in the City of Thousand Oaks on approximately 90 different locations. Due to (S) Contreras being a convicted felon, he was also arrested for being a convicted felon in possession of ammunition, and graffiti vandalism. While searching the residence detectives located marijuana, numerous prescription narcotics, and drug paraphernalia. Evidence located indicated (S) Michelle McLaughlin was abusing her prescribed medication by crushing her prescription narcotics and smoking them. The investigation revealed that (S) Michelle McLaughlin and (S) Lance McLaughlin have three children together, a 5-year-old girl, a 3-year-old girl, and a 2-year-old boy. Due to the children’s access to the drugs and/or drug paraphernalia, and the unsanitary living conditions of the residence a DEC (Drug Endangered Children) investigation was initiated. Ventura County Child Protective Services Agency was requested to respond to the location. Child Protective Services conducted their own investigation and ultimately took the three children into protective custody. (S) Contreras was arrested for a felony count of 30305(a) PC – Felon in possession of ammunition, a misdemeanor count of 21510(b) PC – Possession of a switchblade knife, and a misdemeanor count of 594(b)(2)(a) PC – Graffiti Vandalism. Contreras was booked at the East County Jail is being held on $10,000 bail. Both Michelle and Lance McLaughlin were arrested for 273a(a) PC – Child Endangerment, 11357(a) H&S – Possession of concentrated cannabis, 11357(c) H&S – Possession of more that 28.5 grams of marijuana, and 11550(a) H&S – Under the influence of a controlled substance. Ventura County Sheriff's Department September is National Preparedness Month and the County of Ventura is joining the nationwide effort to encourage individuals, families, businesses and organizations to prepare for emergencies by getting a kit, making a plan, staying informed and getting involved in their local community. At 10:00 a.m. on September 10, 2013, the Ventura County Board of Supervisors will proclaim September as National Preparedness Month in Ventura County. Preparedness is important because in the event of a local emergency, Ventura County residents may need to be self-reliant for at least three days without access to electricity, water service, or food. “Being prepared is a shared responsibility and everyone should do their part,” said Kevin McGowan, Assistant Director of the Ventura County Sheriff’s Office of Emergency Services. “Emergencies will happen, so I urge residents to be proactive and get prepared before disasters strike”. Nearly 9,000 firefighters remain committed to the 10 active major wildfires burning California. Thanks to the efforts by firefighters, progress is being made on the fires and several are estimated to be fully contained in the next few days. While a majority of the large wildfires are burning on federal land, CAL FIRE and local fire departments continue to support the US Forest Service with fire resources. Nearly 4,200 firefighters continue to battle the Rim Fire near Yosemite National Park that has grown to just over 187,000 acres and is now 23% contained. The Rim Fire remains the 7th largest wildfire in California’s recorded history. One of the leading causes of wildfires in California is powered equipment use like lawnmowers used on dry grass. Ventura County Sheriff's Department On August 24, 2013, deputies from the Ojai Police Department and Ventura County Sheriff’s Office conducted compliance checks at the residences of 44 registered sex offenders in communities of Ojai, Meiners Oaks, Oak View, Casitas Springs and the unincorporated area of northern Ventura. The compliance checks were part of the Sexual Assault Felony Enforcement (SAFE) grant. California state law requires persons convicted of specific sexual assault crimes to register with the law enforcement agency where they reside. 36 of the 44 registered sex offenders were in compliance with their registration requirements. Eight of the registrants were not contacted because they were not home or had moved. Detectives will follow-up to determine if those registrants are out-of-compliance. There were no arrests made during any of these contacts. The Ventura County Sheriff’s Office will be conducting similar sweeps randomly throughout the county. The purpose of the compliance checks is to verify registered sex offenders are living at their reported residences and within the terms of any probation or parole that may apply. Ojai residents are encouraged to visit the Megan’s Law website (www.meganslaw.ca.gov/) to familiarize themselves with the sex registrants in their community. Ventura County Sheriff's Department On August 21, 2013, the Ventura County Interagency Pharmaceutical Crimes Unit arrested Adella Carrillo after she drove to Simi Valley to sell a Ventura County resident her Fentanyl prescription. Carrillo had her 7 month and 7 year old daughters in the car with her when she was arrested. The investigation revealed that Carrillo drove from Fontana to Simi Valley to sell Fentanyl patches she received with her Medi-Cal benefits. Carrillo was arrested for felony sales of Fentanyl, and child endangerment since she took her children with her to a drug deal. A drug endangered children investigation was conducted in coordination with Ventura County Children and Family Services. The children were released to that agency.An investigation involving Medi-Cal insurance fraud was also initiated. Carrillo was booked into custody at the Main Jail in Ventura where she is being held in lieu of $50,000 bail. The Ventura County Interagency Pharmaceutical Crimes Unit is a task force comprised of members of law enforcement from the Ventura County Sheriff’s Office, Simi Valley Police Department, and the District Attorney’s Office Bureau of Investigation. Community outreach and marketing is an all encompassing effort and telling the Livingston story has always included the medical community of doctors, long term care facilities and hospitals. In addition, there is a vast area that needs to know more and hear our story …and that’s the community at large. Therefore, in our community relations efforts, we “step outside of the box” to add to traditional health care targets by looking at areas where competitors may not go. With the opening of our new office in Ojai, the marketing department stepped up its focus in the Ojai Valley. Our very capable Ojai community liaison Suzzi Couch-Koenig has recently treaded into some new territories with very positive results. From the Visitor Center, to the Library, to the Holistic Center, to the Pharmacy, to the Rotary, to the Mobile Home Parks, etc. etc. … Suzzi has gone. Each visit resulted in a warm reception of “yes, we’re interested in hearing about Livingston and we’ll display your brochures ”. When Suzzi recently visited the Ojai Police and Fire Departments they were just as positive and suggested she also visit the Oak View Station. As you can see, they were receptive, wanted to learn more, invited Suzzi to attend one of their meetings, and happily posed for this picture. Ventura County Sheriff's Department On 8-21-13, Ventura County Sheriff’s deputies working out of the Moorpark Police Station responded to an alarm call at Mesa Verde Middle School in the City of Moorpark. Patrol deputies responded to the school and immediately noticed evidence of a break in to the administration building windows. While the deputies were examining the building, a male juvenile exited the door of the school and he was immediately detained by the deputies. As the deputies continued their investigation, they noticed flames inside the building. The deputies forced entry to the school, located a small fire, and used fire extinguishers to put out the fire. No other persons or suspects were found inside the building. Ventura County Fire Department personnel arrived soon after and ensured there was no other fire danger inside the school. Deputies searched the juvenile and found fire starting materials and burglary tools in his possession. The juvenile was arrested and later interviewed by an investigator. The investigator determined the juvenile was responsible for breaking into the school and for starting the fire inside the school. He was transported to Juvenile Hall where he was booked for Burglary and Arson. The damage caused by the fire was minimal (no cost estimation) and there was no disruption to school functions. Ventura County Sheriff's Department On August 7, 2013, the Ventura County Interagency Pharmaceutical Crimes Unit arrested Pharmacist Kent Miles after a three month investigation. Miles is the owner / pharmacist of Home Care Pharmacy in Simi Valley. Miles was arrested after detectives learned he sold Fentanyl on numerous occasions absent a legitimate valid prescription. Detectives also learned his pharmacy had become a source of supply for individuals involved in doctor shopping. That is, individuals were filling prescriptions obtained from multiple doctors, in close proximity of time to each other, all at Home Care Pharmacy. It appeared from the investigation that Miles was not ensuring prescriptions were being dispensed for legitimate medical purposes as he is required to pursuant to the California Health and Safety Code. Miles surrendered the pharmacy’s DEA registration thereby eliminating his ability to dispense controlled substances. All controlled substances were seized from his pharmacy. The Drug Enforcement Administration Los Angeles Field Division Office of Diversion and the California Pharmacy Board assisted in the investigation. Miles is out of custody on bail, awaiting further court proceedings. The Ventura County Interagency Pharmaceutical Crimes Unit is a task force comprised of members of law enforcement from the Ventura County Sheriff’s Office, Simi Valley Police Department, and the District Attorney’s Office Bureau of Investigation. The task force’s main mission is combatting the transfer of legal prescription medication to the illegal market. Recently, the task force contacted all 192 pharmacies in the county with the assistance of every local police agency. Pharmacists were reminded that they have a corresponding responsibility to ensure controlled substances dispensed from their pharmacy are done so for legitimate medical purposes only.  Santa Paula Police Department On Friday, August 16, 2013 at approximately 1943 hrs, SPPD Bike Patrol Officer, Chad Peplinski, witnessed the aftermath of a traffic collision in the area of 10th Street and Harvard Blvd. Immediately following the collision, the driver of a red Chevy Tahoe fled the scene traveling east on Harvard Blvd. Patrol officers responded to the area and with the assistance of multiple bystanders, officers were able to locate the fleeing vehicle. An officer attempted to stop the vehicle in the area of Ventura Street and 10th Street however, the driver failed to yield to the officers emergency lights and siren. Officers pursued the vehicle through surface streets at which point it is believed the vehicle became disabled in the area of 8th Street and Main Street. SPPD officers, with the assistance of deputies from the Ventura County Sheriff's Department, took the suspect into custody without further incident. The suspect was identified as 21 year old, Omar Navarette, of Santa Paula. Navarette was arrested on suspicion of Felony Hit & Run, Felony Driving under the Influence of Alcohol, Felony Evading, and for being an Unlicensed Driver. SAN FRANCISCO, CA - Attorney General Kamala D. Harris today announced a $750 million settlement with Powerex over claims arising from the 2000-2001 California energy crisis. The vast majority of the settlement money will go to ratepayers of California’s largest utilities. According to testimony submitted by the Attorney General, Powerex engaged in market gaming by purchasing and exporting to Canada huge quantities of electricity California needed, and selling it back to California at exorbitant prices. “Californians suffered through huge rate hikes and blackouts during the energy crisis,” Attorney General Harris said. “This settlement brings long-awaited compensation to California ratepayers for Powerex’s conduct.” The settlement includes the Department of Water Resources’ California Energy Resources Scheduling (CERS) Division, the Public Utilities Commission and the state’s investor-owned utilities (IOUs), PG&E, Southern California Edison and SDG&E. During the energy crisis, CERS purchased energy on behalf of California’s IOUs to help keep the lights on for customers. The Public Utilities Commission will determine how settlement funds will flow to the ratepayers of the investor-owned utilities. |

Ventura County Sheriff's Department Nature of Incident: Press release On August 16, Sheriff’s Investigators served a narcotics search warrant on Han and the restaurant. When contacted, Han was found to be in possession of cocaine packaged for sale. The subsequent search of his residence and vehicle revealed additional cocaine and psilocybin mushrooms.  Peter Charles Foy II During the month of November 2012, the Ventura County Combined Narcotic Task Force (VCAT) received an anonymous tip that Peter Foy II was selling narcotics in Ventura County. VCAT initiated a criminal investigation into these allegations. In January of 2013, VCAT was notified by a narcotic task force out of Los Angeles County that a significant amount of U.S. currency was seized in the mail. This package was sent from Lexington Kentucky and was destined to Peter Foy II. A police K-9 alerted on the package to the presence of controlled substances. A search warrant was served on Peter Foy II’s bank account. The bank records suggested that Peter Foy II has been laundering a significant amount of cash through his bank account for at least the last three years. On 6-6-2013, the Lexington Kentucky Police Department served a narcotic related search warrant at a residence in Lexington, Kentucky. Through this search warrant and other evidence found at the residence, it was determined Peter Foy II had been shipping a significant amount of packages over a year’s period, which contained Oxycodone pills. In return, Peter Foy II was receiving a significant amount of packages through the mail over a year’s period that contained large quantities of cash. In fact, in June 2013, the U.S. Postal Service seized a second package containing a large quantity of cash that was destined to Peter Foy II’s residence. On 8-16-2013, Peter Foy II was arrested for a felony warrant for multiple felonies. The charges include transporting a controlled substance to a non-contiguous county, sales of Oxycontin, conspiracy, burglary and money laundering. Peter Foy II was booked into the Sheriff’s Pre-Trial Detention Facility. He is scheduled to appear on the warrant on 8-19-2013 in the Ventura County superior Court. Firefighters remain busy as they battle nine major wildfires burning in California and today are bracing for increased winds and lightning. This morning over 5,500 firefighters continue to battle the large fires and our making good progress including the recent containment of two large fires. Several wildfires have already been sparked by lightning over the past 12 hours, including a new 200 acre fire in Kern County. The National Weather Service has issued a Red Flag Warning due to the possibility of dry lightning in combination with gusty winds for most of the foothills and mountains of Northern California. The thunderstorms are expected to initially be dry, which will heighten the fire danger, but should begin to bring some rainfall by midweek.  Jeremy Sears, Moorpark, 22 On August 15, 2013, the Moorpark Police Department and East County Sexual Assault Unit arrested Jeremy Sears near Mountain Meadow Park for luring a minor and extortion. The investigation revealed that Sears posed as a juvenile female on the Internet and struck up an online relationship with the male juvenile victim. Sears then arranged a meeting at a local park, still posing as a female. When the victim arrived, Sears attempted to engage the victim in inappropriate behavior. Later the same week, Sears again attempted to engage the victim in inappropriate sexual conduct, using threats in an attempt to gain compliance. Sears was arrested for child luring and extortion. He was booked into the Ventura County Pre-Trial Detention Facility, and his bail was set at $50,000. Based on the investigation, investigators are concerned there might be additional victims who have not reported the crimes.
