On Monday, October 16th, 2023, at 2:47 p.m., Fillmore City Fire Dept. and Ventura County & City Fire Depts. were dispatched to a reported structure fire in the 1800 block of Grand Avenue, unincorporated area west of Fillmore. The one-story cinder-block home was fully engulfed when crews arrived. The location of the home, surrounded by orchards, presented fire crews with the challenge of difficult access. Several trees and farm equipment near the home were also scorched. Additionally, downed power lines caused concern, along with the collapsing roof and side walls of the home. There was a fire hydrant nearby and Fillmore Fire Chief Keith Gurrola stated they were able to knock down the main fire “pretty fast” with the number of agencies on-scene. “But there was a lot of exterior storage that the fire had already spread into, so it was taking a lot of time to put out that fire,” said Gurrola. The owner of the home was present at the time of the fire but was not inside the structure when it started. It is not clear whether the downed power lines had fallen as a result of the fire or had been on the ground beforehand. The structure and the majority of its contents appeared to be a total loss. The Fillmore Police Department is requesting the public’s assistance in identifying a prowling suspect.
On October 11, 2023, at approximately 11:00 PM and on July 20, 2023, at approximately 12:16 AM, the Fillmore Police Department received reports of a prowler in the 900 block of Wileman Street in the city of Fillmore. Both incidents were captured on RING cameras. Photographs of the suspect are attached.

The suspect is identified as a Hispanic male, approximately 5”8” in height, approximately 45-55 years of age, with short gray facial hair and dark brown hair.

Arriving firefighters found two vehicles involved with moderate-heavy damage. Two ambulances were requested to respond to the scene for two injured patients. While deputies were investigating, the driver of the involved vehicle (gray Honda) was determined to be under the influence of alcohol and was arrested for felony DUI causing injury. It was also known that the subject involved was on probation for two previous DUI arrests/convictions and his driver’s license was suspended. The occupant of the second vehicle sustained minor injuries as a result of the collision. The arrestee was subsequently booked at the Ventura County Pre-Trial Detention Facility with his bail set at $55,000. The cause of the crash is under investigation by the Fillmore Police Department. As a recently ex-Fillmore citizen, Item 9A - CONSIDERATION OF A RESOLUTION OF INTENT TO TRANSITION FROM AT-LARGE TO DISTRICT-BASED ELECTIONS on last week’s agenda is of great concern to me. Once Fillmore is divided into voting districts, it will become a relatively simple matter for the negative influences that have been creeping into Fillmore politics to take over the town and destroy its small-town character and charm forever.

I want to thank the three of you who spoke strongly against this, what was appropriately called, extortion and bullying. It was entirely apparent during the discussion who was against this intentional destruction of the city and who was in favor of it; giving credence to my earlier point.

It’s a shame that political ideology is a higher priority than condemning a town to ruin regardless of which way this goes. I am encouraged by some of the comments some of you made last Tuesday evening and very encouraged by the comments of all of the Fillmore citizens who spoke to you on this issue that understand the gravity of what’s at stake.

I would encourage you to fight it. Resist this bully and extortioner. This would take great courage, which I know you all have. While it’s true the city will likely be sued, I would bet that, with the right national attention, more money than is needed to fight it will find its way to you from crowd funding and other expressions of support through a grateful country.
Remember…courage is not the lack of fear; it’s feeling the fear and doing what’s right anyway.

One minute you’re at soccer practice having fun and the next minute you’re in the emergency room getting a cast on your leg. That’s what happened to this AYSO soccer player last week at Two Rivers Park when she stepped into one of the numerous potholes on the park’s sports field and broke her ankle. For several years complaints have been increasing about the poor condition of the playing fields at Two Rivers Park, along with complaints about the lack of night lighting (estimate $1 million in 2016) and sun covers for the play equipment, as installed at Rio Vista Park. The dog park section (original cost $64,000) also has issues, closing in 2020 due to ADA violations. In April 2023 the city received an estimate of $186,240 to fix the violations, which were “overlooked” when the park was built, according to City Manager Dave Rowlands in July 2020; that money will come from the city’s parkland development impact fees fund. From the beginning the underground drip system was a problem. Either the drip lines are too deep or the sod was planted too shallow, and the water doesn’t properly reach the roots of the grass, leaving brown patches. In contrast, after rain, standing water plagues the fields due to poor drainage caused by uneven terrain. Two Rivers Park is about 15 years old and measures 22 acres; it is Fillmore’s biggest park and the host to many of its youth sports activities. It has baseball diamonds, soccer and football fields, a skate park, a BMX bike track, and a now unusable dog park. The family will be filing an incident report with the City/AYSO.

Civic Pride Volunteers have selected the home of the Dr. Warren Peacock family at 1125 Oriole Circle to receive the Fall/Halloween “Yard of the Month” award. The family moved to Fillmore about 8 years ago from Arizona. They all get involved in the process of design, & installation & each year there are more additions as it continues to evolve.
The yard has two, 12-foot Inferno skeletons overlooking several “Oogie Boogie” figures, lit-up pumpkins, a giant spider in its lair, a giant skeleton on the roof with timed lights, many different sized skeletons scampering onto the roof, a giant Jack Skellington, the King of “Halloween Town in the 1993 movie, “The Nightmare Before Christmas”. Adding more atmosphere, are fog machines & colored lights & ghostly faces among the trees.

Dr. Peacock said all the family were “camera shy”, but as I described the $50 gift card from Otto & Sons Nursery (the reason we are able to give these awards), and all the amazing grounds to explore with ponds and places to picnic, trees, vegetables, perennials, and a massive selection of roses available for sale, he said his wife would especially be excited to visit the nursery. The family will be in for a real treat, having never been there before.

It was a difficult choice because there were many great displays! Take a ride around town to see 502 Stonehedge, 787 & 869 Burlington, 937 Sante Fe, 79 Reading, 408 Edgewood, 366 Bridalwood, 755 A St. and 1149, 1163, 1120 Shady Lane. We keep track of the award winners & try to spread the awards around the community.

Fire personnel from Ventura County Fire and Fillmore City Fire extricated the uninjured female who was taken to a local hospital as a precaution. According to Police Chief Malagon, “The silver sedan was traveling southbound on Central Avenue approaching 1st Street. The black sedan was traveling eastbound on 1st Street and was stopped for a red traffic signal. The black sedan then made a right turn in order to travel southbound on Central Avenue and the collision occurred. Deputies did not suspect impairment by neither driver”. A suspect has been identified and arrested for stealing a 25-foot custom flatbed utility trailer from the 1300 block of Cliff Avenue in the unincorporated area of Ventura County / Fillmore. The stolen trailer was quickly recovered in the San Fernando Valley and returned to the owner/victim.

On October 5, 2023, the victim returned home and discovered his custom trailer had been stolen from his driveway during the same day. Patrol deputies assigned to the Santa Clara Valley Station responded and began a stolen vehicle investigation.

The investigation revealed information that a possible suspect was attempting to sell the trailer on social media. Detectives assigned to the Santa Clara Valley Station continued with the investigation where they utilized several law enforcement databases and identified the suspect as Santa Clarita resident Albino Carrera Marcos.

On October 6, 2023, at approximately 12:45 AM, Marcos was contacted in the 18000 block of Soledad Canyon Road and placed under arrest without incident for violation of VC 10851(a)- Unlawful Taking of a Vehicle.

Marcos was in possession of additional incriminating evidence linking him to the theft and the location of the stolen trailer. Detectives were then able to locate and recover the stolen trailer in the 10000 block of Lemona Avenue in the San Fernando Valley.

Marcos was subsequently booked at the Ventura County Pre-Trial Detention Facility where he remains in custody with his bail set at $20,000.00.

Brandy Lengning recently sent us some photos taken while in Washington with Jennifer Beal’s group “Fillmore Freedom Flyers” who had been touring the Smithsonian Museum. Brandy and the entire group were surprised to see Fillmore represented in a display. It was the bass drum from the Fillmore Citrus Association Mexican Band. We wish we could say it came from our collection, but instead it has been well taken care of by the Museum of Ventura County. But we do have some back story on the drum.

We have recounted the history of the band before, especially in our profile of Frank Erskine, Manager of the Fillmore Citrus Association and founder of the band. There were actually two bands the “American” band and the “Mexican” band but frequently they were combined into one group.
In 2018, Antonio Gomez and family members visited our Museum looking for the bass drum. At that time he presented us with a picture of Mexican Independence Day Celebration in Guadalupe, CA, Sept 16, 1929. Picture features the Fillmore Citrus Assn Band with the bass drum front and center. Antonio’s father, J. Loreto Gomez Cortez is one of the trumpet players in the band.

We did not have the drum, but Executive Director Martha Gentry, suspected the Museum of Ventura County might have it. She called and was told they did have it; in fact, they were in the process of crating it up to send to the Smithsonian. Antonio left immediately for Ventura and later sent us a picture of himself and the drum.
Our thanks to Jennifer Beal for leading the trip to Washington, DC, to Lady Jo Becerra for the picture of the display, and to Brandy Lengning for the news. Special thanks to the Museum of Ventura County for caring for the drum all these years.

On Saturday, September 30th, at approximately 4:00 a.m., in the 500 block of First Street, an arrest for drunk driving was made following the collision of that driver's vehicle with a pickup truck which was parked at the curb. Extensive damage was caused to the pickup, which was forced from the curb onto the adjacent lawn. The identity of the driver and a description of his vehicle were not available at press time.

On October 2, 2023, at approximately 8:45 pm, a suspect followed two victims from the bus stop located in the 500 block of Santa Clara Street to the corner of Central Avenue. The suspect approached the victims as he brandished a knife, and he demanded their personal property which included one of the victim’s cellular telephone. The suspect then fled with the stolen property.

A witness called Ventura County Sheriff Communications Center (911) and provided a detailed description of the suspect. Responding Fillmore patrol deputies located and detained a suspect matching the description who was identified as Fillmore resident, Issac Torres.

Torres was positively identified as the robbery suspect by the victims. In addition, Torres was in possession of a pocket knife and the victim’s stolen property. Torres was subsequently arrested for robbery and brandishing a weapon in a threatening manner. Torres was booked into the Ventura County Pre-Trail Detention Facility for these charges where he remains in custody in lieu of his bail set at $500,000.

VCOE (Ventura County Office of Education) hosted a town hall meeting on Thursday, September 27th to discuss the current opioid crisis. The meeting titled Facing Down Fentanyl was presented by the County Opioid Suppression Task Force and featured a panel of speakers that included Sheriff Jim Fryhoff, District Attorney Erik Nasarenko and Public Health Officer Dr. Robert Levin. The meeting was attended by 33 parents from the Fillmore Unified School District, with transportation provided by VCOE. On Saturday, September 30th, at 10:50 p.m., Ventura County Fire Department, AMR Paramedics, and California Highway Patrol were dispatched to a reported vehicle into tree on westbound Highway 126, just east of Torrey Road, Piru. According to a statement by CHP-Moorpark office, a 45-year-old Sylmar man was headed west on the highway in the fast lane but traveled right into the slow lane and then to the right shoulder before crashing into a tree. The involved vehicle was a 1989 Toyota coupe; it became fully engulfed in fire after impact, CHP spokesman Ryan Ayers said Sunday. Ayers said the man was unable to get out of the vehicle, he was pronounced dead at the scene by Ventura County Fire Department, which extinguished the fire. Caltrans was also notified that 60 feet of chain link fence and eight poles were damaged.
