Interdiction Operation
 Cal Fire Sacramento, CA – Early this morning (July 02, 2012) CAL FIRE concluded a multi-agency operation designed to prevent illegal fireworks from entering California. The two part operation resulted in the confiscation of over thirteen thousand pounds of illegal fireworks. “There is no excuse for breaking the law when it comes to fireworks. Illegal fireworks and pyrotechnics can cause devastating injuries and damage to property,” said Tonya Hoover, California State Fire Marshal. Two families in San Bernardino found that out early Sunday morning, July 01, 2012 when their duplex was destroyed by a fire reportedly caused by illegal fireworks. The interdiction operations were conducted at the California Agricultural checkpoints in Yermo (north of Barstow), Needles, in the community of Shoshone and the Death Valley area. The coordinated multi-agency operation resulted in five felony arrests including one for driving under the influence, 46 misdemeanor arrests and numerous citations for vehicle code violations. During the operation, officers made a total of 170 contacts.  Ventura County Sheriff's Department The Moorpark Police Department Investigations Unit concluded a two-month investigation into a vandalism crime spree in the City of Moorpark. Over the past two months, a suspect, using a moniker, spray painted several businesses throughout the city causing thousands of dollars of damage. Detectives developed information, which led them to Jose Betancourt as a suspect in the vandalisms. On 6/19/2012, Detectives from the Moorpark Police Department served a search warrant at Betancourt’s residence in the 100 block of First Street, in Moorpark. Detectives discovered numerous items of evidentiary value linking Betancourt to the vandalisms. Betancourt was arrested for one felony count of vandalism, five misdemeanor counts of vandalism and one misdemeanor count of possession of graffiti tools. He is currently in custody at the Ventura County Jail with a bail of $10,000. Additional arrests and search warrants are expected in this investigation. SACRAMENTO, CA - Attorney General Kamala D. Harris today announced the passage out of the Assembly Public Safety Committee of a bill to ensure that those convicted of human trafficking crimes involving minors will not be able to keep the financial benefits reaped from those crimes. “Human trafficking crimes involving minors are reprehensible and convicted perpetrators should not be able to keep the financial rewards from trafficking,” said Attorney General Harris. “This bill will aid groups who are dedicated to helping victims.” Senate Bill 1133, authored by Senator Mark Leno (D-San Francisco), will force perpetrators of human trafficking crimes to forfeit any profits made from committing those crimes. The bill expands on the current list of assets that are currently subject to forfeiture. These resources will be used to aid the victims of human trafficking by providing resources for treatment and services. SB 1133 passed unanimously and will be heard next in the Assembly Appropriations Committee. “Sex trafficking of minors is a horrendous crime that is driven by the prospect of lucrative profits,” said Senator Leno. “This legislation aims to deprive convicted criminals of the financial resources and assets that would allow them to continue luring young people into the sex trade. In turn, proceeds from those forfeitures would rightfully be used to help victims begin to repair their lives.” “We have girls who come in literally wearing just the clothes on their back and the shoes on their feet,” said Alexandra Snyder, Policy Director of Courage House, who spoke in support of the legislation. Attorney General Harris is also sponsoring Assembly Bill 2466 (Preservation of Assets for Victims of Human Trafficking), by Assemblymember Bob Blumenfield (D-San Fernando Valley), which will require that more victims of human trafficking receive restitution. AB 2466 will be heard in the Senate Public Safety on June 26. Attorney General Harris has made the fight against human trafficking a priority throughout her career. This week she announced an innovative program with Yahoo! and Polaris Project to combat human trafficking, which, in the past five years, has largely migrated to the Internet. SACRAMENTO, CA - Attorney General Kamala D. Harris today announced the Assembly Public Safety Committee passed an important piece of the California Homeowner Bill of Rights that aims to protect California homeowners from fraud and scams. Senate Bill 1474 (Senator Loni Hancock, D-Berkeley) would allow Attorney General Harris to convene a special grand jury to investigate and indict the perpetrators of financial crimes involving victims in more than one county, as well as crimes conducted by a single defendant or multiple defendants who worked together. The bill passed unanimously with bipartisan support. Under current law, fraud in which the victims are located across the state require separate grand juries and charges must be filed in every county where the defendant committed a crime. This legislation would provide for the option of a special grand jury that can produce indictments for financial crimes beyond the scope of single-county grand juries. “Scammers continue to prey on vulnerable Californians who simply want to stay in their homes,” Attorney General Harris said. “This legislation will create a more cohesive legal process to prosecute those who prey on Californians across county lines.” “The Attorney General is currently engaged in the investigation of significant crimes,” Senator Hancock said. “Unfortunately, county-by-county grand juries do not work well in dealing with large-scale wrongdoing in multiple jurisdictions. With this bill, the Attorney General can investigate multijurisdictional crimes – it will provide protection when Californians need it the most.” The Mortgage Fraud Strike Force, established by Attorney General Harris, investigates and prosecutes crimes related to mortgages, foreclosures and real estate. SAN FRANCISCO, CA - Attorney General Kamala D. Harris today announced the outcomes of two cases investigated by her office’s eCrime Unit in which defendants “skimmed” credit card information of Chase Bank customers across the state. Both cases involved a type of crime frequently referred to as a “skimmer operation.” In both cases, the defendants, organized as “crews,” replaced the card readers at Chase Bank ATM vestibules with ones that allowed them to retrieve customers’ card information. Additionally, both crews installed micro cameras to capture the card holders’ PIN entry. With this information, they created bogus ATM access cards. “Technology benefits consumers, but also opens them up to risks that law enforcement must respond to,” said Attorney General Harris. “ATM skimming cases like these are fast-growing, can lead to identity theft and significant financial losses. I applaud the state and local collaboration that shut down these two criminal schemes.” Gnel Snapyan, 35, was sentenced today in San Luis Obispo County Superior Court to 364 days in state prison and five years probation. His co-conspirator, Gervork Aroutiounyan, 48, was sentenced in March 2012 to three years and eight months in state prison. The men were ordered to pay restitution to Chase Bank. In a separate scam, Santiago Alcantar, 37, Genea Antoine, 39, and Anthony Garcia, 30, entered a plea of guilty today in San Luis Obispo County Superior Court to one count of conspiracy to commit grand theft, computer access fraud, identity theft, second degree burglary and forgery of access cards. They were charged in March with 14 counts of felony fraud. Between July 2010 and February 2011, Snapyan fraudulently withdrew approximately $220,000 from the bank accounts of more than 300 victims in Santa Clara, Marin, Fresno, San Luis Obispo counties. The case was investigated by the San Luis Obispo County Police Department and the Attorney General’s eCrime Unit. In September 2011, the Attorney General’s office charged Snapyan and Aroutiounyan with 28 counts of felony fraud. On March 1, the defendants entered a plea of guilty to one count of conspiracy to commit grand theft, computer access fraud, identity theft, second degree burglary and forgery of access cards. Additionally, each pled guilty to three counts of second degree burglary. Between October 2010 and February 2011, Alcantar, Antoine, and Garcia ran their skimmer operation in Los Angeles, San Luis Obispo, San Bernardino and Ventura counties. The crew stole approximately $217,000 from more than 200 victims. Sentencing is scheduled for July 27, at which time Alcantar will be sentenced to four years in state prison; Antoine to two years in state prison and Garcia to a sentence that will not exceed one year and 4 months. In both cases, Chase Bank has reimbursed customers for their losses. The California Department of Justice eCrime Unit was created last year to identify and prosecute identity theft crimes, cyber crimes and other crimes involving the use of technology. Ventura County Sheriff's Department On 6-13-12, a residence in the 6600 block of Clear Springs Road, in the unincorporated area of eastern Simi Valley, was burglarized. Specific items were stolen, including two high-end bicycles. On 6-14-12, the victim saw a male suspect riding his stolen bicycle on the street near his residence. The victim confronted the suspect who dropped the bicycle and ran. An investigation ensued which led to a probable suspect who lived in close proximity to the victim. On 6-15-12, Detectives from the Moorpark Police Department and Thousand Oaks Police Department conducted a probation search at the residence of the suspect, Louis Nunez. Nunez was found to be in possession of additional stolen property belonging to the victim. Nunez was arrested for residential burglary, possession of stolen property, felon in possession of ammunition, felon in possession of tear gas, child endangerment and being under the influence of methamphetamine. He is currently in custody with a bail of $200,000. Jonathan Hill-Kennedy was also present at the location of the search. An unrelated investigation led to his arrest for unlawful sexual intercourse with a minor and possession of graffiti tools. He is currently in custody with a bail of $10,000. Ventura County Sheriff's Department At approximately 10:00 AM Sunday morning, Sheriff’s patrol units responded to numerous 911 calls of a fight in progress in the 17000 block of East Telegraph Road. When the units arrived they found an unidentified male deceased in the street. Witnesses reported seeing the fight and seeing the suspect running away on foot north on Ferris Lane. The investigation determined the suspect may have barricaded himself in a trailer in the 100 block of Ferris Lane. The Sheriff’s SWAT team was called to the scene, as well as negotiators and additional patrol resources to secure the area and locate the suspect. At about 3:00 PM, after hours of unsuccessful attempts to contact the suspect by the Tactical Negotiations Unit, SWAT made entry into a residence on Ferris Lane locating a subject who was deceased. This subject is also unidentified. At this time, the investigation is continuing. The identities of the victim and the second subject are not yet being released until the next of kin can been notified. At this time there is no indication that there are any other subjects involved. Ventura County Sheriff's Department On June 13, 2012, two pedestrians were struck by a vehicle while walking in the crosswalk southbound on Erbes Road crossing Olsen Road. The driver of the vehicle initially stopped, then left the scene prior to the arrival of emergency personnel. Both victims were transported to Los Robles Hospital for non-life threatening injuries. The driver involved is described as a Caucasian female, 35-45 yrs., with shoulder length brown hair. She was driving a newer, dark green Ford Expedition. The Thousand Oaks Traffic Bureau is asking for the public’s assistance in locating the driver and her vehicle. Ventura County Sheriff's Department On 5-29-2012, Ventura County Sheriff’s deputies responded to a call of an armed robbery in the 100 block of Orange Street, El Rio. An initial investigation found that at about 9:00 p.m., a male and female victim were standing in a driveway talking when a car drove up to them. The car was occupied by two male adults. Both male suspects, who were armed with handguns, got out of the car and confronted the victims. One of the suspects demanded money from the male victim and threatened to kill him. During the robbery, the female victim tried to run but was physically restrained by the second suspect. After obtaining money from one of the victims, the suspects fled the scene. The Sheriff’s Gang Unit took over the investigation and identified Valentino Zapien as one of the suspects. Zapien is a member of a criminal street gang and on parole for possession of a deadly weapon. Investigators also discovered he had an active warrant out for his arrest for violation of his parole terms. On 6-11-2012, Gang investigators obtained a search warrant for Zapien’s girlfriend’s house in the 2200 Block of Tiller avenue, Port Hueneme, based on information that Zapien frequently stayed at the location. On 6-13-2012, investigators from the Sheriff’s Gang Unit and Camarillo Special Enforcement Detail served the warrant at the Tiller Address. During the service of the search warrant, Zapien barricaded himself and his girlfriend in a bathroom within the residence. Zapien was armed with a handgun and refused to let his girlfriend go. Gang investigators negotiated with Zapien for several minutes before he surrendered peacefully. Zapien was arrested on charges that included, Armed Robbery, Kidnapping, Kidnapping for the purpose of Robbery, and Street Terrorism. He was booked into the Ventura County Main Jail where he remains held without bail. Gang investigators expect to make more arrests in the case. Nature of Incident: Arrest of Kidnap/Robbery suspect. Ventura County Sheriff's Department On 6/7/2012 the Moorpark Police Department, in conjunction with the Thousand Oaks Police Department and the Simi Valley Police Department, concluded a two-month investigation into Patrick Yarns of Granada Hills. Detectives became aware in April 2012, Patrick Yarns was entering Ventura County businesses in the cities of Moorpark, Thousand Oaks and Simi Valley and passing fictitious checks. The investigation revealed that Yarns, over the past several years, had passed numerous manufactured checks utilizing false account numbers, throughout Southern California. Yarns would buy items for a small dollar amount and then return the items for cash the following day. He did this at the same store, but in a different city. The victims included Kohl’s, Home Goods, Trader Joe’s, Orchard Supply Hardware and Marshall’s among others. The total loss is believed to be over one hundred thousand dollars. Yarns was arrested and is currently in custody in Ventura County Jail for 17 counts of burglary with a bail of $250,000. VENTURA, CA - District Attorney Gregory D. Totten announced today that Alex Compian, Jr., (DOB 5/3/88), of Oxnard, was convicted by a jury on June 7, 2012, of first degree murder. The jury also found true a special allegation that Compian personally used a firearm during the commission of the murder. The crime took place on December 24, 2009, in the city of Oxnard. The victim and Compian lived on the same street at the time of the murder. Following a verbal argument, Compain chased after the victim as the victim sought refuge behind a wooden gate to his own property. Compian approached the victim and fired three times, piercing through the wooden gate and striking the victim three times in the back. The victim was pronounced deceased at the crime scene. Sentencing on this matter is set for July 31, 2012, at 8:30 a.m. in courtroom 45. Compian faces a maximum sentence of 50 years to life in state prison. |

Ventura County Sheriff's Department Camarillo patrol deputies were dispatched to a reported theft in progress in the area of Golden Pond Drive and Picket Avenue, Camarillo. Witnesses watched as three male suspects entered unlocked vehicles, removed property and placed the property inside a vehicle the suspects had stolen from a nearby residence. Deputies arrived on scene just as the suspects were fleeing the area in the stolen vehicle. Deputies attempted to initiate a traffic stop, but were led on a short pursuit through local residential streets. In an attempt to elude pursuing deputies, the driver of the stolen vehicle left the roadway and drove through a local park and eventually through a metal gate that guarded the entrance to a vehicle storage yard. While in the storage yard, the driver of the stolen vehicle collided with a tree, which disabled the vehicle. Two of the male suspects fled over a brick wall into a wash area while the third suspect was unable to extricate himself from the damaged vehicle. The suspect in the vehicle was taken into custody immediately and a short time later a second suspect was located in the wash. The second suspect sustained moderate injuries from the collision and was admitted to a local hospital. Stolen property from several victims was found inside the stolen vehicle. Also recovered was a handgun which had been possessed by one of the suspects and discarded in the wash. None of the deputies involved in the pursuit were injured. The investigation continues. Ventura County Sheriff's Department On June 7, 2012, a Nissan pick-up truck traveling northbound in the 2300 block of Moorpark Road struck another vehicle at the intersection of Moorpark Road and Avenida De Los Flores. After the initial collision, the pick-up truck continued up the dirt embankment on the east side of Moorpark Road. It came to rest after shearing off a power pole. The two occupants sustained serious injuries and were transported to Los Robles Hospital for treatment. The driver was pronounced deceased shortly after arrival. Although it appears that speed is a contributing factor, the cause of the collision is under investigation by the Thousand Oaks Police Department Traffic Bureau. LOS ANGELES, CA - California Attorney General Kamala D. Harris today announced the arrest of two individuals in a $1.3 million Ponzi scheme that targeted Latino investors, many of whom were seniors. Edwin G. Salazar, 34, of Downey, CA and Michael Z. Zuniga, 41, of Fullerton, CA were arrested on 57 counts of elder abuse, grand theft and securities fraud. Salazar's bail was set at $100,000 and Zuniga's at $50,000. "The defendants defrauded investors with promises of guaranteed returns and even convinced some victims to re-finance their own homes in order to participate in the scheme," said Attorney General Harris. VENTURA, California – District Attorney Gregory D. Totten announced today that Joe Fidel Flores (DOB 4/23/80), of Santa Paula, was sentenced to life without the possibility of parole plus 30 years for the 2003 murder of Samuel Travis Reeves, age 15. A jury found Flores guilty on March 13, 2012, of first-degree murder and also found true the special circumstance allegation and other special allegations regarding the use of a gun, and that the murder was committed to further the activities of the “Bad Boyz” criminal street gang. Samuel Reeves had no association with any gang. On October 11, 2003, he and two of his brothers attended a party near Santa Paula. Flores was also at the party with a gun and several of his fellow gang members. A fight broke out and Flores joined the fight, shooting at near-contact range and killing the unarmed 15-year-old. |

Ventura County Sheriff's Department At about 11:35 p.m. on June 3, 2012, the Thousand Oaks Police Department received a call of a disturbance in the 600 block of Paseo Esmeralda. Upon the officers’ arrival, they discovered one man that had been severely beaten and another that had sustained a gunshot wound to his foot. Both victims were transported by ambulance to Los Robles Hospital with serious, but non-life threatening injuries. At this point, no suspects have been identified. The Thousand Oaks Police Department is requesting the public’s assistance in this case. Ventura County Sheriff's Department On 6-2-12, the Ventura County Sheriff’s Office conducted 58 compliance checks of registered sex offenders as part of the Sexual Assault Felony Enforcement (SAFE) grant. Section 290 of the California Penal Code requires persons convicted of specified sexual assault crimes to register with the agency where they reside. 45 of the 58 registered sex offenders were in compliance with their registration requirement. 13 of the registrants were not home or were at work and detectives will follow-up to determine if the registrants have moved or are out-of-compliance. During the compliance checks, no one was arrested. The Ventura County Sheriff’s Office will be conducting similar sweeps randomly throughout the county to verify registered sex offenders are living at their reported residence along with conducting probation and/or parole searches of registered sex offenders who are on probation and/or parole. Ventura County Sheriff's Department At 9 pm last night, the Ventura County Sheriff’s Office SWAT team arrested a barricaded subject at his residence after he had brandished a weapon at a female victim earlier in the evening. No one was injured as a result of the arrest. At one point during the event, the subject is believed to have fired a round inside the residence. The surrounding residences were temporarily evacuated. After McLaren was taken into custody, residents were allowed to return to their homes. A variety of Sheriff’s Office resources were utilized to resolve the situation, including the SWAT Team, Tactical Negotiations Unit, Air Unit, Bomb Team, K-9 and Patrol Services. Ventura County Sheriff's Department On May 29, 2012, an adult female was walking in the area of Walnut Creek and Arbor Hill Street, in Moorpark. She was approached from behind and pushed to the ground by an unknown male. The suspect sexually battered the victim by touching an intimate part of her body over her clothing. The suspect then fled the area. The victim described the suspect as a White or Hispanic Male, about 6 feet tall, between 25 and 35 years old, with a muscular build and brown hair. The suspect was wearing a blue shirt, blue shorts and white shoes. The suspect was possibly associated with a small off-white SUV with the first digit being 6. The public is reminded to be aware of their surroundings while walking or jogging. If possible, walk or jog with another person and never walk or jog with earphones. Anyone with information about this incident is requested to call the Ventura County Sheriff’s Office. Nature of Incident: Sexual Battery by Restraint Ventura County Crime Stoppers will pay up to $1,000 reward for information, which leads to the arrest and criminal complaint against the person(s) responsible for this crime.
