 Ventura County Sheriff's Department An armed domestic battery suspect surrendered after a standoff with Sheriff's S.W.A.T. Team and Tactical Negotiations Unit. The suspect, David Moles, was taken into custody without incident after it was reported he battered a female victim. Further investigation revealed that he made criminal threats to the victim. Sheriff's deputies searched the area along the 3300 block of Casitas Pass Rd. A Sheriff's helicopter located Moles in an off-road area. Deputies observed Moles holding a handgun. After several hours of negotiations, Moles surrendered to deputies. He was arrested for felony domestic battery and criminal threats and later booked into the Sheriff's Pre-Trial Detention Facility. A handgun was recovered at the location where Moles was taken into custody. Casitas Pass Rd. was closed in both directions by the California Highway Patrol for the duration of the incident. Ventura County Sheriff's Department Major Crimes detectives and Jail personnel are investigating an inmate death that occurred at the Pre-Trial Detention Facility in Ventura. The death appears to be from natural causes. There was no indication of violence or suspicious circumstances. On August 4, 2012, at approximately 10:20 p.m., during routine cell checks, deputies noticed the inmate not breathing. They entered the cell where they found the inmate unresponsive. Emergency aid was rendered by deputies. Ventura County Fire personnel and paramedics were summoned and performed advanced life saving support. The inmate was pronounced dead at the jail shortly thereafter. The cause of death is under investigation by the Sheriff’s Major Crimes Unit, pending an autopsy by the Medical Examiner. SACRAMENTO, CA – Attorney General Kamala D. Harris and El Dorado County District Attorney Vern Pierson today announced that a retired El Dorado County Deputy Sheriff was sentenced to five years in state prison for embezzling more than $300,000 over six years from the El Dorado County Deputy Sheriff’s Association. Donald Philip Atkinson, the former president of the El Dorado County Deputy Sheriff's Association (DSA), opened bank accounts in his name and submitted forged documents to the DSA to justify payments made to him and his companies. Much of the money was obtained through ATM withdrawals and checks payable to Atkinson, which made his actions difficult for auditors to trace. “This individual took advantage of his position within the organization by pocketing money that was not intended for personal use,” said Attorney General Harris. “The damage that he caused is widespread and his sentence reflects the seriousness of his crimes.” Atkinson was sentenced CONTINUED » |

SAN FRANCISCO, CA - Attorney General Kamala D. Harris announced today that California joined 29 other states in a $151 million settlement with one of the nation’s largest drug wholesalers to resolve allegations the company inflated the price of prescription drugs by as much as 25 percent, causing the states’ Medicaid programs to overpay millions of dollars in pharmacy reimbursements. California’s recovery of the settlement with San Francisco-based McKesson Corporation is $23,585,849. “In these difficult budget times, it is crucial that California’s scarce public resources support the urgent needs of our state,” said Attorney General Harris. “We cannot allow dollars meant for patients to be diverted to inflate corporate profits.” Today’s settlement resolves allegations that McKesson Corporation deliberately inflated the Average Wholesale Prices (AWPs) it reported to First Data Bank, a publisher of drug prices, causing California to overpay on branded prescription drugs from August 1, 2001 through December 31, 2009.  Santa Paula Police Department On Friday, July 27, 2012, at approximately 7:00 a.m. peace officers from local, state, and federal law enforcement agencies served multiple search warrants at several locations in relation to recent gang violence that has occurred within the City Santa Paula. SWAT Teams from the Santa Paula Police Department, Ventura County Sheriff's Department, Simi Valley Police Department, Oxnard Police Department, and Ventura Police Department participated in the service of the search warrants, as well as peace officers from the ATF, Department of Homeland Security, Glendale Police Department, Pismo Beach Police Department, Guadalupe Police Department, UC Santa Barbara Police Department, Port Hueneme Police Department, Lompoc Police Department, State Parole, and Investigators from the Office of the Ventura County District Attorney. Helicopters from the Ventura County Sheriff's Department and the Glendale Burbank-Pasadena regional Air Unit participated in this detail and provided enhanced safety for the ground officers. As a result of this collaborative effort, seven criminal street gang members and associates were arrested for various felony and misdemeanor violations relating to weapons, a firearm, and narcotics. All of those arrested are adult males, and residents of Santa Paula. The subjects were lodged at the Ventura County Jail pending a court appearance. Gang violence will not be tolerated within Santa Paula. Ventura County Sheriff's Department On July 28, 2012, at about 7:45 p.m., Santa Paula Police Department officers responded to a report of a subject brandishing a gun in the 1100 block of New Street. Shortly after the officers arrived, an exchange of gunfire occurred between the police and the suspect. The suspect suffered injuries and was pronounced deceased at the scene. A Santa Paula police officer was struck by gunfire but did not suffer any life threatening injuires. Nature of Incident: Santa Paula P.D. Ventura County Sheriff's Department On July 21, 2012, Thousand Oaks patrol deputies responded to a burglary that had just occurred on Bainbridge Court in Thousand Oaks. Upon arrival, deputies learned that a victim returned home to find two men burglarizing the residence. Both suspects attempted to flee, but the victim was able to detain one of the suspects until deputies arrived. This suspect was identified as Dillon Tunney. The second suspect, Leodis Wiley, initially fled the area, but was located a short time later. Both suspects were arrested for burglary. Detectives continued this investigation and conducted searches that led to the recovery of stolen property from similar crimes that occurred on Campus Drive and Laurelwood Drive in the City of Thousand Oaks, Calle Arroyo in the unincorporated area of Lynn Ranch, and Stockton Road in the unincorporated area of Moorpark. On July 24, 2012, Tunney and Wiley were arraigned in Ventura County Superior Court on felony burglary charges. Both remain in custody at the Ventura County Pre-Trial Detention Facility on $150,000.00 bail. VENTURA, CA - District Attorney Gregory D. Totten announced today that a jury has convicted Isaac Gil (DOB: 11/24/1989) of second degree murder for the June 14, 2008, killing of Andrew Singler. Gil, a member of the Non Stop Krew (NSK) criminal street gang, stabbed Mr. Singler during a high school graduation party. NSK gang members started a fight in the early morning hours of June 14, 2008, and began attacking partygoers. The victim was stabbed in near total darkness. Investigators methodically contacted reluctant witnesses and ultimately obtained a recorded confession from Gil. The jury further convicted Gil for committing an act of street terrorism. Sentencing is scheduled for June 30, 2012, at 1:30 p.m. in Department 27 of the Ventura County Superior Court. Gil faces 19 years to life in prison. |

Ventura County Sheriff's Department In the early morning hours, detectives from the Ventura County Sheriff’s Office, with the assistance of the Oxnard Police Department and the Ventura Police Department, served search warrants and conducted probation searches at eight different locations in the cities of Ventura and Oxnard. This operation was conducted in reference to the ongoing homicide investigation in the unincorporated community of Saticoy on 6-27-12. As a result of the operation, investigators seized ammunition, several guns, arrested two people for being under the influence of a controlled substance, and arrested one person for sales of a controlled substance. Investigators also seized various items of gang paraphernalia. The homicide investigation is ongoing. The names of the arrested subjects will not be released due to the nature of the investigation. Ventura County Sheriff's Department In July of 2011, the Ventura County Sheriff’s Office was awarded a $65,000.00 grant from the California Department of Alcohol Beverage Control (ABC). The primary goal of the grant was to reduce underage consumption of, and access to, alcohol. Funding from this grant was applied to all locations within the Sheriff’s Office’s patrol areas, which includes all unincorporated areas and the Cities of Ojai, Fillmore, Camarillo, Moorpark, and Thousand Oaks. The grant operational period ran over a one year period of time and concluded June 30, 2012. Ventura County Sheriff's Department This morning, at approximately 11:48 am, a bicyclist traveling in the bike lane eastbound on Avenida De Los Arboles, was struck by a vehicle also traveling eastbound on Avenida De Los Arboles. After the collision, the vehicle, a small, white pick up truck with ladders attached to the passenger side, did not stop and continued east on Avenida De Los Arboles toward Westlake Boulevard. The bicyclist was thrown from his bicycle and suffered unknown injuries. He was transported to Los Robles Hospital for treatment. Ventura County Sheriff's Department On 7/11/12, a 19-year-old male was arrested after he attempted to steal a Sheriff’s patrol car and for being under the influence of a controlled substance. At about 5:10 am, deputies responded to calls of a subject who was screaming in the area of Finrod Court and Evenstar Park in the Thousand Oaks area. The first deputy who arrived saw Cody Reiner (age 19) fully disrobed and walking through Evenstar Park yelling for unknown reasons. Reiner walked onto Bradbury Court where he was seen attempting to open the doors to parked vehicles. The deputy confronted Reiner who ran past him and attempted to get into the driver’s seat of the police car. Reiner continued to yell incoherently and eventually charged at the deputy. The deputy deployed his Taser causing Reiner to fall on the ground. Reiner continued to resist but was taken into custody by the responding deputies. District Attorney Gregory D. Totten announced today that on July 9, 2012, Oxnard resident Ulices Coria (DOB 09/03/1978) pled guilty to two felony counts of grand theft in violation of Penal Code section 487(a). Coria also admitted as true a special allegation that the value of the property taken exceeded $50,000 and the aggravated white collar crime enhancement. Coria and co-defendant Jesus Garcilazo (DOB 01/06/1984) (AKA Jesus Garcilazo Mendoza, AKA Jesus Mendoza Garcilazo, AKA Jesus Mendoza) were partners who formerly operated a business named U&J Investments in Oxnard, California. Coria and Garcilazo promised their victims double digit returns on their investment monies which were purportedly going into various types of real estate investments in California, Nevada, Arizona and Florida. In reality, none of the victims’ monies were placed in bona fide real estate investments and the victims’ total losses exceeded $100,000. Garcilazo has an active warrant for his arrest and his current whereabouts are unknown. Anyone with information regarding Garcilazo’s current location is asked to call the Ventura County District Attorney’s Office Real Estate Fraud Unit at (805) 662-1750. Under the terms of Coria’s plea agreement, he faces six months in jail, must pay full restitution to his victims and will be placed on formal felony probation for a term of five years. Oxnard, CA - The Oxnard Police Department and Ventura County District Attorney’s Office jointly announced today that the Superior Court approved their petition to remove 81 named individuals from the city’s two gang injunction lists. The individuals were removed from the gang injunction restrictions because they are no longer believed to be active gang members. This assessment was made by gang detectives from the Oxnard Police Department, and the petition and hearing was facilitated by the District Attorney’s Office. Oxnard’s gang injunctions were issued in 2005 and 2006 in an effort to address a high number of crimes committed by gang members in Oxnard. Oxnard’s gang injunctions apply to two gangs – the Colonia Chiques and Southside Chiques. Since 1992, the Colonia Chiques gang is believed to be responsible for more than 2,000 crimes in Oxnard. Ventura County Sheriff's Department Between January 2007 and December 2009, suspect Amber Workman was the Treasurer for the Ojai Eagle Youth Football Organization, which is a non-profit program. She was responsible for accounting of funds coming into the non-profit and funds being paid out for items and services which benefited the Organization. Workman had access to the non-profits bank checking account as a signer on the account. In 2010, the Ojai Eagles Youth Football Organization was notified by the State of California that their non-profit status was being suspended for failure to file tax returns from 2007 to 2009. The Ojai Eagle Youth Football Organization reviewed their bank statements from 2007 to 2009 and found that Workman obtained a debit card for the Organization’s bank account and began using the account for personal use. The Ojai Eagle Youth Football Organization contacted the Sheriff’s Office and requested an investigation into the possible embezzlement by Workman. After an extensive investigation by Ojai Detectives it was determined that Workman used the Ojai Eagles Youth Football Organization for personal use and embezzled between $35,000 to $49,000 beginning in 2007 and ending in 2009. Workman was arrested for PC 487(a) – Grand Theft – Embezzlement and booked into the Ventura County Jail. Ventura County Sheriff's Department On 06/26/12, at approximately 11:00 am, deputies from the Thousand Oaks Police Department responded to a residential burglary in progress in the 1400 block of Calle Tulipan. Upon arrival, deputies discovered a female occupant of the residence was home alone when she heard a knock on the front door. The female looked out her bedroom window and did not recognize the suspects knocking on the door so she did not answer the door. A few moments later, the female heard the front door open and two suspects enter the residence. The female locked herself inside her bedroom and called 911. The suspects began ransacking the house and collecting items to steal. Deputies quickly arrived on scene, at which time the suspects fled out the back door and into a drainage ditch behind the residence. A perimeter was established, however the suspects were not located. The Ventura County and Los Angeles County areas have seen a recent increase in residential burglaries. Suspects will sometimes knock on doors to see if anyone is home before breaking in. They will even pose as solicitors in an effort to appear to have legitimate business. The Thousand Oaks Police Department would like to encourage citizens to always lock their doors and windows when not at home. Ventura County Sheriff's Department On June 28, 2012 at approximately 1:30 PM, deputies from the Thousand Oaks Police Department responded to a threats call in the 4900 block of Via Mesita. They initiated an investigation that led them to contacting Arun Padhi outside of his residence. Padhi immediately became aggressive and uncooperative with the deputies. Padhi went back to his house and eventually sat down on a chair outside and next to his garage. When the deputies attempted to re-contact Padhi, he picked up a double-barreled sawed off shotgun and pointed it at them. The deputies drew their handguns while moving to a safer location while commanding Padhi to drop his weapon. Padhi complied with deputies’ directions to drop the shotgun. Padhi was taken into custody and booked into the Ventura County Sheriff’s Office Pre-Trial Detention Facility in Ventura for assault with a deadly weapon on a peace officer. Detectives from the East County Investigation Bureau responded to the scene and took over the investigation. A search warrant was obtained for Padhi’s residence, which led to the seizure of several more firearms and evidence related to the crime. Padhi’s bail has been set at $250,000.00 dollars pending his arraignment in Ventura County Superior Court. Nature of Incident: Assault with a deadly weapon on a peace officer. Santa Paula Police Department On Sunday, July 1st, 2012, at approximately 9:02 p.m. Santa Paula Police Officers responded to a call of a fight in progress in the area of the 700 blk. of W. Harvard Blvd. Upon arrival at the location, officers located a victim who had been physically assaulted and stabbed multiple times. The victim was transported by ambulance to the Ventura County Medical Center for treatment of injuries, and is expected to survive. The identity of the victim will not be released at this time due to an active and ongoing investigation. Santa Paula Police Detectives were called to the scene to further investigate the incident. Patrol officers arrested one suspect involved in the incident however, the suspect is a juvenile, therefore the identity of the suspect will not be released. The juvenile was lodged at the Ventura County Juvenile Hall on suspicion of attempted murder and numerous other charges.
