 Cal Fire Nearly 8,300 firefighters continue making steady progress containing the existing wildfires in northern California. There are still 7 uncontained large fires in California. Overnight the US Forest Service contained the 93,071 Barry Point Fire that was burning on the Oregon & California (Modoc County) border. Resources and personnel have been mobilized from throughout the state to assist with attacking new fires or if rapid growth occurs on existing fires due to the predicted weather. Coordination continues between Federal, State and Local fire agencies to assist with existing fires and to respond to any new incidents. The National Weather Service has issued a Red Flag Warning for northern and central California through tomorrow morning. Gusty winds of over 40 mph and very low relative humidity will combine creating critical fire weather conditions for a large portion of the state. Statewide the temperatures will increase today with a slight cool down predicted by the end of the week. The predicted weather conditions through Wednesday have the potential to significantly impact existing fires that are not 100% controlled or contained as well as any new fires that start. The Fire danger in northern and central California will remain elevated over the next few days. During Red Flag Warnings and periods of high fire danger, CAL FIRE asks that residents living or recreating in or near the wildlands use extreme caution to avoid starting a new fire. SACRAMENTO, CA Attorney General Kamala D. Harris today announced a bill to combat blight was signed into law by Governor Edmund G.  Ventura County Sheriff's Department On August 25th, 2012 the Thousand Oaks Police Department held a DUI / Drivers License checkpoint in support of the “Drive Sober or Get Pulled Over” campaign. Initially the checkpoint was set up for eastbound traffic on Hillcrest Drive at Avenida del Platino. At around midnight the checkpoint was moved and set up for northbound traffic on Moorpark Road south of Janss Road. In addition to the deputies working the checkpoint, motorcycle deputies were assigned to the streets in and around the checkpoint for additional enforcement. Deputies contacted 643 drivers, conducted 16 DUI investigations and issued 24 tickets for various vehicle code violations. Two drivers were found to be driving under the influence of alcohol and were arrested at the checkpoint. Five drivers were issued citations for not having a valid driver’s license and three drivers were issued citations for driving while their license was suspended. A total of seven cars were towed for license violations or DUI. This operation was funded through a grant from the California Office of Traffic Safety (OTS) through the National Highway Transportation Safety Administration (NHTSA). SACRAMENTO, CA - Attorney General Kamala D. Harris today announced a $323.67 million settlement with a Los Angeles-based health maintenance organization over excess Medi-Cal and Medicare payments. The settlement with SCAN Health Plan, Senior Care Action Network, and Scan Group (collectively known as SCAN), which provides health care and support services in Southern California to the elderly and disabled, constitutes the largest Medi-Cal recovery in the state’s history. “Californians have lost millions of dollars that should have been going toward the health care of our most vulnerable citizens,” said Attorney General Harris. “This settlement will bring a significant amount of those funds back to the state when it is dearly needed, and I commend all of those involved in this action.” The matter was initially investigated by the State Controller's Office. Ventura County Sheriff's Department On July 15, 2012, at approximately 7:30 p.m., Camarillo patrol deputies responded to a report of a stabbing that had just occurred in the 2700 block of Barry Street in the city of Camarillo. Upon arrival, deputies located the victim, 20 year old Andres Juache. Deputies determined Juache sustained several stab wounds during a gang related physical altercation with an unidentified male suspect. Investigators assigned to the Camarillo Special Enforcement Detail were summoned to the scene and took over the remainder of the investigation. As this lengthy investigation progressed, 30 year old Rene Ray Cervantez was identified as the suspect in this case. On August 23, 2012, the Camarillo Special Enforcement Detail followed up with a search warrant service in the 1000 block of Simon Way, El Rio. Based on the evidence obtained throughout this investigation, Cervantez was arrested in the city of Camarillo on August 25, 2012. He was booked into the Ventura County Main Jail for assault with a deadly weapon and street terrorism. Cervantez’ bail was set at $150,000. Cal Fire Nearly 7,700 firefighters continue to battle the 8 major wildfires still burning in northern California. Last night firefighters contained the 650 acre Antelope Fire on the Modoc National Forest, while firefighters on the Ponderosa Fire are expecting full containment Monday morning. Today, gusty winds will surface across northern California and are expected to continue to be strong through Tuesday. The strongest winds today will be in far northeastern part of the state, where gusts could reach 25-30 mph. The winds have the potential to continue to spread the current fires or cause spot fires to occur over perimeter lines. The National Weather Service has issued a Red Flag Warning due to the gusty winds and dry conditions. Fire danger in northern California will be elevated even high over the next couple day. During Red Flag Warnings CAL FIRE asks that residents avoid using powered equipment for mowing or weed eating on dry grass since a simple spark from a mower blade can spark a wildfire. Ventura County Sheriff's Department An on duty Camarillo Police Detective and a 49 year old Somis resident, were victims of a hit and run accident early this morning. Detective Julie Novak was travelling westbound through the intersection of Adolfo and Flynn Roads in an unmarked police vehicle, when her vehicle was struck by a gold Honda Odyssey van. The van was travelling southbound through the intersection when the collision occurred. After colliding with Detective Novak’s vehicle, the van then struck a vehicle driven by Thomas Cogswell. Cogswell was in the eastbound lane of Adolfo Road when his vehicle was struck. The van fled the scene and was later located to the rear of 743 Flynn Road. The Camarillo Police Traffic Bureau is investigating the possibility that the driver of the van may have failed to stop for a red signal. Detective Novak suffered moderate injuries and was transported to a local hospital. Mr. Cogswell was not injured as a result of the collision. The driver of the van, Mariel Recendiz, was arrested for Felony hit and run driving, and driving on a suspended license. Recendiz, who suffered no injuries, was booked into the Pre-Trial Detention Facility, in Ventura. Cal Fire Yesterday’s winds in northern California added to the challenges firefighters have been facing in containing the current fires. Gusts of 25 miles per hour were experienced in many areas. As of this morning nearly 8,000 firefighters continue to battle the dozen fires that are being fueled by the dry conditions. While northern California has seen most of the fire activity this week, the potential for lightning today is high in parts of Southern California. A Red Flag Warning is in effect today for dry lightning in the Mountains, Valleys and Deserts of Los Angeles, Ventura and Santa Barbara counties as well as the Kern County mountains. Ventura County Sheriff's Department Jerry Bohannon was reported missing by Sheriff’s detectives in February 2012. There were few leads to work with during the initial missing person report. During the subsequent 7-month investigation, detectives from the Ventura Police Department assisted Sheriff’s detectives interviewing numerous people living in and working around the Ventura River area. On August 9, Bohannon’s body was found in the riverbed during a search. Based on their investigation, detectives believed it was likely Bohannon met with foul play. The search of the Ventura River area was conducted utilizing Sheriff’s Search and Rescue, Search and Rescue cadaver dogs, Homicide detectives, and Sheriff’s patrol deputies. Bohannon’s body was located in a shallow grave by Search and Rescue team members. The body was exhumed with the assistance of Forensic Scientists from the Ventura County Sheriff’s Crime Lab. Ventura County Medical Examiners also responded and determined, after an autopsy, that Bohannon was the victim of a homicide. Sheriff’s Homicide is continuing the investigation. Cal Fire California firefighters continue to battle over a dozen wildfires across the state. Over 9,000 CAL FIRE, local and federal firefighters are on the frontlines working to extinguish the fires, as they continue to threaten thousands of homes. CAL FIRE has seen a large increase in fire activity this year, with nearly 1,400 more wildfires than last year for the same time period. In northern California a cooling trend will occur, returning temperatures to seasonal normal, but afternoon winds will begin to pick up with gusts of 25-35 mph. The gusty winds will pose a challenge for firefighters, as they work towards containment of the current fires. Today is expected to be the windiest day of the week. In Southern California the fire danger is elevated in the Western Mountains above Los Angeles County due to scattered thunderstorms with possible dry lightning. Ventura County Sheriff's Department At about 10:00 p.m. on August 13, 2012, several suspects confronted a single adult victim in the 300 block of Sarah Avenue. At least one of the suspects shot at the victim, narrowly missing him. Several of the bullets entered a residence, placing several other people in jeopardy. Fortunately, the intended victim was able to escape and nobody was injured. Early information led investigators to believe this was a gang related crime. This initiated an investigation involving the Moorpark Police Department and several specialized units within the Ventura County Sheriff’s Office. At about 5:30 a.m. on August 16, 2012, the Sheriff’s Special Weapons and Tactics (SWAT) team, along with investigators from the Moorpark Police Department, East County Major Crimes Unit, West County Gang Unit and the Thousand Oaks Special Enforcement Unit, served a search warrant in the 400 block of Sherman Avenue. In addition, personnel from these units conducted several searches of probationers at other locations in the Moorpark area. This investigation led to the identification of Oscar Magdaleno as one of the suspects in this crime. At about 10:18 a.m. on August 16, 2012, sheriff’s deputies located Magdaleno near the 500 block of Los Angeles Avenue in Moorpark. Magdaleno attempted to flee from deputies, but was captured a short time later. Magdaleno was arrested for attempt murder and resisting arrest. He was booked into the East County Jail on $500,000.00 bail. He is scheduled for arraignment in Ventura County Superior Court on Monday, August 20, 2012. This investigation is continuing. They’ll trade in their handcuffs and badges for menus and serving trays to assist servers at Bogart’s Bar and Grill in Thousand Oaks on Thursday, August 23, from 5:00 p.m. to 9:00 p.m. Sheriff’s professional staff and volunteers will also be on hand to assist deputies in support of the event. The public is invited to enjoy a great meal and then “tip-a-cop.” Donations in the form of tips will benefit Ventura County Special Olympics. All tips are tax-deductible. There will be police vehicle displays, free giveaways for kids, McGruff the Crime Dog, and the Sheriff’s K-9’s. Ventura County Special Olympics offers training and competition opportunities in 10 different year-round sports to people with intellectual disabilities at over 20 different training sites throughout Ventura County. This program not only provides physical fitness from participating in athletic competitions, but also encourages social interaction and community involvement. Special Olympics athletes will be working with deputies as they serve customers at Tip-A-Cop. Tip-A-Cop events are one of the main fundraisers for the Law Enforcement Torch Run. The Torch Run is part of a year-round, grassroots fundraising campaign by law enforcement agencies to benefit their local Special Olympics programs. Ventura County Sheriff's Department On 8/10/12, the sheriff’s office concluded a month-long narcotics investigation into a drug dealer operating in the city of Moorpark. On this date, detectives with the East County Narcotics Team and the Moorpark Police Special Enforcement Detail arrested Miles Coughlin at a shopping center located at the intersection of Tierra Rejada and Spring Roads. Coughlin was arrested without incident and found in possession of prescription medication for sale. Evidence was located in Coughlin’s possession indicating that he was illegally selling the medication. This was Coughlin’s second arrest for possession of drugs for sale within the last few months. During Coughlin’s arrest, detectives found a minor child in the vehicle. It was determined the minor was not involved in the illegal sales and was released to a guardian. Because of the potential dangerous situation involved in illegal drug dealing, Coughlin was also arrested for child endangerment. Coughlin was booked at the East County Sheriff’s Jail with bail set at $20,000.00. He is due to be arraigned on 8/14/12.  Santa Paula Police Department On 07-28-12 at approximately 7:40PM, Santa Paula Police received a call of a family disturbance in the 1100 Block of New St. Santa Paula. The caller stated that the disturbing party identified as Edgar Garcia 25 years, Santa Paula, was armed with a handgun. This was the second call at this address on this day regarding the disturbing party brandishing a handgun and threatening other family members. When Officers responded the first time, the disturbing party had left the location. When Officers arrived at the location the second time, they saw Garcia fleeing inside the garage and into the residence. As the Officers approached the garage area, Garcia suddenly appeared from within the residence and fired at the Officers striking Reserve Officer Chad Peplinski. Reserve Officer Peplinski a four year Reserve veteran suffered no life threatening injuries. Garcia then fled inside the residence and to the rear yard area where Officer Hector Ramirez was confronted by Garcia. Garcia brandished a handgun at Officer Ramirez, who then fired at Garcia striking and injuring Garcia. Garcia was later pronounced deceased at the scene. Officer Hector Ramirez is a 12 year veteran officer with Santa Paula Police. At the request of Santa Paula Police, the Ventura County Sheriff's Department Major Crimes Unit and the Professional Standards Bureau were called in to assist Santa Paula Police in conducting the investigation. The investigation is continuing and both Officer Ramirez and Reserve Officer Peplinski have since been cleared to return to duty as of last week. Ismael Cordero |

Ventura County Sheriff's Department On August 5, 2012 at approximately 8:53 AM, the Camarillo Police Department, Ventura County Fire Department, and American Medical Response (AMR) responded to the area of Las Posas Road and Carmen Drive for a non-injury traffic collision (vehicle vs. tree). Upon arrival, emergency personnel found a 2008 Toyota Highlander had impacted a tree and the driver, Gabe Neujahr was still seated behind the wheel. Prior to this collision, a witness telephoned our dispatch center while following Neujahr for approximately ¾ of a mile, as he drove eastbound on Las Posas Road from the area of Calle La Cumbre at a high rate of speed, weaving, then hitting the curb as he approached the intersection of Carmen Drive. As he attempted to negotiate a right turn onto Carmen Drive, he again collided with a curb, drove onto the sidewalk (near a pedestrian) and hit a concrete block wall, electrical underground vault vent, sideswiped a tree then drove back onto the roadway. Neujahr continued driving southbound on Carmen Drive in the northbound lanes for approximately 600ft, then drove across an opening in the center median, back into the southbound lanes, then collided into the west curb of Carmen Drive, driving onto the sidewalk and impacting the tree where he was found by EMS personnel. Neujahr sustained no injuries and luckily no other motorist or pedestrians were struck. After an investigation, Neujahr was subsequently arrested for driving under the influence of prescription medications and was transported to Ventura County Sheriff’s main Jail in Ventura where he was booked for DUI. Evidence was collected and toxicology results are pending. The collision is still under investigation. Ventura County Sheriff's Department For several months, Ventura Sheriff’s Narcotics Investigators have received continuous reports of narcotics sales and use at a residence in the 100 Block of North Ventura Avenue, outside the community of Oak View. Through their investigation, detectives learned that Daniel McInerney, a resident of the address, was selling methamphetamine. On August 2, 2012, a Search Warrant was served at the residence. Sheriff’s Narcotics Detectives were assisted by the Ojai Sheriff’s Patrol Station Detectives and Patrol personnel, the Sheriff’s K9 Unit, the California Highway Patrol, and the Ventura County District Attorney’s Office. Subsequent to evidence found at the residence, the above listed subjects were arrested for narcotics related offenses including; possession of methamphetamine, maintaining a place where narcotics are used, under the influence of a controlled substance, and possession of narcotic paraphernalia. VENTURA, CA - District Attorney Gregory D. Totten announced today that Joe Richard Maldonado (DOB 1-1-83), of Oxnard, was sentenced by Ventura County Superior Court Judge Brian Back to 104 years to life in prison. A jury convicted Maldonado of 43 felony counts of sexual assault involving minors, including lewd acts upon a child under the age of 14, sodomy with a child under the age of 14, oral copulation of an unconscious person, oral copulation of a person under 16, and various luring charges. At jury trial, six male victims testified. Two of the victims met Maldonado when they were enrolled in his mother’s daycare business, which was based in her home. The victims remained in this daycare program from the age of 6 until 12, and considered Maldonado to be an older brother to them. Maldonado engaged in separate lewd acts with each child, including oral copulation. These acts continued as the victims aged, and in the case of one victim, the acts progressed to sodomy. The remaining four victims were friends of Maldonado’s younger brother. Maldonado befriended the victims and provided alcohol and access to pornography. Maldonado would ask the victims to engage in dares and sex acts in exchange for money or other items. This behavior progressed to oral copulation and sodomy. In 2010, one of the victims stayed the night at Maldonado’s family home and awoke to find Maldonado sexually assaulting him. This victim left the residence and contacted the police. DNA and trace evidence analysis were utilized in the investigation of this matter. |
