 Ventura County Sheriff's Department After nearly five years as the chief of police of Moorpark, Captain Ron Nelson is moving to another assignment within the Sheriff’s Office beginning in January 2013. Ron has not just been the chief of police of Moorpark. His hard work and dedication have been woven into the very fabric of the city itself. Over the span of his career, Ron has left an indelible mark on the city. He began working as a patrol deputy assigned to Moorpark in 1989, and worked there for four years before being assigned as a detective in the city. After working for several years as a detective and patrol supervisor, Ron returned again as the administrative sergeant for two years. Ron was also a resident of Moorpark for many years, so he has developed a personal connection with the city. As the chief of police, Ron has helped steer Moorpark to an overall drop in crime of 34% in the past five years. He has strengthened partnerships with the community and increased the Volunteers in Policing program. When Ron began his tenure as chief of police, the biggest complaint he received from residents was about graffiti. In 2007, there were 212 reports of graffiti in the city. So far in 2012, there have been 43 reports of graffiti, thanks to an anti-graffiti program he helped develop. Mayor Janice Parvin, while saddened to see Ron move on, expressed her appreciation for all that’s been accomplished through his leadership. She noted he was recognized as Public Servant of the Year in 2010 by the Moorpark Chamber of Commerce. Mayor Parvin especially enjoyed that Captain Nelson had really immersed himself in the community. He attended almost every community event to support and help out even when his attendance as chief of police didn’t require it. She noted that Ron is the kind of person that is always there to serve the community. Ron leaves behind some very big shoes to fill, and selecting the right person to be chief of police has not been an easy one. After considering qualified candidates recommended by Sheriff Dean, City Manager Steve Kueny has selected Captain Steve Wade. Captain Wade has more than 33 years of dedicated service with the Ventura County Sheriff’s Office, and Steve will bring tremendous operational experience to the city. Steve currently manages the Investigations Bureau at the East County Sheriff’s Station, as well as the Special Enforcement Unit assigned to the city of Thousand Oaks. Steve has a diverse law enforcement background in a variety of disciplines from tactical operations to strategic planning. He has many years of SWAT and K-9 experience, as well as managing the Sheriff’s Headquarters Patrol Station and the Pre-Trial Detention Facility, where he managed hundreds of personnel and multi-million-dollar budgets. Steve has collaborated with many private and public organizations to enhance the delivery of law enforcement services to communities throughout Ventura County. The transition will take place during the next two months, with Captain Steve Wade assuming the responsibilities of chief of police sometime in January 2013. Ventura County Sheriff's Department On November 8, 2012, at 12:26 PM, Moorpark patrol deputies responded to a call of a theft that had just occurred in the 4300 block of Lantern Lane in the City of Moorpark. Jonathon Dixon had been going door to door in the residential neighborhood selling cleaning products when he stole mail near the front door of a home. Deputies detained Dixon nearby on Laurelhurst Road and recovered the stolen mail. He was arrested for theft and booked at the East County Jail. The quick response and arrest of Mr. Dixon, along with the recovery of the stolen mail, would not have been possible without the help of alert residents in the area who noticed the suspicious behavior. In addition to the theft crime, it was discovered that Mr. Dixon and several others were soliciting door to door without the proper City “Solicitor’s Permit.” Commercial solicitors going door to door in the City of Moorpark are required to have a “Solicitors Permit,” which can be obtained at Moorpark City Hall. The solicitor’s permit must be worn on the outer most garment, and clearly indicates that it was issued by the City of Moorpark. Residents are reminded to be careful when dealing with door-to-door solicitors, and to call law enforcement if they believe the solicitors are selling without the proper permits, or may be involved in other criminal activity. The fact a solicitor has a permit does not mean the solicitor may not have criminal intentions, but it does aid law enforcement in the event crimes occur.  Delgado, Andrew - Camarillo Heights - 18 years old Nature of Incident: Report Number: Arrest of Suspect for Cruelty of Animals / Dog Arson Case 12-24101 Location: Date & Time: Unit Responsible: An 18-year-old Camarillo Heights resident was arrested Thursday for arson and animal cruelty after investigators determined he was responsible for deliberately setting fire to a dog on Oct. 27, 2012. The suspect, Andrew Delgado, had doused his family’s three-year-old Basset hound, Buddy, with lighter fluid and ignited the dog in a ravine near his home. The dog later died as a result of severe burns he suffered during the incident. Initial responding deputies, detectives, and the Ventura County Fire Department’s arson investigator conducted a thorough investigation in this case. After extensive interviews with witnesses and analysis of evidence collected at the scene, investigators identified Delgado as the suspect. Sheriff’s deputies arrested Delgado at his home Thursday. Investigators interviewed him and he admitted he was responsible for committing the crime. Delgado did not say why he burned his family’s dog, but said he was under the influence of drugs at the time. Delgado was booked at the Pre-Trial Detention Facility in Ventura with bail set at $35,000. Ventura County Sheriff's Department On October 23, 2012, a victim hired Flat Rate Movers, based out of Atlanta, Georgia, to move property from the victim’s former residence in Georgia to the victim’s new residence in Thousand Oaks, California. After the company took possession of the victim’s property, company personnel notified the victim of a delay in the transportation of her property and thousands of dollars in additional charges that had not been included in the original contract. Fearing she would not receive her property, the victim paid the additional money. On November 4, 2012, a driver for Flat Rate Movers, (S) Jack Romanski, spoke with the victim by telephone. Romanski advised that several thousand more dollars were required or he would not deliver the victim’s property. Romanski told the victim that failure to pay the money would result in the victim never seeing the property again. He also warned the victim not to call the police. Investigation also led to the discovery that Flat Rate Movers LLC has a long history of customer complaints. On November 4, 2012, Thousand Oaks Police Officers located Romanski and arrested him. The victim’s property was also recovered. On November 6, 2012, Romanski was arraigned in Ventura County Superior Court on one felony count of extortion. He remains in custody at the Ventura County Pre-Trial Detention Facility on $10,000.00 bail. Ventura County Sheriff's Department On November 5, 2012, at about 3:30 p.m. deputies from the Moorpark Patrol Station and officers from the California Highway Patrol responded to the area of Los Angeles Ave (S/R 118) and Grimes Canyon Road for a reported stabbing. Once on scene, officers discovered a 43 year old male with a stab wound to the chest. The suspected stabber, Paul Corona, was contacted at the scene and arrested for assault with a deadly weapon. The victim was transported to a local hospital where he underwent surgery for his wound. The victim and suspect apparently fought over a road rage incident. Information at the scene indicated a female in an older dark sedan may have witnessed all or part of the fight / stabbing. The Ventura County Sheriff's Office is looking for this woman or any other persons who may have witnessed the fight / stabbing. Ventura County Sheriff's Department During the early morning hours, investigators from the Sheriff’s Gang Unit, Sheriff’s Major Crimes Bureau, Sheriff’s Narcotics Unit, Sheriff’s Intelligence Unit, Thousand Oaks Police Department, Moorpark Police Department, and Fillmore Police Department served simultaneous search warrants at various locations in Oxnard regarding on open gang investigation. Evidence and information gathered from these search warrants will be used to further this investigation. As a result of these warrants, investigators made several arrests for unrelated crimes. Investigators arrested Rudy Garcia for being under the influence of a controlled substance and possession of drug paraphernalia. Investigators arrested Oscar Puga for possession for sales of marijuana. Investigators arrested Albanely Garcia for possession of over 1 ounce of marijuana and arrested Henry Najera for illegal gun transfer/possession and child endangerment. Ventura County Sheriff's Department A man was killed Friday morning when he was pulled into an auger after his shirt got caught and wrapped around the machinery. The 30-year-old Oxnard resident was pronounced dead at the scene by paramedics. The accident took place in an agricultural field just outside the city limits of Santa Paula off of Peck Road. Several workers were using a tractor with the auger on the back to dig post holes along the edge of a field of row crops when the accident occurred. Ventura County Sheriff's Department Investigators assigned to the Camarillo Special Enforcement Detail recently received reports of a subject selling marijuana in the 700 block of Mobil Avenue, Camarillo. An investigation into this matter resulted in the identification of Camarillo resident Tyler Dornbos as the suspect in this case. On November 03, 2012, a search warrant was served at Dornbos’ apartment located at 750 Mobil Avenue in Camarillo. The search resulted in the seizure of over 4 ounces of marijuana along with other evidence consistent with marijuana sales. Additionally, investigators later determined Dornbos knowingly furnished marijuana to a minor. Dornbos was arrested and booked at the Ventura County Pre-Trial Detention Facility for furnishing marijuana to a minor and contributing to the delinquency of a minor. He remains in custody in lieu of $50,000 bail. Ventura County Sheriff's Department The Thousand Oaks Police Department’s Traffic Bureau is investigating a fatal traffic collision that occurred at the intersection of Westlake Boulevard and Bay Drive. Christian Eitelbach was riding his motorcycle northbound on Westlake Boulevard approaching the intersection at Bay Drive. Cindy Nah was driving her car southbound on Westlake Boulevard attempting to make a left turn onto Bay Drive. As Nah was making her left turn, Eitelbach entered the intersection and collided into the passenger side of Nah’s car. Eitelbach and Nah were both treated at the scene, and then transported by ambulance to Los Robles Hospital. Shortly after arrival at the hospital, Eitelbach was pronounced deceased due to injuries he sustained during the collision. Nah was treated for minor injuries. The cause of the accident is still being investigated. Witnesses also reported that another motorcycle rider was traveling northbound on Westlake Boulevard in the area of the collision and may have witnessed this collision. Ventura County Sheriff's Department At about 11:50 a.m. on October 29, 2012, the Moorpark Police Department received a call of a robbery that occurred in the parking lot of 11 W. Moorpark Avenue. A single Hispanic male suspect brandished a handgun and demanded the victim’s money. A scuffle ensued over property before the suspect fled the scene with a female in a light colored sport utility vehicle. The suspect is described as about a 45 to 55 year old Hispanic male with black hair, about 5’6” tall and 200 pounds. At about 8:40 p.m on October 30, 2012, the Moorpark Police Department received another call of a robbery at 75 East High Street. Two Hispanic males confronted a single male victim in the rear parking lot of Corrigans. One of the suspects brandished a handgun and demanded the victim’s money. The suspects obtained property from the victim and fled the scene in a light colored sport utility vehicle. The first suspect is described as about a 20 to 30 year old Hispanic male with black hair, about 5’5” tall and a slender build. The second suspect is described as an 18 to 20 year old Hispanic male with a shaved head, about 6’2” tall and 220 pounds. Fortunately, nobody was injured in either of these incidents. Ventura County Sheriff's Department A three-year-old basset hound has died of injuries suffered early Saturday morning, when someone had poured lighter fluid on the animal and set it aflame in a ravine just outside the Camarillo city limit. A neighbor saw a small fire in the ravine and contacted the Ventura County Fire Department. When firefighters arrived on scene to extinguish the fire, they found Buddy suffering from severe burns. Arson investigators from the Ventura County Fire Department, as well as from the Ventura County Sheriff’s Office Bomb/Arson Unit initiated an investigation to determine who was responsible for this crime. Investigators collected evidence from the scene and interviewed Buddy’s owner. No arrests have been made, and the investigation is continuing. Ventura County Sheriff's Department Three unidentified men confronted a woman at gunpoint inside her residence Tuesday morning during a home invasion robbery. The victim’s husband had left for work just minutes before the suspects entered the home and confronted the woman, who was home alone. The suspects wore ski masks and hooded sweatshirts. At least one of the men displayed a handgun during the robbery. The men left with jewelry and cash after tying up the victim. The woman was able to free herself after several minutes and call 9-1-1. The victim was not injured during the robbery, and there is little known about the suspects at this time. They were described as black males, with no further details given, other than they drove away in a sedan in an unknown direction. Ventura County Sheriff's Department On October 25, 2012, at approximately 3:03 PM, the Camarillo Police Department and Ventura County Fire Department responded to the area of Gitana Ave. and Camarillo Springs Rd. to an injury traffic accident. Initial reports were that a vehicle had struck a pedestrian. Upon investigation, it was determined by deputies that Frank Gallodoro was backing his 2003 Honda Accord out of the driveway of a private residence. The pedestrian, Susan Norman was behind the vehicle and was accidently hit. After striking Norman, the vehicle continued to travel, in reverse, and struck the carport area of a residence across the street. As the vehicle continued to reverse, it struck and severed the gas line of the other residence. Ventura County Fire Department personnel were able to turn off the gas upon their arrival and no evacuations were needed. Norman was transported to Los Robles Regional Medical Center for injuries suffered to her legs. Gallodoro was not injured in the accident. Ventura County Sheriff's Department On 10-24-2012, narcotic detectives with the Ventura County Sheriff's Office concluded an investigation reference a possible illegal marijuana operation in the 20 block of West Sidlee Street in the city of Thousand Oaks. Detectives received the information from the Thousand Oaks Police Community Oriented Policing and Problem Solving Unit, "COPPS," of the possible illegal operation. After some investigation, narcotic detectives obtained a search warrant for the residence. During the service of the search warrant, detectives contacted Jeffrey Ruthenbeck, a resident. Inside the house, detectives located over 30 lbs. of dried marijuana, small quantity of methamphetamine, heroin, and dried Psilocybin mushrooms. Some of the dried marijuana found inside the residence was packaged for sales. Detectives also located several large marijuana plants that were being cultivated in the backyard. While detectives where inside the residence conducting the search, a male subject identified as David Staggs arrived at the front door. After speaking with the subject, detectives determined Staggs had provided a false name and was in possession of just under one ounce of methamphetamine and possessed it for sales. Ruthenbeck was arrested for cultivation of marijuana, possession of marijuana for sale, and possession for sale of a controlled substance. Staggs was arrested for giving false information to a peace officer and possession for sales of a controlled substance. Both were booked into the county jail and are pending arraignment scheduled for 10/26/2012, at 1:30PM, or the posting of bail. SACRAMENTO, CA - Attorney General Kamala D. Harris today announced the arrest of two individuals each charged with 14 counts of forgery or counterfeiting of government identification cards and conspiracy. The two individuals operated in a counterfeit identification ring that sold federal immigration documents (green cards), California identification cards and driver’s licenses, social security cards and passports. Laurel Velasquez, 30, and Pedro Izehuatl, 45, of Sacramento were arrested on Wednesday after a four-month investigation by the California Department of Justice eCrime Unit and Special Crimes Unit. During the undercover operation, Velasquez and Izehuatl sold California Department of Justice Special Agents counterfeit driver’s licenses, green cards and a social security card. In July 2012, the California Department of Justice received information about a potential counterfeit identification document ring and initiated an investigation which resulted in the identification of Laurel Velasquez as a seller of counterfeit items. Special agents subsequently conducted undercover operations from July to October 2012, during which they purchased dozens of counterfeit federal green cards, California driver’s licenses and a social security card from Velasquez for $100 each. Ventura County Sheriff's Department An armored van was stolen Friday morning during a brazen mid-morning theft in front of a Thousand Oaks office building. Two employees of La Federal Armored Services, Incorporated parked the armored vehicle in front of the offices of the Conejo Valley Unified School District on Janss Road. Deputies were on scene quickly and began searching the surrounding area for the stolen vehicle. The search included K-9’s and a sheriff’s helicopter as well as notifications to surrounding law enforcement agencies. Deputies located the abandoned armored van on a residential street within ½ mile of Janss Road. The investigation is continuing and investigators are attempting to determine who was responsible for the crime and how much money was missing from the van. Anyone who was in the area of 1400 E. They will trade in their handcuffs and badges for menus and serving trays to assist servers at Wood Ranch BBQ and Grill in Moorpark on Thursday, November 01, 2012, from 5:00 P.M. to 9:30 P.M. Sheriff’s professional staff and volunteers will also be on hand to assist deputies in support of the event. The public is invited to enjoy a great meal and then “tip-a-cop.” Donations in the form of tips will benefit Ventura County Special Olympics. All tips are tax-deductible. There will be police vehicle displays, free giveaways for kids, McGruff the Crime Dog, and the Sheriff’s K-9’s. Ventura County Sheriff's Department A shooting occurred in the El Rio unincorporated area. An injured male victim was discovered by Sheriff's deputies at the intersection of Salem Ave. and Cortez St. The victim was pronounced deceased at the scene. The investigation is continuing. At about 9:47 p.m., the Sheriff's Communication Center received 9-1-1 calls of a male subject down in the street. Deputies and Fire/Ambulance arrived at the scene shortly after. The victim was treated at the scene for an apparent gunshot wound. The cause of the death has not been determined. An autopsy is pending. Sheriff's Homicide detectives are handling the investigation. Ventura County Sheriff's Department The Camarillo Police Department will be hosting a program to educate newly licensed and future drivers. The “Start Smart” Program is a cooperative effort between the California Highway Patrol, Camarillo Police Department, teenage drivers, and their parents. In an attempt to remain proactive and not reactive, Start Smart is designed to help young drivers and their parents/guardians understand the responsibilities associated with driving a motor vehicle. Start Smart will show how a poor choice behind the wheel can change the lives of everyone involved. Our goal is to raise awareness and reduce the number of teen-related injuries and deaths due to collisions. Ventura County Sheriff's Department On October 23, 2012, at approximately 7:15 am, Sheriff’s 911 Dispatch received a call from a 73 year-old-male resident. He reported that his son, Craig Haverlah had entered his residence in the 2700 block of Cabot Court and confronted him and refused to leave.
