 Ventura County Sheriff's Department The Camarillo Police Department would like the public to be aware of a coupon book scam that occurred in the neighborhoods surrounding the Old Town area, earlier this week. A black female, 5’07 / 120 pounds, carrying a clipboard contacted the victim at his residence stating she was selling a coupon book for $80.00 to benefit the local Boy’s and Girl’s Club. The female told the victim that if he purchased the book, he would need to go to the local Boy’s and Girl’s Club to pick up the coupon book. The victim wrote a check to a company called “La Familia Management Company” and was given a receipt with an address out of Aurora, Illinois. The victim went to the Boy’s and Girl’s Club with his receipt only to find out he had been a victim of a scam. The Camarillo Boy’s and Girl’s Club is not selling coupon books nor have they authorized anyone to sell coupon books on their behalf. The Camarillo Police Department would like to remind citizen’s that solicitors are required to have valid solicitor permits in their possession, and to ask the solicitor to see their permit which is issued by the city of Camarillo at City Hall. Detectives seek assistance from public
Ventura County Sheriff's Department On the evening of March 6, 2013 deputies from the Ventura County Sheriff’s Office responded to a trespassing / possible cruelty to animals call in the 4200 block of Hitch Boulevard, in the unincorporated area, just outside the City of Moorpark. During the investigation, it was determined that unknown suspect(s) intentionally released several of the victim’s horses from their individual boarding stables, into a common arena. As a result, the horses suffered a variety of injuries requiring extensive medical attention. The investigation concluded that the horses were, in fact, intentionally released from their boarding stable by the suspect(s) and that the release was not accidental or the result of any manipulation by the horses. However, at this point, detectives cannot confirm if the injuries to the horses were the result of intentional acts or the result of other means after their release. Detectives are seeking assistance from the public in this case and are asking any individuals with information to call Detective Kevin Lynch at the Moorpark Sheriff’s Station. Ventura County Sheriff's Department A 16 year-old boy was shot and killed on a street corner after being confronted by two unidentified suspects Wednesday afternoon in El Rio. Deputies arrived on Stroube Street shortly after 4:00 pm, where they found the victim lying in the street. Rescue personnel pronounced the victim dead at the scene. The suspects left in an older tan Chevy Tahoe or GMC Yukon southbound on Alvarado Street. The first suspect was described as an Hispanic male wearing dark clothing. He was 5’5” to 5’7” with a stocky build and shaved head. The second suspect was described as an Hispanic male wearing dark clothing. He was 5’5” to 5’7” with a thin build. He had a dark complexion and short dark hair. Both suspects were in their late teens or early twenties. Anyone who was in the area at the time of the incident or saw the suspect vehicle is urged to contact Sergeant Cary Peterson at 805 384-4744. Ventura County Sheriff's Department On 1/26/13, deputies were dispatched to the Silver Strand Beach area regarding a robbery that had just occurred. Upon arriving, deputies contacted two male victims who had just been robbed of their personal belongings. The victims were approached by two male suspects who demanded their personal property. The first suspect brandished a metal bar, while the second suspect brandished a handgun he had concealed in his waistband. The two suspects threatened the victims and took their property before leaving the area. Following the robbery, the Sheriff’s Gang Unit assumed the investigation and quickly identified the two suspects involved as Nicholas Brandon Barker and Christian Samuel Frias, both from Oxnard. On 2/27/13, detectives contacted Barker who was already in custody at the Sheriff’s Main Jail on unrelated charges, and arrested him for his involvement in the robbery. Detectives obtained information that Christian Frias had moved to Yuma, Arizona following the robbery. On 2/28/13, detectives contacted the city of Yuma Police Department’s gang unit and requested their assistance with the investigation. Members of the Yuma Police Department used various resources and were able to locate and arrest Christian Frias without incident. Frias was subsequently booked into the Yuma County Jail on a robbery warrant and is currently awaiting extradition back to Ventura County. Nature of Incident: Robbery |

Ventura County Sheriff's Department The Thousand Oaks Police Department will be offering a day time Citizen Academy class this Summer at the Thousand Oaks Police Station on Olsen Rd. This 12 week course is designed to foster relationships between the residents of the Conejo Valley and local law enforcement. This is an excellent opportunity to learn about your local law enforcement agency, how they operate and what they do for our community. The class is free of charge and is held every Wednesday from 9 Am until Noon for 12 weeks. The sessions will begin on June 26th and conclude on September 11th. The sessions are primarily conducted in a classroom setting at the station with experienced department staff ready to answer your questions. Field trips to the Jail in Ventura and the Sheriff’s Academy are also part of this wonderful program. Ventura County Sheriff's Department On March 3, 2013, at about 2:00PM, the Sheriff’s Aviation Unit was requested for an injured person in Willis Canyon. Initial reports indicated that a woman had fallen from a horse and was in need of help. Sheriff’s Air Squad 8 responded. Upon arrival to the area of Willis Canyon, an aerial search was initiated. Initially, the victim’s exact location was not known. A passerby, who had reportedly been in contact with the victim, walked to an area with cell phone coverage to call 911. The passerby reported that the victim was alone, without cell phone contact, and unable to move. Additional information from the passerby revealed the victim was on a dirt trail, under a thick oak tree canopy making it even more difficult to see her from the air. After several minutes of searching and still being unable to locate the injured victim, Air Squad 8 landed in a nearby meadow. S.A.R. Flight Paramedic Rob Seebre was off-loaded and began walking a portion of the trail that could not be seen from the air. Within a few minutes, Seebre located the victim. Seebre and Crew Chief John Braganza were able to assist the victim to the helicopter, and she was flown a short distance to where her care was transferred to an awaiting Lifeline Ambulance crew. She was then taken to Ojai Hospital with non-life threatening injuries. A good Samaritan walked the victim’s horse back down the canyon to the trailhead, almost a mile from where she had fallen from her horse. Nature of Incident: Injured Horse Rider / Medevac |

Ventura County Sheriff's Department On March 3, 2013, at about 4:20PM, the Sheriff’s Aviation Unit was requested for an injured person in Wildwood Park. Initial reports indicated that a female juvenile had suffered a seizure and was in need of medical aid. Sheriff’s Air Squad 8 responded. The victim was located sitting on a park bench near the upper waterfall of the park. The victim was with friends who had called 911. Ground units from the Ventura County Fire Department were able to drive most of the way to the victim’s location via dirt roads. A short hike down a single-track trail took them the remainder of the way to the victim. Upon contact with the victim, Ventura County Fire Personnel determined she had suffered a seizure resulting in a fall. As a result of her fall, she had received a head injury. Due to the victims location, and considering her injuries, it was determined the best course of action would be to hoist her into the helicopter for transport. SAR Flight Paramedic Robert Seebre and Crew Chief John Braganza were hoisted down to the victim’s location. The victim was then secured and hoisted into the helicopter via a Bauman rescue harness. Ventura County Sheriff's Department On March 2, 2013, at approximately 2:50 AM, the dispatch center of the Ventura County Sheriff’s Office received a call of male subject walking around in the 2200 block of Dawn Court in the City of Thousand Oaks. The subject had injuries on his face and was requesting assistance from residents. Patrol deputies arrived first on scene and initiated an investigation. It was learned that the victim had met the suspect, Robert Brian Joyce, a few hours earlier. Joyce asked the victim if he could give him a ride home and the victim agreed. While in the car, Joyce pointed a handgun at the victim and directed him where to drive. The victim eventually stopped his vehicle at which time he was assaulted and his car was stolen. Detectives with the East County Major Crimes Unit and the Thousand Oaks Special Enforcement Unit responded and handled the follow-up investigation. Joyce was quickly identified as the prime suspect. At approximately 4:10 PM, Joyce was seen in another vehicle in the area of Janss Road at Montgomery Road. Joyce was taken into custody without any injuries to him or the deputies involved. The stolen vehicle was also later recovered. Joyce was booked into the Ventura County Jail for carjacking, assault with a deadly weapon involving a firearm, and kidnapping. His bail is currently set at $125,000 dollars pending his arraignment in Ventura County Superior Court. Ventura County Sheriff's Department In the early morning hours of February 27, 2013, Camarillo Traffic Officers arrested Zachary Swan and Jose Navarro after a brief high speed pursuit and traffic collision. A Deputy from the Camarillo Police Department’s Traffic Bureau was patrolling the area of Fir Street and Ventura Boulevard, in the City of Camarillo, when he observed a vehicle drive through a four-way stop intersection at approximately 40 MPH. The deputy immediately activated his emergency lights and siren and attempted to stop the vehicle for the traffic violation. The vehicle, a Toyota 4Runner, made several evasive turns in an attempt to get away from the deputy. The deputy initiated a pursuit of the vehicle westbound on Ventura Boulevard. Deputies estimated the 4Runner was travelling on Ventura Boulevard in excess of 100 MPH. When the 4Runner ran a red light at Ventura Boulevard at Carmen Drive, deputies discontinued their pursuit for the safety of the public due to the suspect’s dangerous driving pattern. The deputies continued to attempt to follow the suspect without their lights and sirens. After losing sight of the vehicle for a short time, the deputies located it crashed into a ditch at the intersection of Wood Road and Verdulera Street; the vehicle was unoccupied. Several witnesses at the scene of the crash told deputies of the suspect’s description and route of escape. Two Sheriff’s Department K-9’s responded to the scene and were able to track the driver of the vehicle, Zachary Swan, to his hiding place near a nearby business. Swan resisted arrest and had to be subdued by one of the Sheriff’s K-9’s. Navarro, the front passenger of the vehicle, was located and arrested a short time later after he was seen jumping a fence in the immediate area of the crash. Based on witness statements, there were no other suspects in the vehicle at the time of the crash. Deputies determined the 4Runner was an unreported stolen vehicle out of the City of Ventura. The 4Runner also contained a variety of stolen property from several different victims’ out of the Agoura Hills and Thousand Oaks area. Swan was transported to the Ventura County Medical Center and treated for injuries he suffered from the K-9 bites. He was later booked at the Pre-Trial Detention Facility for Felony Evading, Unlawful Driving or Taking of a Vehicle, Possession of Stolen Property, Hit and Run, and Resisting or Delaying a Peace Officer. Ventura County Sheriff's Department Nature of Incident: Sexual Assault On 2/26/13 at about 0300 hours, a male suspect assaulted a female in the area of Peck Rd. and Santa Paula St. in the unincorporated area west of the city of Santa Paula. The male suspect was seen coming from the area of a nearby orchard and was seen running south toward Main St. after the assault. The suspect is described as a possible Hispanic male between 35-45 years old. He’s clean shaven and was wearing a dark colored hooded sweatshirt and faded blue jeans. He’s further described as having a round face with ‘chubby cheeks,’ and discolored teeth. Residents in the area are cautioned to be aware of any suspicious subjects in the area, especially anyone matching the description of the suspect. Anyone having information about the assault or the possible suspect is urged to contact Det. Christine Rettura at 805 384-4741. In any emergency situation please call 911. Ventura County Sheriff's Department Nature of Incident: Financial Planner Arrested for Embezzling from Elderly Victim A Newbury Park Financial Planner was arrested today following the execution of a search warrant at his business and home. In October 2012, a concerned family member made a report with the Ventura County Sheriff’s Office alleging Rod Hormell embezzled monies from the 89 year old victim while employed as her financial planner. Detectives assigned to the Major Crimes Unit conducted an investigation and developed sufficient probable cause to arrest Hormell for Financial Elder Abuse & Money Laundering. The Ventura County Sheriff’s Office is committed to protecting the elderly citizens within our community.  Santa Paula Police Department On Tuesday, February 19, 2013 at approximately 1106 hours, Santa Paula Police officers observed wanted subject, Ricardo Garcia, driving westbound on Highway 126 at Briggs Road. Garcia was wanted by the Santa Paula Police Department for a domestic violence incident that occurred on February 8, 2013. Garcia was also found to have an outstanding felony warrant for his arrest for a violation of the terms and conditions of his probation. As Garcia passed Palm Ave. officers attempted to stop Garcia. As the police vehicle moved into position Garcia immediately began to flee at a high rate of speed. A vehicle pursuit ensued as Garcia fled on city streets and at times on the freeway. The pursuit terminated in the 300 blk. of Lucada St. where Garcia exited his vehicle and fled into a nearby residence. A perimeter was established around the residence to prevent Garcia from escaping. Shortly thereafter Garcia was instructed to exit the residence however, he refused. The Santa Paula Police treated the situation as a barricaded subject incident and the Special Response Team was activated. A 4 hour stand-off ended when Garcia exited the residence and was taken into custody without further incident. Garcia was charged with felony evading, narcotics violations, and felon in possession of ammunition. Jeremy Watson |

Ventura County Sheriff's Department On 02-18-13 at approximately 4:50 AM, the Thousand Oaks Police Department responded to a call of a burglary in progress in the 700 block of Capitan Street. The call was initiated after a resident discovered a male suspect wearing all black clothing inside his house. Deputies quickly arrived on scene and began searching the area for the suspect. Deputies saw a person matching the suspect’s description riding a bicycle in the neighborhood and stopped him. They identified this person as Arturo Fuentes out of Oxnard CA. After conducting an investigation, there was cause to believe Fuentes was responsible for entering the victim’s house, stealing property, and then fleeing after being discovered. It was also later determined that the bicycle Fuentes was riding was stolen from a resident on Cypress Street. Later in the morning, two additional residential burglaries and two stolen vehicles were reported to the Thousand Oaks Police Department. These incidents all occurred within a short distance of Capitan Street. An alert officer with the Oxnard Police Department spotted one of these stolen vehicles in his jurisdiction. He detained a male subject, who was identified as Guillermo Garcia, exiting the driver side of the vehicle. Garcia was in possession of stolen property from one of the other residential burglaries on Birch Hill Street in Newbury Park. He was arrested for theft of a vehicle and residential burglary. Fuentes and Garcia are both in custody in the Ventura County Jail pending their arraignments in Superior Court. LOS ANGELES, CA - Attorney General Kamala D. Harris today announced a settlement with Skilled Healthcare Group, Inc. that will require court-enforceable improvements of staffing levels and quality of care at the chain’s 20 facilities. The nursing homes are comprised of 2,360 beds throughout California, most of which are in the Los Angeles region. The agreement empowers Attorney General Harris to appoint an independent monitor who will ensure compliance with California’s staffing laws and conduct an ongoing evaluation of quality of care and staffing sufficiency at all of Skilled’s 20 facilities. “This is a case about neglect and abuse of California’s elders by a facility that was supposed to protect and care for them,” said Attorney General Harris. “This agreement ensures that the elderly occupying Skilled’s 2,360 beds will receive better and higher quality care. At a time when California’s elderly population is growing twice as fast as the general population, family and friends should have peace of mind that their loved ones are being well cared for when they are in a nursing home setting.” The independent monitor will make regular reports to the Attorney General and conduct surprise inspections of Skilled’s nursing homes for two years. The cost of the monitor, estimated to be $350,000 a year, will be paid for by Skilled. The Attorney General’s enforcement action stems from 76 citations and 209 deficiencies issued by the California Department of Public Health to Skilled’s nursing facilities from 2008 to 2012. Specifically, the citations and deficiencies were issued because of Skilled’s failure to prevent pressure ulcers, dehydration, malnutrition, over-medication and medication errors, deficient catheter care, urinary incontinence, and naso-gastric feeding care practices. This case was investigated and prosecuted by the Justice Department’s Bureau of Medi-Cal Fraud and Elder Abuse (BMFEA). Attorney General Harris has created specialized BMFEA teams in Sacramento and Los Angeles composed of legal and nursing professionals to combat abuse, neglect and poor quality of care in California’s nursing homes. Earlier this week, Attorney General Harris charged a Sacramento-area residential care provider with manslaughter for negligence that directly led to a patient’s death. In January, Attorney General Harris announced a three year state prison sentence for a nurse who pled no contest to “convenience drugging.” Skilled and its subsidiaries operate nursing homes in Fresno, Los Angeles, Orange, Riverside, and Santa Barbara counties.
