In the early morning hours of Friday, June 3, 2011 members of the Santa Paula Police Department, with assistance from the Ventura County Sheriff’s Office and Investigators with the Ventura County District Attorney’s Office served search warrants at 7 residents in Santa Paula and one search warrant at a residence in the City of Ventura. Following the execution of those search warrants, arrest warrants were served on the following individuals found at these locations: • Esteban Oseguera, DOB 10-23-92,of Santa Paula for Rape by Force, Kidnapping, Conspiracy, and Street Terrorism All of the above are “ASK” gang members from Santa Paula. Also arrested were: • Jonathan Gaona, DOB 06-07-91, a Cabrillo Village gang member from Ventura living in Santa Paula for Unlawful Intercourse with a Minor, Rape with an Intoxicated Person, Street Terrorism, and Conspiracy • A Juvenile male from Santa Paula with ties to the “ASK” gang was also charged with Rape by Force, Rape with Threats, Rape while Victim is Asleep, Kidnapping, Conspiracy, and Street Terrorism Two additional arrest warrants were served as a result of this investigation: • Carlos Ek, DOB 11-17-88 of Santa Paula was arrested Friday evening and was charged with Battery with serious bodily injury, Child Abuse, Street Terrorism, and a Weapons Charge (in possession of a loaded firearm at the time of arrest. All search warrants were executed without incident. Various items were seized in connection with this investigation as well as for other ongoing criminal investigations. All arrests were completed without incident as well; the subjects were eventually transported to the Ventura County Jail. Based on this investigation thus far, the Santa Paula Police Department feels it is reasonable to assume additional sexual assault victims may exist. Any victims are strongly urged to come forward and report these incidents to authorities. |

 Ventura County Sheriff's Department On May 23, 2011, “Get Feet Wet Navigation Inc.” was the victim of a burglary. Several G.P.S. Navigation systems were stolen. Detectives from the Moorpark Police Department traced some of the stolen property back to a residence in Sherman Oaks and obtained a search warrant for the residence. On June 2, 2011, Detectives from the Moorpark Police Department and the Thousand Oaks Police Department served the search warrant on the residence located in the 4800 block of Stern Avenue in Sherman Oaks. Several of the stolen G.P.S. devices were recovered from the home, with their value exceeding $8,000.00. Viktor Nagy was arrested at the scene for possession of stolen property and subsequently booked into the East County Jail. His bail was set at $10,000.00. Ventura County Sheriff's Department Over the last year and a half, David Fonseca Benavidez befriended several local women. He gained their trust and even resided with some of them for short periods of time. It was all a ruse to conduct criminal activity. Benavidez violated this trust by stealing jewelry and other valuables from the girlfriends and their families. These burglaries occurred in a variety of fashions. Some involved stealing property while Benavidez lived with the victims. Another involved entering into a home, while the victim’s family was on vacation, several months after the victim ended her relationship with Benavidez. A lengthy investigation by Thousand Oaks Police Detectives focused on Benavidez as the prime suspect for these series of crimes. On June 3, 2011, Benavidez was arrested for several felony crimes, including residential burglary, grand theft and possession of stolen property. Benavidez is currently in custody at the Ventura County Main Jail on $55,000 bail. CAMARILLO POLICE MEDIA RELEASE Nature of Incident: Social Host Ordinance Location: City of Camarillo Date & Time: 6/01/11 Unit Responsible: Community Resource Unit Narrative: With the graduation season upon us and with summer on the horizon, the Camarillo Police Department would like to remind residents to celebrate responsibly. The Camarillo Police Department actively enforces the city’s Social Host Ordinance in an effort to prevent underage drinking of alcoholic beverages and loud and unruly gatherings. The Camarillo Police Department would like to take this opportunity to remind residents what the Social Host Ordinance entails. Camarillo Municipal Code section 10.32.040 makes it unlawful for any responsible person to conduct, aid, allow, permit, or condone a loud or unruly gathering at a residence or other private property. Under the city ordinance, it is not necessary that minors or underage persons be present or that alcohol be a contributing factor. A loud and unruly gathering is defined as: Two or more persons at or on a residence or other private property upon which loud or unruly conduct occurs. It includes, but is not limited to: excessive noise or traffic, obstructions of or crowds on public streets, public drunkenness of unlawful consumption (including consumption by minors), fights or disturbances of the peace, vandalism, littering, or any other conduct constituting a threat to public health, safety, or quiet enjoyment of residential property. Penalties for a violation of the ordinance are as follows: • First violation is punishable by a 500.00 dollar fine In addition, the unincorporated areas of Ventura County have a similar Social Host ordinance, Ventura County Code 6113-4, which makes it a civil violation for any responsible person to conduct or allow a loud or unruly gathering at a residence or other private property at which service to, or consumption of alcohol or alcoholic beverages by, underage persons occurs. Ventura County Sheriff's Department On May 25th, at approximately 1:00 a.m., Camarillo Deputies detained three subjects in the 700 block of Mobil Avenue for a suspected curfew violation. During the investigation, stolen property was located on the subjects. Further investigation revealed the subjects were involved in a vehicle burglary in the 2500 block of Kimberly Avenue, Camarillo and another vehicle burglary in the 1200 block of Palmer Avenue, Camarillo. The two adults were subsequently arrested and booked at the Main Jail in Ventura for vehicle burglary and their bail was set at $10,000.00 each. The Juvenile was arrested and booked at Juvenile Hall. The Camarillo Police Department would like to remind all citizens in the county to remove items of value such as I-pods, navigation systems, wallets and purses from their cars when not occupied. Ventura County Sheriff's Department On May 28, 2011, the Camarillo Special Enforcement Detail initiated an investigation into illegal drug transactions via the Internet. An investigator posing as a female seeking male companionship accessed Craigslist.com and began interacting with 29-year-old Ashraf Boulos Hindi. In an apparent effort to further entice the adult “female,” Hindi offered to transport cocaine, marijuana, and alcohol to a designated location in the city of Camarillo. As the communication progressed, Hindi identified himself as a schoolteacher employed by the William S. Hart School District in Santa Clarita. Hindi eventually agreed to an encounter at the Motel 6 in Camarillo. Upon Hindi’s arrival, personnel assigned to Special Enforcement Detail immediately detained him. Hindi was found to be in possession of a small quantity of marijuana, and further investigation revealed the previously discussed cocaine was still hidden at Hindi’s residence. A small quantity of cocaine was seized later that evening during a search of Hindi’s residence in Canyon Country. After interviewing Hindi and evaluating all of the evidence in this case, Hindi was arrested for 11352(a)H&S – Transporting / Offering a Controlled Substance, 11350(a)H&S – Possession of a Controlled Substance, and 11360(b)H&S – Transporting / Furnishing Marijuana. Hindi was booked without incident at the Ventura County Pre-Trial Detention Facility. His bail was set at $50,000. Additionally, Hindi’s employment as a high school teacher was confirmed and the appropriate school officials were notified. Ventura County Sheriff's Department Thousand Oaks Police Department is investigating a single car collision that occurred on Westlake Boulevard just north of Evenstar Avenue. Mr. Keith Jump was driving a white 2008 Cadillac Escalade northbound on Westlake Boulevard when it left the roadway and collided with a large tree. Mr. Jump suffered serious injuries and was pronounced dead at the scene of the collision. The investigation is continuing. Ventura County Sheriff's Department The Headquarters station has seen a recent increase in thefts of landscaping equipment. The type of equipment taken, ranges from lawnmowers, edgers, chainsaws, leaf blowers and even a stump grinder. Other jurisdictions have also seen a recent increase in similar thefts under similar circumstances. The victims of these crimes vary from small operations to large-scale companies with multiple pieces of equipment taken. In an effort to reduce the thefts, law enforcement agencies encourage owners to take additional precautions to safeguard their property. Investigators also ask the equipment owners take the time to document their equipment serial numbers. Some other safeguards would be to mark the equipment, which would help in identifying it should it be stolen. Bright paint on various locations of the equipment and engraving are just a couple methods of marking the property. The Thousand Oaks Police Department is seeking to expand its Business Watch and City Watch Programs by inviting business owners and residents to learn more about preventative crime measures, safety, and teaming-up together to successfully help prevent crime. Through training and education, business owners will reap the benefits of learning to target harden their businesses; receiving timely crime information pertaining specifically to business owners, information on false alarms, training on employee theft, robbery and burglary prevention, identity theft and crime alerts. The strength of Business Watch is promoting and making a more secure business environment. Communication is important, especially in a business environment, and we believe that the business community can also help educate the police department on what specific issues and concerns the business may have. Ventura County Sheriff's Department Around 3:00 PM this afternoon, the Camarillo Police Department responded to a residence in reference to an ambulance follow-up call of an injured 20-month-old female toddler. Upon arrival, deputies received information the toddler woke up from her nap and began climbing on the dresser when the dresser fell over landing on top of her. Ventura County Fire and AMR treated the toddler at the scene. However, the toddler succumbed to her injuries. Camarillo Police Department detectives as well as Sheriff’s Major Crimes investigators also responded to the scene. At this time, the death appears to be accidental. Location: Camarillo, CA |

Ventura County Sheriff's Department The Thousand Oaks Police Department is investigating a serious traffic collision that occurred on the 300 Block of Massey Street. Several juveniles were in the process of vandalizing a home using paint balls and eggs. It is believed that this was retaliation for a vandalism that occurred at their home earlier in the evening. P-1 was standing in the rear bed of a white Ford pickup truck being driven by P-2. P-3 was driving a gray Audi hatchback, which was directly behind the pickup. At some point during the vandalism, someone yelled for the driver’s to take off. As P-2 accelerated, P-1 lost her balance and fell out of the pickup. P-3, who also sped away, did not see P-1 and drove over her, dragging her under the vehicle for over 100 feet. P-2, realized that P-1 had fallen out of the vehicle and quickly stopped. P-3 also stopped and suddenly realized that what he had driven over was P-1. Emergency personnel was called and responded to the scene. P-1 was transported by ambulance to Los Robles Hospital. P-1 suffered serious injuries and is schedule to be transferred to another hospital for further treatment. The investigation is continuing. Credit Union Primarily Served Employees of 3M
Los Angeles, CA. – A Las Vegas couple pleaded guilty late this afternoon to federal charges related to the wife’s scheme to embezzle funds from Sharebuilders Federal Credit Union and the failure to report the embezzled income on their jointly filed tax return. Mireya Guadalupe Gonzalez, 37, and her husband, Jorge Luis Gonzalez, 35, each pleaded guilty today to one count of subscribing to a false income tax return for the 2006 tax year. In addition, Mrs. Gonzalez pleaded guilty to embezzling funds from a federally insured credit union. According to the wife’s plea agreement, between January 2005 and March 2007, Mrs. Gonzalez worked as the manager of Sharebuilders Federal Credit Union. Mrs. Gonzalez had access to the computerized records of the credit union, and was able to authorize transfers between accounts. During her employment at Sharebuilders FCU, Mrs. Gonzalez identified various “dormant accounts” that were inactive and had minimal or no customer funds on deposit. Mrs. Gonzalez used the computers to generate electronic transfers of funds to accounts over which she had signatory authority, including a joint checking account with her husband, and two accounts in the names of her children. The source of the funds deposited to the Gonzalez family accounts were the dormant accounts and the general ledger accounts of Sharebuilders FCU. After transferring the funds to the Gonzalez family accounts, Mrs. Gonzalez and her husband withdrew money and used it to buy personal items such as jewelry, automobiles, and luxury items. The withdrawals from the dormant accounts caused those accounts to have large negative balances. Mrs. Gonzalez covered up the fraudulent deposits to the Gonzalez family accounts by altering names and numbers assigned to the dormant accounts, transferring balances to the dormant accounts from other accounts, and providing false information to auditors hired by Sharebuilders FCU. The embezzlement scheme perpetrated by Mrs. Gonzalez substantially jeopardized the safety and soundness of Sharebuilders FCU, and the National Credit Union Administration Board seized control of the credit union in April 2007 due to insolvency. During tax years 2005, 2006, and 2007, Mrs. Gonzalez and her husband received income related to her scheme to embezzle funds from Sharebuilders FCU and did not report that income on their tax returns. According to Mrs. Gonzalez’s plea agreement, she admits that she and her husband received unreported income of $676,000 for 2005, $338,000 for 2006, and $150,000 for 2007. As a result of today’s guilty plea, Mireya Gonzalez faces a statutory maximum sentence of 33 years in federal prison and fines up to $1,100,000. In addition, Mrs. Gonzalez will be required to pay full restitution to Sharebuilders FCU, as well as the IRS. The amount will be determined prior to the time of sentencing. Jorge Gonzalez faces a statutory maximum sentence of 3 years in federal prison and fines up to $100,000. Both are scheduled to be sentenced on September 26, 2011 by United States District Judge Dolly M. Gee. The investigation into Mireya and Jorge Gonzalez was conducted by the IRS - Criminal Investigation in Los Angeles in conjunction with the Federal Bureau of Investigation. |

Ventura County Sheriff's Department On April 25, 2011, between the hours of 8:00 a.m. and 2:00 p.m., four separate residential burglaries occurred within the City of Thousand Oaks. All of these crimes occurred while the homeowners were away from their residences. The suspect forced entry into the homes through backyard windows and doors. The suspect then stole jewelry, clothing, and electronics. At approximately 9:30 p.m. on the same date, San Diego County Sheriff’s Drug and Gang Unit served a search warrant on an unrelated case at suspect David Cates’ residence in Vista, CA. The deputies located stolen property from two of the Thousand Oaks burglaries. Detectives from the Thousand Oaks Police Department coordinated a large scale investigation with San Diego County Sheriff’s Department during the next several days. Thousand Oaks Detectives then converged on Cates’ residence in Vista and served a search warrant with the assistance of San Diego County Sheriffs. Additional stolen property from the Thousand Oaks burglaries was recovered at the residence. On May 19, 2011, the Ventura County District Attorney’s Office filed multiple counts of residential burglary against Cates. Cates is currently in the custody of the San Diego Sheriff’s Department on unrelated charges and will be extradited back to Ventura County to face these charges. Location: City of Thousand Oaks |

Ventura County Sheriff's Department On May 18, at about 11:15 a.m., Camarillo Deputies responded to a call of an attempt carjack in the area of the 4500 block of Pleasant Valley Road. Information was received from several callers who advised four (4) males, one armed with a gun, attempted to take a woman’s car. The attempt carjacking was unsuccessful and all four subjects fled into the residential neighborhood. Patrol Deputies from Camarillo, Thousand Oaks and Headquarters responded and set up a perimeter in the neighborhood along with detectives, the copter and K-9. Meanwhile, Sheriff’s Dispatch began receiving additional calls for services that the suspects were jumping fences into backyards. Ultimately, two (2) suspects were located in a backyard in the 100 block of Japonica and two suspects were found in a backyard in the 100 block of Flora Vista. A loaded handgun was found on one of the suspects. All four (4) suspects were taken into custody without incident. Additional investigation revealed, the suspects were driving a stolen vehicle that broke down at Pleasant Valley Road and Hwy 101. This car was stolen in the area of Palm Springs. At the conclusion of the investigation, all four (4) suspects were booked at Juvenile Hall for possession of a stolen vehicle and attempt carjacking. "Committed to Community Service Through the Years: The History of the Santa Paula Police Department"
The California Oil Museum (1001 E. Main St., Santa Paula, Wednesday – Sunday 10 a.m. to 4 p.m.), the Santa Paula Historical Society and the Santa Paula Police Department are announcing the opening of a new exhibit entitled, “Committed to Community Service…Through The Years: The History of the Santa Paula Police Department”. This opening coincides with the dedication and unveiling of the Santa Paula Police Memorial, Saturday, May 21st, 2011 at 11:00 a.m. The Monument, located in the 900 block of East Santa Barbara Street (between the Gazebo and the Railroad Depot) stands to recognize the dedication officers have made to the city both before and after the Santa Paula Police Department was established in 1923. The Monument and exhibit recognize the sacrifices of Marshal Henry N. Norman who died in 1913 and Officer James E. Barmore who died in 1953. The Memorial’s brick pathways feature the names and years of service of past police personnel who served the Santa Paula Police Department. The exhibit, to be displayed in the Santa Paula Historical Society Hengehold Gallery, is a timeline of department history and personnel separated into categories under each of the department’s 13 Chiefs of Police, from Lee Sheppard (1923-1929) to present Chief Stephen MacKinnon (who joined SPPD in 2005). This exhibit will also feature police memorabilia, uniforms, equipment and the technology that was available during each specific era. Much of the equipment and vehicles used during those times have been replaced with newer technology. Such modernization is beneficial for crime-fighting, but unfortunately, much of the artifacts from the past were not saved. They can be viewed and examined in this exhibit through countless photos which will give you a glimpse of working conditions and tools available to police and dispatchers over the last century. Ventura County Sheriff's Department On Tuesday, May 5, 2011, Raymond Rancourt pled guilty to Possession of Child Pornography in Ventura Superior Court, The guilty plea came at the conclusion of an investigation conducted by the Thousand Oaks Police Department / Internet Crimes Against Children / Southern California High Tech Task Force and the FBI SAFE Team. This lengthy investigation began in October 2010 when it was discovered that Rancourt had been downloading and possessing known child pornography. A search warrant was served at his residence and child pornography was found on his computer. Rancourt will face felony incarceration up to one year in jail, probation and mandatory Sex Offender (290PC) registration. His sentencing will be in Ventura Superior Court on June 29, 2011. Ventura County Sheriff's Department On May 12, 2011, investigators assigned to the Camarillo Police Department’s Special Enforcement Detail initiated an investigation into possible prostitution activity at the Quality Inn, located at 984 Ventura Blvd. in Camarillo. During that time, unrelated to the prostitution investigation, 33-year-old Sara Lynn Gregory was contacted in the Quality Inn parking lot. Investigators soon determined Gregory was under the influence of a controlled substance and further investigation linked her to two male subjects staying in room 104. The ensuing investigation resulted in both subjects being located inside the room. They were identified as 29-year-old Dan Lee Hulsey and 36-year-old Duane Darrell Hope, Jr. Hulsey is currently on probation and investigators immediately became aware of two felony warrants for his arrest. In addition, Hulsey was found to be under the influence of a controlled substance. Hope consented to a search of his person and was found to be in possession of a small quantity of methamphetamine. He was also under the influence of a controlled substance. A search of the room revealed evidence of a counterfeiting operation, Identity theft, forgery involving personal checks and stolen property from recent local burglaries. As the investigation progressed, additional evidence revealed Hulsey recently entered at least three retail stores in the city of Thousand Oaks, passing counterfeit currency. The Secret Service and the Thousand Oaks Detective Bureau have been notified and the investigation is continuing. Sara Lynn Gregory was arrested for being under the influence of a controlled substance. Dan Lee Hulsey was arrested for felony warrants, identity theft, forgery, counterfeit seal, and being under the influence of a controlled substance. Duane Darrell Hope, Jr. was arrested for identity theft, forgery, counterfeit seal, being under the influence of a controlled substance, and possession of a controlled substance. Ventura County Sheriff's Department On 05-01-2011, Deputies responded to a vandalism in progress and contacted two suspects at Villa Campesina Park in the city of Moorpark. The suspects were determined to have just vandalized property throughout the park and were cited and released. Upon further investigation, it was determined the vandalism was gang related, the suspects were members of a local street gang and there was probable cause to arrest them for participating in a criminal street gang. On 05-13-2011, the suspects were arrested and booked into Juvenile Hall for 186.22 PC.
