On February 5, 2012, Thousand Oaks Police Department Detectives, Patrol, and United States Secret Service worked together to arrest two suspects for their involvement in placing a skimmer device at the Chase Bank branch located at the 1600 block of North Moorpark Road in Thousand Oaks. The suspects attached a device, which captures the bank customer access card account information embedded on the customer’s credit card magnetic stripe. This device was affixed onto the ATM door entry vestibule. In addition, video recording equipment was attached to the ATM with a view of the PIN (personal identification number) entry keypad. The skimmer secretly captured the victims’ credit card account information as the credit cards were swiped on the exterior door card reader. The victims’ PIN numbers were secretly captured by the video equipment above the keypad. Had the suspects not been apprehended, there would have been over 90 victims related to this case. The Ventura County Sheriff’s Office would like to make the public aware that a different card containing a magnetic stripe should be used to gain entry to an ATM vestibule. For example, a grocery store rewards card or gift card with a magnetic strip should open the exterior door to access the ATM vestibule. On February 3, 2012 at 11:16 PM, a deputy assigned to the Camarillo Police Department initiated a traffic stop and the driver failed to yield in the area of Yolanda and Rowland in the City of Camarillo. The driver eventually stopped his vehicle in the 400 block of Kino Street in the City of Camarillo. As the deputy approached the driver of the vehicle, the driver put his vehicle in reverse and struck the deputy. The moving vehicle caused bodily injury to the deputy and the deputy, fearing for his safety and further injury, fired his duty weapon at the driver (suspect). The suspect was injured by the deputy’s gunfire, but his wounds were deemed to be non-life threatening. The suspect had a female passenger in his vehicle and she was also injured by the gunfire. Her injuries were also deemed to be non-life threatening. The deputy, the suspect and his female passenger were transported to local hospitals where they received medical treatment. The investigation is continuing. On January 31, 2012, deputies from the Thousand Oaks Police Department responded to a battery that had just occurred in the 2500 block of Palmwood Street. Upon arrival, they determined that a male suspect entered a home, claiming to be the homeowner’s son. A construction worker confronted the suspect about the homeowner not having a son. An altercation ensued and the suspect was able break free from the worker and run into a nearby ravine. The homeowner checked his residence, and determined that watches and other jewelry had been stolen. Deputies and a Sheriff’s canine conducted a search of the area and located Jeffrey Scheneman, who was later identified as the suspect. Deputies also located the stolen property and other evidence that linked Scheneman to the crime scene. Scheneman was arrested for one felony count of robbery. He is currently in-custody at the Ventura County Main Jail on $110,000 bail. Neither Scheneman nor the construction worker received any injuries that required medical attention. Since residential burglaries commonly occur while homeowners are at work, citizens are encouraged to report any suspicious persons or vehicles they see in their neighborhoods. On 1/26/2012, a two-week investigation by narcotics detectives from the Sheriff’s Office East County Narcotics Street Team and the Thousand Oaks Police Department’s Special Enforcement Unit resulted in the arrest of Javier Juarez and Sara Yant. Both were arrested for possession of methamphetamine for sale, and sales and transportation of methamphetamine. Juarez and Yant were taken into custody near Wendy Drive and Old Conejo Road and were found in possession of 226 grams of methamphetamine. On 01-27-2012 at approximately 1400 hours, deputies were dispatched to the 10700 block of Citrus Drive regarding an armed subject creating a disturbance. While enroute, deputies were advised that the disturbing party, a male adult, was armed with a gun. Upon arrival, the disturbing party confronted two detectives who responded to the scene. The disturbing party, who was now armed with a machete, aggressively advanced towards the detectives. The detectives, fearing for their life, shot the disturbing party. Ventura County Fire and an ambulance were summoned, and the disturbing party was pronounced dead at the scene. No deputies or other persons were injured during this incident. The West County Street Team of the Ventura County Sheriff’s Office Narcotics Bureau completed an investigation into narcotics sales occurring in the unincorporated area of Ventura County known as El Rio. Narcotics detectives received information that Rodriguez was involved in methamphetamine sales from his residence in El Rio where he resides with his girlfriend, Brenda Rios, and her 7 year old son. Based on observations made by detectives during surveillance, a search warrant was obtained for Rodriguez and his residence. During the evening hours of 1-24-2012, detectives located Rodriguez and Rios in a public parking lot in Oxnard. They were both detained pursuant to the search warrant. During this process, Rodriguez resisted and was taken into custody. Inside Rodriguez’ vehicle, detectives found 8 ounces of methamphetamine. During the search of the residence, detectives located an additional 3 ounces of methamphetamine, a small amount of cocaine, and over $3,000 in cash. Rodriguez and Rios were arrested and booked for the transportation of methamphetamine, possession of methamphetamine for sale, child endangering, and resisting arrest. On January 25, 2012, the Camarillo Police Department, Ventura County Fire Department, and American Medical Response (AMR) responded to the area of Las Posas Road and Glenbrook Avenue to an injury traffic accident. Initial reports were that a vehicle had struck a pedestrian. Upon investigation, it was determined by deputies that Christopher Rowland was driving his 2009 Honda Odyssey van southbound on Glenbrook Avenue, approaching the intersection of Las Posas Road. Nelly Ruelasvela was walking, pushing a stroller with her two children (3 months and 20 months). Ruelasvela walking northbound on Carmen Drive, attempting to cross the intersection at Las Posas Road. As Ruelasvela entered into the crosswalk to cross Las Posas Road, she was struck by Rowland as he made a left turn onto Las Posas Road from Glenbrook Avenue. Ruelasvela suffered significant but non-life threatening injuries. She was transported to Saint John’s/Pleasant Valley Hospital by AMR. Her two children were also transported to the hospital as a precaution but did not suffer any injuries. Utilizing grant funding from the California Department of Alcoholic Beverage Control (ABC), deputies have been addressing the community-wide problem of underage drinking on many different levels. Since receiving $65,000.00 in grant funding on July 1st of 2011, deputies in conjunction with staff from the ABC have provided responsible beverage service training to 61 servers of alcoholic beverages throughout the county. Deputies have also received specialized training on false identification detection and recognition, as well as investigative techniques employed in incidents involving underage drinking fatalities. As a measure of ensuring compliance with state and local laws, deputies and ABC investigators have conducted unannounced IMPACT (Informed Merchants Preventing Alcohol-Related Crime Tendencies) inspections at 26 on-sale and off-sale ABC licensed establishments and conducted investigative operations to ensure alcoholic beverages are not being served nor sold to minors at various locations countywide. To date, deputies have issued 11 citations for furnishing alcohol to a minor and 3 citations to minors in possession of false identification. On 1-18-2012, at about 5:00 P.M., Ventura County Sheriff’s Deputies responded to a call of a shooting victim at 826 Will Ave, unincorporated area of El Rio. When deputies arrived, they discovered an adult male suffering from a single gunshot wound that had passed through both legs. An initial investigation found that the victim was walking in the area of George Street and Will Ave. when a Red Toyota 4-runner pulled up next to him. A male suspect in the passenger’s seat displayed a handgun and demanded money. When the victim stated he had no money, the suspect shot the victim one time. The Suspect Vehicle was last seen driving southbound on George Street. The Victim was transported to Ventura County Medical Center where he was treated for non-life threatening injuries. On 1-19-2012, Oxnard Police officers stopped a red Toyota 4runner in the City of Oxnard. The driver, Filberto Cardenas, was found to be on parole. A search of Cardenas found that he was in possession of narcotics paraphernalia and was in violation of Oxnard’s gang injunction. He was arrested and booked into the Ventura County Jail. Gang investigators from the Ventura County Sheriff Gang Unit searched the 4-runner and found ammunition similar to the type used in the previous days shooting. Gang investigators also found evidence linking a subject named Christopher Marquez to the shooting. On 1-21-2012, gang investigators located Marquez near his home in the 1700 Blk of Sophia, Oxnard. Marquez was in violation of Oxnard’s gang injunction and arrested. A search of his home located clothing worn during the shooting as well as additional ammunition similar to the type already seized. Gang investigators had obtained enough information to arrest Marquez on additional charges that included attempted murder and attempted robbery. Since late November, early December 2011, suspects have burglarized the Southern California Edison plant in Moorpark on at least six different occasions. The suspects made entry into plant by cutting the chain link fence. Once inside the plant, the suspects stole expensive wire that contained a significant amount of copper. Officials from Southern California Edison estimated their total loss to be well over $100,000.00. With the cooperation of Southern California Edison officials, detectives from the Moorpark Police Department conducted a surveillance of the location. On January 22, at approximately 3:30 A.M. detectives observed three suspects cut a hole in the perimeter fence and enter the facility. The suspects spent at least one hour inside the facility gathering various types of copper wire. Detectives watched the crime occur and relayed the information to Moorpark Patrol Deputies. Around 4:55 A.M., the suspect’s entered their vehicle and left the location with stolen wire belonging to Edison. Patrol units immediately apprehended the suspects. Approximately $25,000.00 in copper wire was located inside of the suspect’s vehicle. Robert Meskill, Jeffrey Denuccio and Paul Kornish were arrested for Commercial Burglary and Conspiracy and were booked into the East County Jail in lieu of $20,000.00 bail. On January 19, 2012, at approx. 1204 hours, the property manager of a large ranch located at the 1900 block of Lewis Road, called the Sheriff’s Department to report a domestic dispute in progress. The property manager told Sheriff’s dispatch he heard a female scream and saw a male suspect standing outside with an ax in his hand and a knife in his waistband. Deputies arrived on scene and were escorted to a fenced property containing numerous vehicles and sheds. The deputies were confronted by the suspect who was holding an ax. The suspect refused to comply and retreated to a shed on the property. Deputies entered the property and rescued a female who was hiding in a vehicle with her two young children. Deputies saw that the female had suffered numerous cuts and stab wounds. The children were unharmed. The suspect barricaded himself in the shed and refused to surrender. The Sheriff’s SWAT Team and Tactical Negotiation Unit responded to the scene. The suspect attempted to set fire to the shed. The Sheriff’s SWAT Team moved in and arrested the suspect. The victim was transported to the hospital, treated for numerous stab wounds and later released. The suspect was booked into the Ventura County Jail for the following charges: Assault with a deadly weapon, assault with a deadly weapon on a peace officer, mayhem, and terrorist threats. As a result of an ongoing homicide investigation into the death of Sarah Overholser, occurring on November 7, 2011, Major Crimes Detectives made another arrest in the case this afternoon. James Nathaniel Wilkerson was arrested for 187 P.C. / Homicide and is currently being held on a $1 million bail at the Ventura County Pre-Trial Detention Facility. Citing concerns about further compromising the case, Major Crimes Detectives are declining any further information regarding the circumstances that led to the arrest of Mr. Wilkerson. The investigation is still ongoing and detectives are asking anyone with additional information to contact the Sheriff’s Major Crimes Bureau at 477-7000. For the past 14 years, the Chandler Police Department has hosted a Tactical Explorer Competition. The event has become so popular that the number of Explorer Posts that can participate is limited to 65. Explorer posts throughout the Country travel to Chandler to compete. Three Explorer Posts from the Ventura County Sheriff’s Office competed this year: Headquarters Station Post #2902, Camarillo Post #2932, and Fillmore Post #2958. The Explorer Scouts participated in a variety of pseudo SWAT (Special Weapons and Tactics) scenarios. The Explorers from the Ventura County Sheriff’s Office were awarded the following trophies. Post #2902: 1st Place – Tug o’ War, 1st Place – Marijuana Field Raid, and 5th Place – EOD (Explosive Ordinance Disposal) Response; Post #2932: 5th Place – 10 Man TK-4 (Armored Vehicle) Pull; and Post #2958: 4th Place – Rapid Response (Active Shooter) and 2nd Place – 3-Mile Run, which is an individual event completed by Armando Fidal. Enforcement Career Exploring is open to young men and women ages 14 (and completed the 8th grade) through 20 years old with an interest in learning more about careers in the field of Law Enforcement. Law Enforcement Exploring provides educational training programs for young adults on the purposes, mission, and objectives of law enforcement. The program provides career orientation experiences, leadership opportunities, and community service activities. The primary goals of the program are to help young adults choose a career path within law enforcement and to challenge them to become responsible citizens of their communities and the nation. In addition to their careers as law enforcement officers and their family commitments, the members of Cops Running For Charity have logged more than 3,000 miles on their feet raising money for medical charities. As if running marathons isn’t difficult enough, the men have run across the dunes of the Sahara Desert, plodded on the undulating Great Wall in China, and scrambled across volcanoes and glaciers in Iceland. Those are just a few of their feats that have raised thousands of dollars for multiple charities here at home. They push themselves to their physical limits for the benefit of children and others in our communities who need their help. In 2011, the team has raised more than $40,000.00. The Camarillo Police Department would like to alert the public of a possible renter scam. Recently, a realtor in Camarillo discovered that a property they were selling was being listed on various websites as being “for rent”. When the realtor contacted the person that listed the affected property on these websites, they were directed to fill out documents to rent the property and once the documents were received and confirmed, to send a $650.00 security deposit. Once the deposit was received, a house key would be mailed to the renter. Fortunately, this scam was discovered before anyone could fall victim to it. This type of scam is common and with the vast depths of the internet can be accomplished by anyone, anywhere in the world. Typically, this type of real estate scam will target people looking to rent a house. The scammers use classified ads, as well as websites such as Craigslist to post these ads. Once contacted, the scammer will give the excuse that they are out of the country and cannot show the residence, but will provide pictures. The scammer will then direct the renter to wire money to them in exchange for keys. Scammers often use foreclosed homes or homes that are being sold to commit this type of fraud. Here are some tips to avoid being scammed when looking to rent a residence: 1) Never send money without being shown the residence by a realtor and or owner of the property. On 01/16/2012, Floriene Hamel was driving her 1998 Nissan Altima southbound on Ventu Park Road. As she was making a left turn onto eastbound Lynn Road, her vehicle was struck by a 2000 Ford Expedition traveling westbound on Lynn Road. Hamel was transported to Los Robles Hospital where she succumbed to her injuries. The driver of the Expedition, Wendi Tovey, was transporting seven nine-year-olds to Newbury Park after an event in Simi Valley. There were no significant injuries to any of the children. Major Crimes Detectives with the Thousand Oaks Police Department made two arrests in connection with an attempted robbery at the Westlake Promenade. On Friday 1-13-2012, at about 2:29 PM, a store patron was sitting inside of the Barnes and Noble store. Suspect Krista Claxton targeted the victim and grabbed the victim’s purse and began to flee out of the store. The victim was still hanging on to her purse and prevented suspect Claxton from taking it. Claxton ran out of the store, empty handed, and jumped into a waiting car that was driven by suspect Chadwick Fontana. There were numerous witnesses, several of which quickly called 911. Patrol cars and detectives were on scene in minutes and immediately started investigating the whereabouts of the suspects. Claxton was arrested within hours of the incident, and Fontana was arrested the next day. The victim suffered minor injuries and was treated at the scene by paramedics. At approximately 3:30 PM Friday, Martin Gonzales made a left turn from westbound Sespe Street to southbound Central Avenue. While completing his turn, his Ford Expedition struck Pedro Garcia, who was walking eastbound in the crosswalk. Gonzales waited with Garcia until emergency personnel from the Fillmore Police Department, Fillmore Fire Department, and American Medical Response arrived minutes later. Garcia was transported to the Ventura County Medical Center with minor-to-moderate injuries. Initial investigation found no indication of drug or alcohol use by either party. The investigation is ongoing. On 1/12/2012, at 0139 hours, Headquarters Patrol Deputies responded to Silver Strand Beach in the unincorporated area of Oxnard for a report of a robbery victim. The victim reported he was walking on the beach when an unknown male suspect confronted him demanding his personal property. The suspect was armed with a knife. A struggle ensued and the victim sustained non-life threatening injuries. The victim was transported to the hospital for treatment. The suspect was last seen running toward the area of Kiddie Beach. Sheriff’s Deputies, who were assisted by officers from the California Highway Patrol and Oxnard Police Department, conducted an extensive search of the area but the suspect was not located. The suspect was described as a male subject, 5’ 9”, medium build, light skinned, and wearing a dark colored hoodie style sweatshirt. Ventura County Crime Stoppers is a nonprofit organization run by volunteers and supported solely by donations from local citizens and organizations. Crime Stoppers issues monetary rewards on a monthly basis to persons who provide details, which lead to the arrest of persons, or the stopping of an ongoing or potential crime event. Volunteers provide round-the-clock monitoring of these “tips” and coordinate information with local, state, and national law enforcement agencies.
